Alexey Mitrofanov entered politics in 1991 while making a film about the leader of the Liberal Democratic Party. The deputy’s outrageousness manifested itself during his participation in the 1999 election race for the position of mayor of Moscow, when the politician threatened to deal with the foreign tobacco companies British American Tobacco and Philip Morris, whose activities had a destructive effect on the gene pool of Russia. Having lost the elections, Mitrofanov received the position of member of the State Duma Committee on Banks. Mitrofanov did not retreat from his struggle and brought the matter to trial. But the claim for $500 million was rejected by the Kuntsevsky court of the capital.


Alexei Mitrofanov's stay in the Duma was always accompanied by loud statements from the politician. In 2001, a deputy from the Liberal Democratic Party called for criminal prosecution of foreign political leaders: the former US Secretary of State and former NATO Secretary General Javier Solana, who had already left the presidency.

In 2002, Alexey Valentinovich called for amendments to Russian legislation to punish non-traditional relationships between women. In the same year, the politician made a protective speech in favor of the Palestinian leader Yasser Arafat with a proposal to grant him political asylum in Russia. In 2003, Mitrofanov took the post of chairman of the Committee on Constitutional Legislation in the State Duma. At the same time, Alexey Valentinovich continued producing dubious projects. Under his leadership, in 2005, the porn film “Julia” was released, in the main characters of which the images of a Ukrainian politician and a Georgian president were discernible. But in the same year, a major corruption scandal involving Mitrofanov broke out, which radically influenced the political biography of the deputy.


Mitrofanov was charged with extorting a bribe in the amount of $200 thousand, which the politician was supposed to receive in the restaurant of the Renaissance Hotel from businessman Vyacheslav Zharov. The defendants in the case were the deputy's close associates - Alexander Derevshchikov and Radish Sautiev, who were detained at the time of transfer of money. Mitrofanov himself, having parliamentary immunity, was not harmed.

At the time of 2012, the assets of the Mitrofanov family included a land plot of 50 hectares, three Moscow apartments and 7 foreign cars, which included BMW, Mercedes-Benz and Toyota Land Cruiser.


The Investigative Committee of the Russian Federation made a request to the State Duma asking for help in detaining the suspect. In 2012, the deputy was expelled from the A Just Russia party due to Mitrofanov’s support for the candidacy for the post of head of government. No, not from TV screens, but from a criminal case

The Moscow Meshchansky Court issued a verdict on a separate part of the criminal case of major fraud, in which two capital “deciders”, a bailiff, and also State Duma deputy, head of the Committee on Information Policy Alexei Mitrofanov are mentioned. One of the deputy’s alleged acquaintances, Rashid Sautiev, volunteered to help the businessman “resolve the issue” in arbitration for $200 thousand, was caught red-handed, entered into a pre-trial cooperation agreement and fully admitted his guilt. The case was considered in two sessions: Sautiev was eventually sentenced to three years in prison and a fine of 500 thousand rubles.

Other arrested participants in corruption events also give detailed testimony, talking, in particular, about deputy Mitrofanov, who, however, mysteriously disappeared from the criminal case.

Novaya found out the details of this story, and its reporters were able to discover a joint photo of deputy Mitrofanov with one of the “deciders,” although the deputy himself stated that he allegedly did not know this person.

The essence of the case is this: on May 12, 2012, at the Renaissance Hotel on Olimpiysky Prospekt, operatives from the department “O” of the GUEB and PC for Moscow (fighting economic crimes and combating corruption) recorded the receipt of Rashid Sautiev in the presence of musician Alexander Derevshchikov, a bailiff Ali Kodzoev, as well as State Duma deputy Alexei Mitrofanov, who was at the next table, 2 million 250 thousand rubles. According to the resolution to initiate a criminal case, signed by investigator A.D. Bogdanov, “these persons were unable to dispose of these funds on a particularly large scale due to circumstances beyond their control, as they were detained by police officers.” According to investigators, for $200 thousand, Sautiev promised businessman Vyacheslav Zharov “to settle his problems with Gazprombank (Switzerland) Ltd. in Arbitration Court No. 9 and with the leaders of the Solntsevo organized crime group.”

The transfer of the first tranche was to take place at the hotel. However, Mr. Zharov doubted the authority of the “decider” and turned to the police. As proof, he handed over an audio recording of a conversation made the day before with a man whose voice was similar to the voice of Deputy Mitrofanov - this man allegedly “promised to solve all the problems for an appropriate reward.”

According to our source in law enforcement agencies, strange things began to happen in the criminal case almost immediately: Derevshchikov, Sautiev and Kodzoev were taken to the Internal Affairs Directorate in the Central Administrative District and released late at night. Deputy Mitrofanov completely refused to testify (he referred to parliamentary immunity) and stated: “... this is the first time I’ve heard the name Sautiev. Derevshchikov is known as a rock party animal, and I don’t know them personally.” Although footage from CCTV cameras installed in the cafe recorded how the people's choice entered the cafe together with the "dealers", communicated with them and was nearby at the moment when money was transferred from the briefcase to the bag.

Three months after his arrest, businessman Zharov inquired about the fate of criminal case No. 182066, initiated at his request. And it turned out that the investigation was practically suspended “due to the impossibility of identifying the persons involved in the crime,” despite the fact that these same persons were happily walking free. And the number of defendants unexpectedly shrank: for example, bailiff Kodzoev was mentioned as a kind of “third party” (he was later put on the federal wanted list), and Mitrofanov was not even mentioned as a witness.

The indignant businessman sent a telegram to Vladimir Putin, but there was no response. Then Zharov telegraphed to all Duma factions. Only two responded: United Russia called the telegram “black PR,” and the Communist Party of the Russian Federation sent a parliamentary request to the Prosecutor General’s Office.

And soon video footage of the arrest at Renaissance appeared on the Internet, and a loud scandal broke out, which, however, largely affected the fate of the police officers. A criminal case was opened against the two operatives who carried out the arrest and the investigator of the Investigative Committee (they are suspected of receiving a bribe).

However, the frightened guitarist Derevshchikov and Sautiev themselves came to the investigator and gave interesting testimony. For example, Derevshchikov allegedly stated that he worked for deputy Mitrofanov as an assistant on a voluntary basis, and presented a photo of him and the deputy in a nightclub.

It is worth noting that the father of the arrested Derevshchikov is a very high-ranking person: a member of the Heraldic Council under the President of the Russian Federation, a candidate of military sciences, a consultant to various committees and patriotic organizations, and on his website on social networks he posted a photo with Putin and Medvedev, where they allegedly congratulate Happy birthday to him (we're currently trying to figure out if it's photoshopped).

As a result, Derevshchikov and Sautiev entered into a pre-trial agreement, bailiff Kodzoev is allegedly hiding in Cyprus, and deputy Mitrofanov, after this story, headed the Committee on Information Policy, Information Technologies and Communications in the Duma and does not leave TV screens.

Mitrofanov recently told one media outlet: “Every evening I go to public places that are visited by very different people. If a Georgian thief in law is sitting 10 meters from me, this does not mean that we are preparing a crime with him.”

It remains to add that businessman Zharov began to receive threats after the scandal, and he and his family were forced to hide abroad. And Sautiev, who was counting on a suspended sentence after a deal with the investigation, received a real “three ruble” - and really, why slander respected people...

The parents of the vodka magnate appealed to the Dorogomilovsky Court of Moscow back in November 2016, having learned that the widow of their son, Anna Dergileva, had collected the bulk of the debt of €1.4 million from Mitrofanov. As it turned out, in 2013, her husband gave Mitrofanov a total of €1.5 million, or 68 million rubles at the then exchange rate.

As Life previously reported, four promissory notes were evidence of Mitrofanov’s debt to the vodka magnate’s family: two for €500 thousand each, one for €400 thousand and another for €100 thousand.

As a result, in February 2017, the court upheld the claim of the Dergilev seniors and decided to recover 10% of the amount for the first three receipts from Mitrofanov. Thus, the total amount of the recovery was €140 thousand.

The total amount of Mitrofanov's debt is more than 543 million rubles.

In a conversation with Life, Mitrofanov’s financial manager, Viktor Eltsov, said that Mitrofanov’s accounts are empty, however, the parliamentarian owns BMW-750Li and GAZ-21 cars, as well as a plot of land in the Pskov region.

The results of the auction were summed up on July 14, but this became known only now. According to the auction materials, Mitrofanov’s foreign car went to the capital’s businessman Dmitry Konenkov. The auction report notes that the buyer is in no way connected or related to the debtor.

All that is known about the happy buyer of Mitrofanov’s sedan is that he is 34 years old and in the past he was involved in business. Until 2014, Dmitry Konenkov was registered as an individual entrepreneur in the capital’s Chertanovo district, and was engaged in trading fruits and vegetables.

The 2010 BMW 750Li xDrive, the flagship of the Bavarian automaker, was put up for auction back in July with a starting price of only 675 thousand rubles. Such a low starting price was explained by several factors.

As stated in the assessment report, which was drawn up before the auction, firstly, the foreign car has “operation defects”: cracks and scratches on the bumpers, and the error “No electronic key, engine starting is impossible” is displayed on the dashboard. Apparently, while the owner is running around the world, the keys to his car were simply lost. The new owner will have to order keys in Bavaria through an official dealer. Secondly, Mitrofanov’s BMW was seized by court decision, which also reduces the market value of the foreign car.

Despite this, they managed to sell the car at a higher price; now all the proceeds will go towards repaying the ex-State Duma deputy’s debt to creditors, which amounts to an astronomical 550 million rubles.

Mitrofanov bought the car himself in 2012, when he was a deputy. He took out a loan of 3.7 million rubles from BMW Bank. When it became clear that the parliamentarian was not going to repay the debt, the bank filed a bankruptcy claim for the former parliamentarian. In December 2017, the court upheld the claim of the credit institution and introduced a procedure for the sale of property against Mitrofanov.

True, Mitrofanov’s accounts in Russia are empty. In addition to the BMW 750Li, which is about to be sold, a security arrest has been placed on half of the ex-deputy’s apartment on Slavyansky Boulevard in Moscow, an apartment in the village of Sosny near Moscow, a plot of land in the Pskov region, as well as another BMW and a Volga.

Even if all this is somehow sold at the maximum price, this will not be enough for Mitrofanov to pay off his debts.

Several other creditors have financial claims against Mitrofanov. In addition to BMW Bank, these are relatives of the murdered “vodka king” Oleg Dergilev, Technology Development Bank, Unicredit Bank, Bratsevskoe LLC and ASN-invest. The total amount of Mitrofanov's debt is more than 543 million rubles.

Now Mitrofanov and his 56-year-old wife Marina Lillevali live in Croatia, where they have a business. The ex-deputy has been promising the Investigative Committee in Moscow for many years to appear before the investigator and “surrender,” but he still fails to fulfill his promise. Investigators, in turn, tried to put Mitrofanov on the international wanted list, but things haven’t worked out for them yet.
