1. General provisions
1.1. The “Man on the Way” information system is aimed at strengthening control over employee compliance railway transport rules for staying on the tracks (when trains approach and pass) and preventing cases of industrial injuries (due to rolling stock colliding with people working on the tracks).
1.2. The “Man on the Track” information system is effective only when joint actions are taken to prevent violations of the rules for being on the railway tracks by managers, specialists and direct executors of all railway facilities, including the apparatus of the train safety inspector.
2. Procedure for the “Man on the Way” information system
2.1. Actions of managers and specialists who have identified violations of established rules
Managers and specialists of track, traffic, locomotive, signaling and communications, power supply, carriage and inspection apparatus for the safety of trains of departments and roads, when performing their duties while on the tracks of stations and stages or when escorting trains, must pay increased attention to the compliance of those working on the tracks rules and instructions on labor protection, as well as the actions of locomotive crews within the framework of this system information.
The largest volume of control and verification work on the “Man on the Track” information system is assigned to employees of the track service, track departments of departments, managers and labor protection engineers of track distances and track machine stations. In order to perform control functions in the operation of the information system, labor protection engineers are granted the right to travel on locomotives:
- path distances within the path distance,
- track machine stations within the serviced area. If violations are detected, each specialist or manager must immediately report it to the duty officer of the nearest station and accept all possible measures to eliminate the violation.
Within 24 hours, a person who has identified a violation of the rules and instructions for the safe performance of work on railway tracks must submit a message (written, telegraphic or telephone) about the violation to the labor protection department (sector) of the road department where the violation was detected, for action to be taken in accordance with these Regulations.

2.2. Actions of locomotive crews
The locomotive crew, when following the established route, monitors the clearness of the path. About each case of untimely departure of people from the track along which the train is following, and from the neighboring track (except for the contact network crew working from an insulating removable tower), about the performance of work without fencing in accordance with the established procedure, without issuing warnings on trains, absence signal vests In the case of road workers working or on the way, the locomotive driver must immediately inform the duty officer of the nearest station via radio communication.
In addition, if, when a train is passing on an adjacent track, work is not stopped, it is necessary to inform about this “the driver of the oncoming train, who, having received such a warning, must take necessary measures to prevent collisions with people: giving more frequent warning signals at high volume, reducing speed, emergency braking.

The station duty officer, upon receiving from the person who identified the violation a message about the violation of safety requirements during work by those working on the station tracks or on the stage, as well as having independently identified violations of the negotiation regulations, the absence of records of warnings about the performance of work, etc., immediately transfers it to the duty officer for the unit whose employees committed the violation, and in its absence - to the management of the unit and to the road department - the dispatcher of their section (node), making an entry about this in the station's "Man on the Track" log.
2.4. Actions of the duty officer at the locomotive depot
The duty officer at the locomotive depot, having received a message from locomotive crew about the identified violation, repeatedly brings it to the attention of the duty officer of the unit whose employees committed the violation, and in its absence - to the management of the unit. During the course of his message, he ascertains the timeliness of receipt of information about the present violation from the duty officer at the station (section, node), and makes an entry in the log about the timeliness of receipt of the message.
2.5. Actions of the duty station (node) and the duty officer at the department The duty officer of the station (node), having received a message about a violation, brings the received information to the duty officer at the road department, who takes the necessary preventive measures possible consequences and makes an entry in the registration log of the “Man on the Way” information system of the road department.
2.6. Actions of the heads of the unit whose employees committed
violation
The duty officer of the relevant unit, having received a message about a violation by employees while on the path to labor protection requirements, immediately notifies the person directly subordinate to the people who committed the violation and the head of the unit. In the event that information is received inappropriately, he takes measures to identify the real violator and notifies the duty officer at the unit where, in his opinion, the violation was committed and the duty officer at the road department.
At the same time, the duty officer must make an entry in the information log “Man on the way” indicating the position and surname of the person who transmitted the message.
After receiving information, the person directly subordinate to the people who committed the violation is obliged to take urgent measures to eliminate the violation, conduct an investigation and take the strictest measures against violators: discuss at a work meeting, petition for deprivation of bonuses, imposition of penalties, etc. the work carried out to eliminate violations and the measures taken are reported in writing to the management of the unit that reported the violation.
The heads of departments of the railway department, whose employees are associated with the movement of trains and work on the railway tracks, at least once a month, together with representatives of the locomotive depots, review the progress of work using the “Man on the Track” information system. The results of the reviews are documented in a protocol, and, if necessary, in an order for the unit. One copy of the protocol (order) is sent to the industrial department and the labor protection sector of the road department, as well as to the structural units whose employees identified violations, to report on the measures taken.
3. Monitoring the operation of the “Man on the Way” information system
3.1. At the road branch office
Monitoring of the operation of the information system “Man on the way” at the road department is carried out constantly by the labor protection department (sector) and during comprehensive inspections, spring and autumn inspections of the state of labor protection.
The labor protection department (sector) quarterly develops a schedule of inspections using the “Man on the Road” information system by heads of industry departments, road department specialists, department heads and labor protection engineers and monitors its implementation. The frequency of inspections is at least 1-2 times a month. The results are reviewed by the head of the department once every six months, by the chief engineer of the department quarterly with the participation of the heads of industry departments.
Heads of industry departments quarterly review the progress of the “Man on the Path” information system and hear from the heads of departments whose employees have committed violations, using messages from the occupational safety sectors and materials from inspections. The results of the investigations are documented in protocols (orders) for the road division.
In order to increase the responsibility of persons involved in the work of the “Man on the Path” information system, it is recommended to organize commissions control checks efficiency of the system by creating artificial situations on the routes of stations and stages, information about which should not be left without attention. The results of these checks should be considered in detail by the heads of the road departments with the holding of persons responsible for violating the rules of operation of this system.
3.2. In the railway department
Monitoring of the operation of the “Man on the Way” information system should be carried out at least twice a year during spring and autumn inspections of the state of labor protection, as well as during the investigation of cases of industrial injuries.
The results of inspections should be considered by the road management with hearings from the heads of services and branch offices of the road that allowed the information system to operate ineffectively. Based on the results of the analysis, specific measures should be identified aimed at increasing the efficiency of the “People on the Track” information system and preventing collisions of rolling stock with people working on the track.
The heads of the involved services review the results of work on the “Man on the Path” information system on a quarterly basis.
4. Material incentives for the operation of the information system, responsibility for failure to comply with the requirements of this system
It is recommended that road branches develop systems taking into account local conditions:
1. Incentives for those who prevented a possible collision with people working on the tracks.
2. Liability for failure to comply with the requirements established by these Regulations, in the manner prescribed by current legislation.

If, when a train is passing along an adjacent track, work continues and people have not gone to a safe zone, or a worker moving towards the train has not gone to a safe zone and continues to move, before informing the station duty officer or train dispatcher about this, the driver must report the violation via radio communication to the driver of the oncoming train, indicating the exact location of the people, and exchange warning signals when crossing.

The driver of the oncoming train, having received such a notification, takes the necessary measures to prevent a collision by giving more frequent warning signals at high volume, reducing speed, and if the distance to the location of people when receiving the message is less than the braking distance, takes emergency measures to stop the train.

In information to the station duty officer or train dispatcher, the locomotive driver indicates exact time violation, location and nature of the violation, the enterprise whose employees violated the rules for being on the tracks, the number of the train and locomotive with which it is traveling, your last name. Upon arrival at the locomotive depot, the driver writes the same message in the log of violations of the “Man on the Track” information system. In this case, the following is indicated: date, time, location of the violation (kilometer, picket, track), his last name, train number, locomotive number (JSPS), character violation, the name of the station duty officer or train dispatcher to whom the information was transmitted.

Having assumed duty, the station duty officer issues a warning to the shunting locomotive driver about places of work on the tracks and switches of the station in the prescribed manner, and also notifies the locomotive crew about the movements of workers around the station. The station duty officer, having received a message from the locomotive driver or his assistant about the violation working on the tracks following safety rules, immediately transfers it to the person on duty along the track, the energy dispatcher, the communications dispatcher, the station manager (depending on which service employees committed the violation).

If a violation is committed by PMS employees, the station duty officer reports the violation to the PMS dispatcher for an entry in the registration log of the “Man on the Track” information system. If a violation is committed on the station tracks, the station duty officer additionally calls the head of the department under whose subordination the workers who committed the violation are located to accept urgent measures to eliminate and immediately investigate a violation of safety rules.

The station duty officer personally reports a violation by station employees to the station manager or his deputy in order to take measures to eliminate the violation and immediately investigate the violation.

After transmitting the information to the enterprise, the station duty officer makes a brief entry in the log of the “Man on the Track” information system.

This Regulation determines the procedure for joint actions of employees of railway stations, locomotive and carriage depots, track distances, centralization and blocking signaling, power supply, third-party organizations, including subsidiaries and affiliates of JSC Russian Railways (performing contract work within the boundaries of the Krasnoyarsk Railway), aimed at ensuring effectiveness of the information system “Man on the Way”.

The “Man on the Way” information system is effective only with the active participation of all workers involved in the transportation process.

The “Man on the Way” information system is aimed at ensuring safety and establishing control over compliance with rules by those working on railway track when trains approach and pass, as well as to prevent cases of industrial injuries due to rolling stock colliding with people working on the railway track.

2. Actions of the inspector when performing the inspection:

2.1. When accompanying a train, an inspector from among the railway managers is in the locomotive and pays attention to the compliance with safety requirements by those working on the railway tracks.

2.3. 3. Actions of the locomotive crew upon detection of a violation:

About each case of untimely departure of workers from the track along which the train is traveling, or from an adjacent track (except for a working crew with an insulating removable tower and other work in the “window”);

On the work of personnel without signal vests;

Violation of the fencing of the work site;

About the lack of warning about people working on the tracks.

If, while the train is passing, work on the adjacent track has not been stopped, it is necessary to inform the driver of the oncoming train via radio about those working on the tracks. The driver, having received such a message, takes measures to prevent a collision (gives more frequent warning signals, reduces the speed or takes measures to stop the train).

3.2. The locomotive driver or his assistant, if the station duty officer did not warn them about the work being carried out at the station in accordance with the entry in the DU-46 form log, are obliged to document this fact as a remark.

3.3. Machinists, busy shunting work at the station, upon detection of gross violations of the Labor Safety Rules and production discipline on the part of station workers, distances: tracks; electricity supply; centralization and blocking alarms, points technical inspection carriages and other structural units, third-party organizations, including subsidiaries and affiliates of JSC Russian Railways, are required to stop shunting work and inform the station duty officer or station shunting dispatcher about this.

When visibility is limited (unfavorable weather, insufficient lighting), drivers are required to perform maneuvers at a minimum speed that ensures the safety of trains and people working on the tracks.

3.4. After finishing work (shift), the driver makes an entry in the comments log located in the depot about the violations discovered, indicating the station duty officer to whom the information was transferred. Drivers engaged in shunting work at stations record violations in a log using the “Man on the Track” system, which is kept by the station duty officer, in person or by radio.
