If the search gave a positive result and your data is on the list of enforcement proceedings, resolve this issue as quickly as possible. By phone or email, ask the bailiffs about all the details of the enforcement proceedings initiated against you.

Paying off debt online

It won't take long to pay off your debt. This financial transaction can be carried out through a bank branch, a payment terminal or on the Internet.

  • Oplatagosuslug - the service allows you to make payments by withdrawing money from a card account or from a phone account; it allows you to pay only part of the debt, and not the full amount at once.
  • RoboKassa - Many payment methods and options, supports almost all types of electronic currencies. Maximum amount – 15,000 rubles. Commission – 3%, you will have to pay the entire debt at once.
  • Qiwi - debt payment without interest, as in the case of a robo-cash, the maximum amount is 15,000 rubles.
  • Yandex Money - from March 16, 2015 also allows you to repay debts to the bailiff service.

The FSSP maintains a unified database of debtors in electronic form. Therefore, there is no problem finding out the amount of debt from the bailiff online. Not all information is published. But what is publicly available is enough to see and pay the debt on time and, thereby, protect yourself from problems.

Is there any debt and what kind? Instructions on how to find out by last name

To obtain information, you do not need to enter passport data, TIN or other information, for example, information about the car.

If nothing was found for your last name, it means that there are no enforcement proceedings initiated against you. However, after 10-12 days you should check the data again using the same algorithm, since the information is entered into the database with a slight delay.

The Bank of Enforcement Proceedings has the opportunity to check debts both by the number of the writ of execution and by the number of the enforcement proceeding. But such sections are needed by people who are aware of the debt and are only finding out certain information.

How to pay off found debts?

If you have found debts in your name, then on the page you will find the “Pay” button. You can transfer money online, through banks and payment systems that will be offered. Among them are large banks (Sberbank, Promsvyazbank, Tinkoff, etc.), payment operators (QIWI, WebMoney, Yandexmoney, etc.).

In addition, there are other methods that may be convenient for the debtor:

  • terminals and ATMs;
  • through the State Services website;
  • to the bailiff personally.

Opposite each debt found is a bailiff, his telephone number and the address of the location where the case is pending. If you have questions, you can always talk to him personally and find out the points of interest.

The debt should disappear from the database within a week after it is paid. This period is necessary in order to transfer the received funds to the collector and make adjustments to the database.

What debts are included in the database?

By visiting the website www.fssprus.ru, you can find out the following types of debts from bailiffs:

  • administrative offenses;
  • taxes, fees;
  • alimony;
  • loans;
  • debts under contracts (supplies, contracts, provision of services, etc.) under which the court collected money from you.
  • amounts of damage that you caused by your actions in relation to third parties recovered in court.
  • other debts that were collected from you in court.

When do enforcement proceedings begin?

Enforcement proceedings begin only on the basis of a court decision that has entered into legal force, a writ of execution has been issued, which was transferred for execution to the bailiff service. Sometimes courts issue injunctions. This is the same as a decision and a writ of execution in one, that is, you do not need to receive a separate writ of execution. If you found and learned about a debt to bailiffs via the Internet by your last name, it means that there was a trial against you.

You may not be aware of court hearings or receive a subpoena if you are an administrative offender. For example, while driving a car, you exceeded the speed on the road and you were recorded by a camera. If the conversation is about collecting alimony or debts, then you must be notified of the time and place of the meeting.

The claimant (plaintiff) may not file the writ of execution immediately. Therefore, in practice, enforcement proceedings may begin several months later.

In administrative cases, bailiffs are sent a resolution on bringing to administrative responsibility (instead of a writ of execution), which is issued either by a court or an administrative commission.

There may be such a curiosity: you suddenly discover a debt for an administrative offense that was committed a year ago. There is no point in looking for someone to blame here. It's better to just pay.

What are the consequences of non-payment of debts?

If you found out about your debts, but did not pay them, then get ready for unexpected surprises and unexpected guests:

  • a ban is imposed on traveling outside the country if the amount of debt exceeds 30,000 rubles;
  • the debtor is deprived of a driver's license if he has a debt of more than 10,000 rubles for alimony, for administrative offenses or for harm caused to health or resulting in the loss of a breadwinner;
  • all bank accounts, salary cards, credit cards, pensions and other income are seized;
  • a bailiff comes to the debtor’s home - if the money seized from the accounts is not enough to pay off the resulting debt, then the property is seized;
  • a ban is imposed on registration actions in the traffic police (for cars), in Rosreestr (for real estate);
  • It is possible to foreclose on both movable and immovable property. Everything seized will be sold for next to nothing at auction.

Many compatriots find out about debts immediately before flying abroad, when nothing can be done and no one will return the money spent. Preparing for a vacation should begin with paying off debts, and this should be done not a day or two, but several weeks before departure.

Having not received a response to the appeals, November 10, 2016. I sent an electronic appeal through the Internet reception No. 221373439ХХХ dated 2016-11-10 with a Complaint about inaction on the adoption of an executive document and the initiation of enforcement proceedings on it.
On November 11, 2016, the appeal was registered.
More than three months have passed, but no response has yet been received to any appeal.
No action was taken by the Office of the Federal Bailiff Service for Moscow on the writ of execution against the defendant, the Russian Union of Insurers (RSA). Enforcement proceedings have not yet been opened. There are no written answers. It's impossible to get through by phone! Two repeated requests via the Internet reception remained unanswered.
The FSSP in Moscow does not include writs of execution in its database, and they lie in piles without movement.
According to trustworthy data, the leadership of the FSSP in Moscow is INTENTIONALLY STRAKING OUT THE EXECUTION OF COURT DECISIONS regarding the RSA! All solutions! And there are hundreds of such solutions! What is the reason for this concern of the FSSP in Moscow about RSA? One can only guess how much it costs? What is this? Corruption? But it still smells bad!
The FSSP in Moscow systematically violates the Federal Law of May 2, 2006 No. 59-FZ “On the Procedure for Considering Appeals from Citizens of the Russian Federation” and the Federal Law of October 2, 2007 No. 229-FZ “On Enforcement Proceedings.”
I ask the Moscow prosecutor to submit a proposal to eliminate violations of the law and take prosecutorial measures against the Head of the Office of the Federal Bailiff Service for Moscow - the chief bailiff of Moscow for violations of the legislation of the Russian Federation.

In relation to debtors, the Federal Bailiff Service has broad powers - including FSSP officers who can seize property or prevent them from traveling abroad. To avoid undesirable consequences, it is necessary to pay bills on time and not bring the matter to the point of initiating enforcement proceedings.

If the debt is nevertheless transferred to the bailiffs, information about this is displayed in the electronic service “Data Bank of Enforcement Proceedings” (BDIP) on the FSSP website (fssprus.ru/iss/ip), where you can find out the debt by name and pay online. We'll tell you how to do this.

Penalty measures for FSSP employees

Not only a persistent defaulter, but also a person who does not have information about the resulting debt can be persecuted by bailiffs. Therefore, it is recommended for absolutely everyone to periodically check the debt by name on the website of the Federal Bailiff Service.

Simple example: a citizen rents out an apartment under a rental agreement, one of the conditions of which is that the tenants pay their own utility bills. If the latter do not pay, and the landlord does not strictly monitor this, the management company, HOA or utility service provider can apply to the court to issue a court order to collect the debt, which is also a writ of execution (clause 2 of Article 121 Code of Civil Procedure of the Russian Federation). After transferring it to the FSSP, enforcement proceedings will be initiated, within the framework of which the owner of the residential premises may be debited from his bank card (this is a very common practice).

What recovery measures for debts not repaid on time do bailiffs apply to debtors? The Law on Enforcement Proceedings allows FSSP employees to:

  • impose a penalty on funds (including bank deposits) and other property of the debtor (securities, jewelry, vehicles) if the amount of the fine or debt exceeds 3,000 rubles;
  • withdraw the debt from the debtor's wages. Bailiffs can withhold up to 70% of monthly salary transfers (for example, when collecting child support arrears) and up to 50% of pension income;
  • evict the defendant from the living space, if the property is not the only one and is not the subject of collateral - an extreme measure, valid for a significant amount of debt;
  • limit travel abroad - the minimum debt limit at which this punishment is applied is 30,000 rubles, and for alimony debtors - 10,000 rubles. In addition, since November 2017, bailiffs have been allowed to detain and deliver alimony debtors to draw up a protocol;
  • suspend a driver's license for a debt of more than 10,000 rubles.

This is not a complete list of coercive measures applied by the Federal Bailiff Service. Finding out the debt by name through the Data Bank of Enforcement Proceedings and paying online, if possible, is much easier than accumulating debts and fighting off bailiff sanctions.


What debts does the BDIP service display?

By taking a few simple steps on the official website of the bailiffs, the user can find out about the debt he has:

  • under credit agreements;
  • on tax collections;
  • is there any arrears of alimony (over the nine months of 2017, 13.4 billion rubles were collected in favor of children);
  • on traffic police fines (from January to September 2017, bailiffs collected 10.4 billion rubles based on 13.2 million road inspection decisions).

Debt on fines and alimony in the amount of over 10,000 rubles will lead to a restriction on driving a vehicle. The FSSP received such powers in 2016.

Fssprus.ru: find out your debt by last name

There is a time interval between the initiation of enforcement proceedings and the application of sanctions, for example, the issuance of a resolution on a temporary ban on traveling abroad. The debt must be repaid before the bailiffs get to work. Finding out debt by last name using the free service fssprus.ru is quite simple. To do this, simply enter your first and last name in the search bar. It is not necessary to indicate the date of birth, but for complete identification it is better to use an advanced search among individuals: in the window that opens, complete the request by noting the middle name and date of birth.

The user can immediately go to the territorial website of the bailiffs (it is recommended to find out the debt by last name, indicating the region of permanent registration or location of the property, otherwise the system will give out all namesakes who have debts), by selecting a region, republic, district or region in the “Territorial Bodies” section. Thus, upon request, a resident of Lipetsk will be taken to the site r48.fssprus.ru, Omsk – r55.fssprus.ru, Krasnoyarsk – r24.fssprus.ru, and Novosibirsk – r54.fssprus.ru.


The service allows you to obtain the necessary data not only by last name and date of birth, but also by case number.

What information does BDIP provide?

Based on the entered parameters, the Data Bank of Enforcement Proceedings will provide information that will allow you to find out whether there is an unpaid administrative fine for which enforcement proceedings have been initiated; whether there is any judicial debt; find out by last name when the proceedings were opened.

The system will also provide other information:

  • type of document (writ of execution, act in a case of an administrative offense, court order, etc.), date of adoption, number and name of the authority that issued it;
    time of completion or termination of production, indicating the reason;
  • amount of debt;
  • details of the FSSP unit, the name of the bailiff and office telephone numbers.

Having received information about debts from bailiffs, you can find out detailed information (for example, about taken and possible enforcement measures) in the specified department.

Debt payment methods

Getting information about whether there is a debt from the bailiffs, finding out the details of the case by name or number is not the only opportunity that the FSSP website provides. This resource allows you to pay your debt online:

  • through the express payment service;
  • using payment systems “Payment for government services”, Robokassa, “Leader”, “Simple Payments”, “Yandex.Money”, Promsvyazbank and Bashkomsnabbank;
  • using Qiwi wallet and WebMoney.


Without commission, only Qiwi makes payments; through other systems you will have to pay an additional 2-3.5% of the transfer amount. Before paying, you should also find out about the restrictions on the payment amount.

Users of Sberbank cards can make remote payments without commission through their personal account in Sberbank Online by selecting the “FSSP of Russia” service.

Payment in cash is made through terminals and ATMs, at the bank office (after printing a receipt on the FSSP website) and at the bailiff. The latter method is used less and less: according to the FSSP, in 2017, about 77.5% of the volume of funds transferred to repay debts were paid without visiting the bailiffs.

The debt record in the database will be deleted by the bailiff service within a week after payment.

In accordance with the Law “On Enforcement Proceedings,” employees of the Federal Bailiff Service create and maintain a nationwide database of debtors.

It includes all citizens for whom a court decision has been made and enforcement proceedings have been initiated. Every citizen can find out if he is in the bailiffs database.

All you need is a computer and Internet access:

  1. Go to the official website Federal Bailiff Service https://fssprus.ru/iss/ip and go to the “Search for Individuals” section.
  2. Fill out the form:“territorial bodies”, select from the list the region, republic or region where you are registered, for example, “Vologda region”.
  3. Enter your last name, first name, patronymic.
  4. Fill out the “date of birth” tab in the “Date-Month-Year” format, if you do not enter information in this line, the system will still recognize you by your full name, data on the date of birth is entered in order to exclude matches based on the same personal data.
  5. Click the Search button and duplicate the combination of numbers and letters from the picture (captcha).

The system will instantly check the data and give the answer:

  1. "Nothing was found for your search"“- rejoice, you are not in the debtor database.
  2. A table appeared on the screen, where the number of lines corresponds to the number of proceedings - you have a court decision and you must pay the debt.

If, unfortunately, you do end up in the bailiffs’ database of enforcement proceedings, carefully examine the table on the screen.

It contains all the data that will help you figure out what happened and eliminate the debt as quickly as possible:

  1. Number enforcement proceedings and the date of initiation.
  2. Document number, the date of its adoption and the body that made the judgment.
  3. Subject of execution(utility payments, bank loan, traffic police fine, etc.).
  4. Bailiff's name who is handling your case, and the address where the district office is located.

How to pay online?

So, it turned out that you are a debtor, which means that soon bailiffs may come to your house and describe the property, and if you decide to go abroad, this will be refused at customs. Therefore, it is necessary to pay off the debt as quickly as possible.

There are several options on how to do this:

  1. Using a printer print out the debt receipt on the official website of the Federal Bailiff Service on paper and pay it through the bank cash desk.
  2. Download the mobile app"FSSP" and pay off your debt through electronic payment systems.
  3. If you use a Sberbank of Russia bank card, go to your Sberbank Online personal account, select the “FSPP of Russia” service and pay, provided that there is a sufficient amount on your card.

Other ways to find out your debt

If, according to your request, nothing was found on the official website of the Federal Bailiff Service, and you are still worried and doubtful about the absence of debts, try to find information in other ways:

  1. By registering on Unified portal of public services.
  2. By contacting to the territorial department of bailiffs in person.
  3. By downloading the mobile application“Databank of enforcement proceedings” through social networks, for example, “Vkontakte”.
  4. Owners of mobile portable devices based on the iOS, Windows Phone and Android operating systems, they can use and install special applications. To do this, type “FSSP” in the search engine. Using such applications, you can not only pay your debt through electronic payment systems, but also subscribe to receive information about your debt. This way you will always be informed in a timely manner about being included in the bailiff database.

How long does it take for the fine to be handed over to the bailiffs?

A traffic police fine is perhaps the most common debt that bailiffs work with. And despite the fact that the amounts paid are usually small, if you end up in the FSSP, your fine will increase by 7%. This is the so-called executive fee.

If you violated traffic rules and received a fine for it, you must pay it within 30 days. Otherwise, your debt will go to the bailiffs.

And how many days later it will reach them depends on the work of the traffic police. The road inspection has the right to transfer the fine to the FSSP no later than 3 months after the decision is issued.

After this period, the bailiffs simply will not accept fines, and will draw up a corresponding resolution.

  1. Going abroad, check if you are in the database of enforcement proceedings. Ignorance does not exempt you from responsibility, and you may be refused permission to cross the borders of Russia right at customs.
  2. From the moment the debt is paid It may take up to 30 days for bailiffs to receive a decision to lift your travel ban, so if you are going abroad, worry about repaying your debt in advance.
  3. Keep documents and receipts until you are sure that the bailiffs will not have any claims against you.
  4. Check your data periodically by your last name in the database of enforcement proceedings via the Internet, sometimes a court decision can be made without you, which means you will be included in the list of debtors.
