According to the investigation, Andrei Lazutkin received a bribe in the amount of more than 200 thousand rubles in 2015. from a representative of the contractor “in the form of services for renovating his son’s apartment” in exchange for “unhindered signing of documents for payment for work on the construction of the Stavropol Clinical Perinatal Center.”

In addition, investigators were able to establish that in August and September 2016, the official “illegally, without competitive procedures, entered into two government contracts for the reconstruction of highways in the Stavropol Territory.” It was assumed that reconstruction work amounted to 335 million and 50 million rubles. will be carried out on the Novoaleksandrovsk-Gorky and Pregradnoye-Takhta-Ipatovo roads. Another government contract for 6 million rubles. for carrying out construction control during the execution of work was also concluded without a competition.

The investigation detained Andrei Lazutkin, as specified in the regional investigative department of the Investigative Committee of the Russian Federation, and a petition is being prepared to the court to select a preventive measure for the official in the form of detention. At the request of law enforcement agencies, the court authorized the placement of the Minister of Construction and Road Facilities of the Stavropol Territory, Igor Vasiliev, under house arrest for a period of two months. Igor Vasiliev headed the Ministry of Roads in 2008, when Valery Gaevsky was the governor of the region. According to investigators, Igor Aleksandrovich “sinned” several years ago, when he was not yet a minister, but the director of the State Unitary Enterprise “Directorate of Highways under Construction.” The official is suspected of spending the ministry's budget funds, to put it mildly, for other purposes.

So, according to the investigation materials, the 3-day trip of the director of a state-owned enterprise to Moscow cost the regional treasury more than 62,000 rubles, of which 20,150 rubles were spent on tickets, and the rest on “entertainment expenses.”

Then there was a trip to Switzerland in company with the chief accountant. The cost of this trip amounted to 370 thousand rubles! Moreover, as it turned out, the ministry did not give the go-ahead for a foreign “business trip.” Having studied the documentation, investigators decided that it was impossible to classify the trip to Switzerland as a business trip under the existing circumstances.

Law enforcement agencies suspect that these are far from the only abuses from the past life of the Minister of Roads.

The investigation still has to carry out a huge amount of work to collect evidence and determine all the damage caused by Vasiliev’s actions to the Ministry of Industry, Transport and Communications in the Stavropol Territory, the press service of the Main Internal Affairs Directorate for the Stavropol Territory told KP. - The case was initiated under art. 159 Part 3 of the Criminal Code of the Russian Federation (“fraud using official position”) and Art. 201 part 1 of the Criminal Code of the Russian Federation (“exercise by a person of his powers contrary to the legitimate interests of the organization and in order to obtain benefits and advantages for himself, if this act entailed causing significant harm to the rights and legitimate interests of the organization, or legally protected interests of society or the state”).

Igor Vasiliev himself, according to him, learned that a criminal case had been opened against him from the press. However, now he can only confirm that he is really 39 years old.
