We bring to your attention a selection of the most interesting and relevant answers to user questions on organizing and maintaining budget accounting in the 1C: Public Institution Accounting 8 program. In the article, methodologists from the 1C company consider situations regarding the formation of primary documents and accounting registers in the program, the movement of funds of the institution, etc., taking into account the latest changes in legislation.

Form 0504816 does not contain details for indicating total indicators, so there is no reason to reflect the cost of the forms in accounting.

Form 0504045 also does not contain details for indicating total indicators. On the contrary, it contains the text “Conditional price per unit, rub - 1.00” (Fig. 1).

Rice. 1

Thus, primary documents and accounting registers established for use by state (municipal) institutions do not contain total indicators. Therefore, until the legal conflict is eliminated, the accounting of strict reporting forms in the 1C: Public Institution Accounting 8 program is implemented in a conditional valuation: one form - one ruble.

Form No. M-11 “Demand-invoice” and instructions for filling it out were approved by Decree of the State Statistics Committee of Russia dated October 30, 1997 No. 71a. Unfortunately, the instructions for using and filling out form No. M-11 do not contain the procedure for filling out the details “Through whom” and “Requested” and their connection with the “Received” field (see Fig. 2).

Rice. 2

In the methodological materials posted in the ConsultantPlus, GARANT systems, in different articles, directly opposite recommendations are given.

Therefore, in the typical configuration of the 1C: Public Institution Accounting 8 program, the field Requested printed form of the document not filled in.

To the document Internal material handling connection of external printed forms is provided (menu Service -> Additional reports and processing -> Additional external printed forms).

Based on the printed form of the document Internal material handling you can create a new one with auto-fill fields Requested data of the recipient MOL, save it as external and connect it to the document. The external printing form can then be set in the document Internal material handling as generated by default.

The joint letter of the Ministry of Finance of the Russian Federation No. 02-03-05/367, the Treasury of the Russian Federation No. 42-7.4-05/5.1-64 dated 02/03/2012 introduced the procedure for providing in 2012 budget investments in capital construction projects of state property of the Russian Federation in the form of capital investments in basic funds of federal budgetary institutions and federal autonomous institutions, approved. Decree of the Government of the Russian Federation dated December 31, 2010 No. 1204, hereinafter referred to as the Procedure.

Budgetary and autonomous institutions that receive subsidies are not participants in the budget process. New personal accounts are opened for “non-participants” in the budget process:

20 - personal account of a budgetary institution;

21 - separate personal account of a budgetary institution;

22 - personal account of a budgetary institution for recording transactions with compulsory medical insurance funds;

30 - personal account of an autonomous institution;

31 - separate personal account of an autonomous institution;

32 - personal account of an autonomous institution for recording transactions with compulsory medical insurance funds.

Old personal accounts with code 03 of the recipient of budget funds (revenue administrator, etc.) are subject to closure, and the balance of funds must be credited to new personal accounts according to the new type of institution.

According to the letter of the Ministry of Finance of Russia dated December 22, 2011 No. 02-06-07/5236, these transactions are reflected in accounting entries in correspondence with account 401 10 180:

Debit 2,401 10,180 Credit 2.201.11.610 - account with code 03 is closed; Debit 2,201 11,510 Credit 2,401 10,180 - a personal account has been opened with code 20 (30).

Entries for other accounts are given in paragraph 13 of the letter of the Ministry of Finance of Russia dated December 22, 2011 No. 02-06-07/5236.

In the program “1C: Accounting of a public institution 8”, the first transaction is generated by the document Application for cash expense (Application for cash expense (reduced), Payment order, Cash disposal) with the operation Other transfers. The second is the Cash Receipt document with the Other Receipts operation.

If we are talking about a budgetary institution that is provided with subsidies for the implementation of a state (municipal) task, then in accordance with the Procedure for making cash payments by territorial bodies of the Federal Treasury at the expense of budgetary institutions, approved. By order of the Treasury of Russia dated October 29, 2010 No. 16n, in payment documents submitted by the client to the Federal Treasury, in the column “BK code” only the KOSGU code is indicated. Accordingly, in the Appendix to the extract from the personal account of a budgetary institution (f. 0509015), receipts and payments are detailed only by KOSGU codes.

Therefore, if in the program “1C: Public Institution Accounting 8” in the document Application for cash expense If a “zero” KPS is indicated (consisting of seventeen zeros), then when loading a treasury extract from the personal account of a budgetary institution, the corresponding document Application for cash expense is carried out only with those KOSGU that are indicated in it.

If the accounting policy of the institution establishes accounting according to “non-zero” KPS and the amount of the document Application for cash expense in the transcript is given according to the corresponding KPS codes, then when loading according to this Application Postings will be generated in the detail specified in the transcript of the document Application for cash expense.

If the corresponding document Application for cash expense not found, then a document is created Cash disposal in the detail that is in the Appendix to the personal account statement.

Document Cash receipts, which is created at boot Extracts from the personal account of a budgetary institution, must be filled in - indicate KPS, and KFO, since one personal account can have several CFOs. For example, in the personal account of a budgetary institution (20), funds can be taken into account according to KFO = 2 (income-generating activities), KFO = 4 (subsidies for the implementation of state (municipal) tasks), KFO = 3 (funds at temporary disposal).

It should be noted that with the introduction of the Unified Chart of Accounts and the Instructions for its application, approved. By order of the Ministry of Finance of Russia dated December 1, 2010 No. 157n, institutions of all types must keep records of accepted obligations, including monetary obligations in the accounts:

502 01 “Accepted obligations”;

502 02 “Accepted monetary obligations.”

  • 109.60 “Cost of finished products, works, services”;
  • 109.70 “Overhead costs of production of finished products, works, services”;
  • 109.80 “General business expenses”;
  • 109.90 “Distribution costs”

are group accounts, subaccounts with code 1 are opened for them.

As part of the standard configuration of the 1C: Public Institution Accounting 8 program, it is supplied Unified Chart of Accounts according to the order of the Ministry of Finance of Russia dated December 1, 2010 No. 157n.

To be able to enter user subaccounts for accounts 109.60, 109.70, 109.80 and 109.90, these accounts are groups; subaccounts with code 1 of the following order have been added to them (see Fig. 3).

Rice. 3

If the institution does not conduct income-generating activities, do not allocate VAT when registering in the program for the receipt of non-financial assets, works, services, as well as when reflecting the services provided by the institution and work performed.

The amounts of financial support received in the current financial year (income, subsidies Debit 0 508 10 000 Credit 0 507 10 000) are reflected in the 1C: Public Institution Accounting 8 program with documents Operation (accounting).

As a rule, the subsidy is credited in one amount, according to KOSGU 180.

The amount received should be entered in the document Operation (accounting) appropriate wiring.

Also, the posting Debit 0 508 10 000 Credit 0 507 10 000 can be configured in a standard transaction.

This situation can arise only if the accounting policy of the institution does not establish Structure of the working chart of accounts with chart of accounts type For government institutions.

Check for the institution of the Department of Culture whether and what Structure of the working chart of accounts has been established and on what date.

Of course. A government institution must not only keep records of monetary obligations, but must also reflect them in reporting - in form 0503128 “Report on accepted budgetary obligations”, in columns 8 and 9, in form 0503138 “Report on accepted expenditure obligations for income-generating activities”, in columns 7 and 8.

For information on how to keep track of financial obligations, see the section Accounting for monetary obligations for the ITS budget.

In version 1.0.10 of the 1C: Public Institution Accounting 8 program, it became possible to maintain tax accounting for corporate income tax in accordance with the norms of Chapter 25 of the Tax Code of the Russian Federation.

It is assumed that when an accounting transaction is carried out according to KFO = 2 (income-generating activity), it is also reflected in tax accounting.

In addition to the configuration description, in the “New in version 1.0.10” section it is written what needs to be done to set up tax accounting: install in Assistant for entering initial balances for tax accounting start date of tax accounting in the program and other parameters, following the recommendations Assistant.

We need to go through the points Assistant and complete them all.

In particular, the method for determining direct production costs in NU is specified on the tab Direct production costs V Assistant for entering initial balances for tax accounting.

If an institution has benefits for all types of activities or maintains tax accounting separately from accounting, you can disable tax accounting for transactions on income-generating activities (KFO 2); in the Assistant, you must set a deliberately later start date for tax accounting, for example, 2020.

If an institution has benefits or a special taxation procedure for its activities, it is necessary to set up separate accounting of income and expenses for transactions with a special procedure for taxation with income tax.

    How to find out passing scores?

    A passing score is the sum of points for all entrance examinations, sufficient for enrollment in a budget-funded place in a particular direction or specialty. It is impossible to find out the passing scores in advance, since they depend on how many applicants apply for admission and with what scores. Passing scores vary significantly from year to year. The passing scores of the previous admissions campaign can be found in the section “University Admission” -> “Passing Scores 2019.” There is no need to confuse passing scores with minimum scores. Minimum scores - the minimum threshold of scores that is required for admission to participation in a competition for a particular direction or specialty. If an applicant scores in any subject (from the list required for admission) a number of points less than the minimum score for this particular discipline, then it is considered that the subject has not been passed and he cannot participate in the competition.

    Can. To do this, contact the admissions office of the institute/faculty where you applied for admission. Please note that such changes can be made no later than the deadline for accepting documents for admission, determined by the Admission Rules for the categories of applicants to which you belong. Thus, it is highly desirable that the original document be at the university within the established deadlines before the first wave.

    • July 28th The acceptance of applications for consent to enrollment from persons applying without entrance examinations and entering places within quotas is completed;

    • 8 August an order(s) is issued for the enrollment of persons who have submitted an application for consent to enrollment until 100% of the main competitive places are filled.
  3. If I didn’t pass on a budget basis, then how can I apply on a contract basis?

In accordance with the clarification of the Ministry of Education and Science, Unified State Examination certificates issued in 2015 are valid until the end of 2019. If a graduate was drafted into the army in the year he received the Unified State Examination certificate, then its validity is extended for another year. But when entering a university, he must provide a military ID along with a Unified State Examination certificate, otherwise the results may be canceled and admission denied. If, after passing the Unified State Exam and before submitting documents for admission, you changed your passport, when submitting documents you must also provide a copy of the passport page with the details of the previous document (page 19) on which you took the Unified State Exam.

    How exactly is payment for tuition fees made? By what date should the first payment be received?

    • For distance learning: until November 20, 2020.

    Enrollment is not possible in the absence of a contract and payment for the semester.

    Is a medical certificate required upon admission?

    When enrolling in the areas of training (specialties) of the Medical and Pedagogical Institutes, as well as in the direction of "Power Engineering", the applicant submits an original or a copy of a medical certificate (conclusion) containing information about a medical examination in accordance with the list of medical specialists, laboratory and functional tests. The certificate is recognized as valid if it is received no earlier than a year before the end of the acceptance of documents and entrance examinations to the university.

    What is the difference between the profile and basic level of the Unified State Examination in mathematics?

    If you plan to enroll in areas of training or specialties where mathematics is specified as one of the entrance tests, then you should take the Unified State Exam at the profile level. Only this level will be counted. Schoolchildren who plan to enroll, for example, only in the humanities, where they do not need to have a Unified State Examination result in mathematics, can enroll in the basic level of the exam. This level is only necessary to obtain a certificate.

Today, more than 2.3 thousand foreign citizens from 50 countries study at BSU. Students from China, Turkmenistan, Russia, Tajikistan, Kazakhstan and other countries have made their choice in favor of receiving education at the best Belarusian university, assessing the quality of teaching, choice of specialties, excellent material and technical base and a number of other advantages.

Rector of BSU, academician of the National Academy of Sciences of the Republic of Belarus Sergei Vladimirovich Ablameiko Photo:

Rector of BSU, academician of the National Academy of Sciences of the Republic of Belarus Sergei Vladimirovich ABLAMEIKO reminded: BSU ranks first in the ranking of the Ministry of Education of the Republic of Belarus. " The leading status of BSU is recognized not only in Belarus, but also abroad. According to the rating of the Interfax agency published in December 2013, the Belarusian State University deservedly entered the top three universities in the CIS countries, Georgia, Latvia, Lithuania and Estonia, behind only Moscow State University. Lomonosov (Russia) and ahead of St. Petersburg State University, - noted Sergey ABLAMEIKO. - The Belarusian State University belongs to the elite of world educational institutions. This is confirmed by data from reputable international rating agencies (Webometrics, Times Higher Education), according to which our university is among the top 2% of universities in the world. Just the other day, on September 6, new data from the British QS ranking were published, according to which BSU took 354th place for the first time, immediately rising by 76 positions. BSU has rightfully earned worldwide recognition. High positions in international rankings are the result of many years of work by our teachers and scientists, the result of the coordinated and effective work of all departments of the university, and a wide system of international relations».

More possibilities

More and more foreigners are going to study at universities in Belarus on a paid basis. Due to the flourishing of foreign economic relations, the Russian language now ranks second in popularity among foreign youth. Those who graduated from a foreign university have more opportunities in their homeland for successful employment, especially in companies with foreign capital.

The choice of studying at BSU is influenced by factors such as:

  • high educational potential, quality and accessibility of Belarusian education;
  • a wide range of specialties and areas in which specialists are trained (130), as well as more than 70 specialties in master’s programs;
  • absence of discrimination in education; favorable conditions for staying in our country;
  • relatively low, in comparison with Western European countries, tuition costs;
  • high level of practice-oriented training in a number of specialties;
  • international diploma.

How to proceed

What else, besides quality education and obtaining an international diploma, is the Belarusian State University attractive to foreigners? First of all, citizens of Russia, Kazakhstan, Kyrgyzstan and Tajikistan can not only enter BSU on a general basis, but since 2012 they have an additional opportunity to enroll and study at BSU on a paid basis under the conditions provided for foreign citizens.

Head of the department for work with foreign citizens and international marketing of BSU Zhanna SAVELIEVA continued: “The conditions for enrollment on payment terms for foreign citizens are simplified: they do not need to undergo centralized testing. Entrance tests take the form of an interview in the Russian language or in the form of final tests at the end of preparatory departments or preparatory courses (documents for issuing an invitation to study). Foreign citizens who want to study the Russian language and general education subjects in the profile of their future specialty for further admission to universities can undergo training at the Faculty of Pre-University Education. Moreover, enrollment in Russian language groups is carried out monthly. Having successfully completed the training and received a state certificate, students of the preparatory department are enrolled in BSU without an interview. Despite the fact that the academic year at the university begins on September 1, documents are accepted until October 15” (contacts).

It is important that all students are offered accommodation in comfortable BSU dormitories at a reasonable price - $50-60 per month, depending on the heating season.

Specialties and cost

Traditionally, foreign students are attracted to the faculties of international relations, law faculty, philological faculty, institute of journalism, economics and geography faculties. In recent years, there has been an interest among citizens of the Baltic countries - Estonia, Lithuania, Latvia - in studying IT technologies at BSU, even in the correspondence department, because, in their opinion, Belarus provides very high-quality training for specialists in this field.

“The cost of studying at BSU for foreign students depends on the faculty and on average is a little more than 3 thousand dollars,” noted Zhanna Savelyeva. “There are faculties where tuition costs $2,300, and in the correspondence department it costs $1,900.”

There are also various categories of foreign citizens for whom the cost of training is reduced. These are applicants who are admitted through companies that are partners of BSU in recruiting foreign citizens: such students are given a discount of up to 20%.

For citizens of Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Armenia, BSU uses an integration coefficient for reducing fees from 5 to 15%, depending on the specialty. In addition, foreign citizens who applied for information about BSU at international educational exhibitions and visited the BSU stand are also given a bonus in the form of a reduction in tuition fees for the first year.

As a result, students can be offered an acceptable cost of full-time education on payment terms. And students who study “excellently” are offered a very attractive bonus: a discount on tuition up to 60%. At the end of last year there were 8 such students, this year - 11.

Pre-university preparation

As told Vyacheslav Mikhailovich MOLOFEEV, Dean of the Faculty of Pre-University Education, The preparatory department for foreign citizens of BSU was opened in 1961, and during this time more than 11 thousand students from 120 countries of the world were trained there. Today, the faculty has two preparatory departments: for citizens of non-CIS countries and for citizens of the CIS, courses in Russian as a foreign language, and a summer school of the Russian language. The curriculum of the preparatory departments is built on a modular principle and includes training in the Russian language in the amount of 550 to 850 academic hours and two or three specialized subjects with a volume of hours from 350 to 650 academic hours. Depending on his level of training, the student can choose the desired training program. Russian language courses are also structured on a modular basis with a total volume of 720 academic hours. Students who subsequently plan to study in a master's or postgraduate program are trained in Russian language courses. The composition of the academic group is from 5 to 12 people. Each academic group has its own supervisor from among the faculty teachers.

For the purpose of socio-cultural adaptation of foreign students, the faculty conducts a large series of linguistic and regional studies events and educational excursions, which allow them to become closely acquainted with the history, culture and way of life of our republic.

Prospects

BSU graduates work in 120 countries around the world. Many Chinese specialists who received a diploma from BSU now occupy senior positions in Belarusian-Chinese companies, including representative offices of ZTE, the Chinese-Belarusian Industrial Park "Great Stone". “Sometimes families come to us to study,” shares Zhanna Savelyeva. - For example, three siblings from Turkmenistan, several married couples from China and Iran. Recently, for the first time, 8 people from Ecuador entered BSU. This year - 8 more: apparently, word of mouth worked well! We are glad that students from Tajikistan, Azerbaijan, Kazakhstan, who are attracted by such specialties as geodesy, cartography, geoinformation technologies, information technologies, learn more about us...”

Inna VALEVSKAYA

He educated and released thousands of young specialists from his walls, each of whom made a certain contribution to the development of society, science and culture of our country. Currently, the activities of the BSU continue. The university still trains students at its faculties. One of the well-known and popular structural divisions of BSU is the Faculty of Law. We'll talk about it today.

Creation of a structural unit

The Faculty of Law has not existed since the founding of the university. It appeared in 1996. Classes in the “Jurisprudence” direction began on September 1. Initially they were held on the territory of two existing faculties. In 1997, the Faculty of Law acquired its own building.

Over the years of its existence, the structural unit has developed many traditions. It carefully stores them and continues to develop, introducing modern teaching methods and technologies into the educational process. The faculty combines educational activities with scientific ones. He conducts research on current and pressing problems of legal regulation of public relations.

Areas of training

At the Faculty of Law, graduates of schools and colleges are offered the direction of “Jurisprudence” at the bachelor’s level with the qualification of a lawyer. You can enroll in both full-time and part-time studies. You will need to study for 4 years if you choose the first form when entering BSU (Faculty of Law). The correspondence department offers more convenient training, but it also takes longer. The duration of the educational program is 5 years. In some cases, the training period is reduced. This opportunity is provided to persons with secondary specialized or higher education.

At BSU, the Faculty of Law also offers a master's degree. It offers applicants the choice of the following programs: “History and Theory of State and Law”, “Criminal Procedure and Criminal Law”, “Corporate and Civil Law”. The duration of master's studies is 2 years and 5 months.

Admission rules

The Faculty of Law accepts for study only those persons who have secondary general or vocational education. Applicants who came to the university after graduating from school are enrolled taking into account the results of the Unified State Exam. Required subjects are social studies, history, Russian language. People with professional education have the right not to take the Unified State Exam. For them, the university conducts entrance examinations in the subjects listed above. The form of examinations for persons with vocational education is testing.

For the master's program, different admission rules were established by the Faculty of Law of BSU. What do you need to submit? Applicants who have a law degree in the relevant field write an essay and undergo an interview. Certified specialists who do not meet the training profile take an interdisciplinary exam orally. When passing the entrance test, applicants are asked questions on topics related to the theory of state and law, constitutional law of Russia, administrative, civil, civil procedural, criminal law, criminology, penal law, criminal procedure.

Faculty of Law of BSU: passing scores

What is a passing score and what role does it play? Many inexperienced applicants ask this question. The passing score is the minimum competitive score with which a person can be enrolled in a budget or paid department. It is impossible to calculate this indicator in advance. It is determined at the end of the admissions campaign after passing the entrance examinations.

It is worth familiarizing yourself with the passing scores of previous years, because they can serve as motivation for intensive preparation. So, let’s look at what the passing score was in 2016 at BSU (Faculty of Law). The bulk of applicants were enrolled on August 3:

  1. The list of students admitted to budget places included 8 people. The highest score was 286 points. The passing score was 244.
  2. On August 3, 44 people were enrolled on a paid-contractual basis. The highest score was 233 and the passing score was 153.

Increased chances of admission

Every applicant would like to get into the budget department, but, unfortunately, this is impossible. There are very few free places at the Faculty of Law. 10 places are allocated annually. To increase their chances of admission, university staff recommend that applicants enroll in preparatory courses at Bryansk State University.

Classes for applicants are held in several educational subjects - Russian language, mathematics, social studies, English, history, chemistry and biology. An applicant can choose any discipline necessary for him, which he is going to take in the form of the Unified State Exam. Preparatory courses are also held for people planning to take entrance examinations at universities. They cover the main topics and apply test preparation methods.

Faculty training

At BSU, the Faculty of Law strives to provide quality education to its students. That is why special attention is paid to the theoretical development of the material. In order for students to better understand and quickly remember information that is new to them, the faculty has improved its material and technical base - installed multimedia equipment in the classrooms, and replenished the collection of legal books and magazines.

Attention is also paid to developing practical skills among students. The legal assistance center serves to realize this goal. It is considered a structural division of Bryansk State University. At the center, students begin their practical activities. Here they provide free legal services to needy citizens of the city, provide consultations, help in drawing up documents, and provide representation in court in civil cases.

student life

The Faculty of Law of BSU (Bryansk) aims not only to train students in their future profession. The structural unit is still striving to develop them as individuals. In this regard, the following areas of activity were established:

  • development of students' creative potential;
  • developing a feeling of love for one’s native country;
  • development of leisure activities for students.

The university periodically holds mass events in which anyone can participate - “Knowledge Day”, “Beauty of BSU”, “University Day”, etc. For people just starting their studies at the university, an amateur creativity competition “Freshman” is held annually "

Opportunities for students and graduates

People who enter law school do not have the same background. But despite this, the staff of the structural unit is ready to work with every student accepted for training. Teachers give lectures and analyze practical examples. Those students who do not understand some material can take additional classes.

There is no need to worry about completing the internship. At BSU, the Faculty of Law has concluded cooperation agreements with potential employers. These include courts of general jurisdiction, the prosecutor's office, and the forensic center of the Bryansk Region Internal Affairs Directorate. Some students facing financial problems remained working after completing internships in these organizations and transferred to distance learning. Such a step allowed them to continue their studies, gain experience and money.
