The current situation in Moscow

About 370 ICF routes have been developed. The routes cover about 1,700 streets. To record violations of the Traffic Rules of the Russian Federation, ParkRight hardware and software systems are used.

What is such a complex and how are violations recorded using the ICF? - A GKU TsODD vehicle equipped with a special ParkRight ICF, moving along an established route, sending fixations online vehicles to check whether there is a fee for using each parking space. In case of non-payment, material about an administrative violation is automatically generated for subsequent issuance of a fine and sending by mail. Each GKU TsODD vehicle travels along the route several times per hour. In addition, ICFs are used to monitor violations of the rules of stopping and parking in places where it is prohibited. After processing the record, computer recognition of the state registration plates of the violators’ vehicles and preparation of special documents, receipts for payment of the fine are sent by mail to car owners in accordance with current legislation.

Also, automatic recording of violations is carried out using ICFs installed on the rolling stock of the State Unitary Enterprise "Mosgortrans" (buses of semi-express routes).

Representatives of city authorities and the traffic police have repeatedly stated that mobile photo and video recording systems have proven their effectiveness in the fight against city traffic jams.

Not long ago, mobile photo-video recording systems for traffic violations began operating in Moscow. The fine for illegal parking is decent - 3,000 rubles. The point of this innovation is to decongest the main streets of Moscow as much as possible from parked cars. I will not argue whether this is good or bad, whether it will help in the fight against traffic jams or not. I will talk about the work of mobile photo and video recording systems using the example of two lanes in the center of Moscow.

As far as I correctly understand the technology for recording violations, it happens as follows. For the first time, a car with a parking lot installed drives down the street and records all illegally parked cars (in all five photographs, the time of the first recording of the violation is 13:03:39). Then the car with the parking lot drives down the street a second time and detects the violators again. The license plate numbers of violators are automatically recognized and compared with photographs taken for the first time. The car remains standing still - that's it, it's an intruder, it is saved in the database. The data is transmitted to the traffic police and car owners receive letters of happiness by mail.

The photographs I presented show that the car that violated the parking rule did not budge, but the car with a “parking lot” drove past it 6 times! The first time I recorded a violation, the other 5 times I approved it. The driver received 5 fines of 3,000 rubles = 15,000 rubles! Moreover, a car with a parking lot passed by the offender Vehicle traffic rules the first time with an interval of 10 minutes and 4 more times in 27 minutes! Simply put, instead of going about their business and fining violators on the problem streets of Moscow, “parkons” ride around a patch of two alleys that doesn’t bother anyone.

There are dozens of such violators among my colleagues who received 5 or 8 fines in a few hours! In fairness, I note that the most persistent managed to cancel these fines, leaving only one, but for this you need to go to Sadovaya-Samotyochnaya Street. to the Moscow State Traffic Safety Inspectorate and stand in line there for half a day, because The line of such violators starts from the street. They really apologize and say that they are passing now test trials and should not have recorded their violation more than once. One fine is left, the rest are canceled. There are only a few of those who stood in line, because... Not everyone can actually leave work full time.

Well, I’ll add that these lanes are not included in the list of routes of mobile video recording systems for traffic violations, which leads to certain thoughts.

Problems with the availability of parking spaces in Moscow forced the authorities to radical measures and give new status parking lots, transferring them to the category of paid ones. The capital's drivers did not happily accept this idea and are actively using all sorts of ways to avoid the burden of paying for parking, which, as a rule, are illegal. There are already 21 sites for such parking throughout Moscow, and in the next 4 years their number will increase by another 37. Despite the fact that parking involves free parking, a number of conditions must be met that make it so:

  • parking is allowed only from 6.00 to 21.30;
  • a citizen must make at least 2 trips by metro.

If the conditions are not met, then the parking space is paid for on a general basis. At night, places in such parking lots are also paid at double the rate.

Preferential categories of citizens with the right to free parking

  • employees of a number emergency services when performing their job duties (Ministry of Emergency Situations, police, ambulance, etc.). An important criterion is the use of special vehicles with special colors, inscriptions and other attributes;
  • persons who have either a preferential or resident permit. Preferential permit is issued:
    • concentration camp prisoners;
    • participants of the Second World War and the defense of Moscow;
    • disabled people of groups 1 and 2;
    • with many children.

The benefit is valid after obtaining a permit; its absence requires payment for parking spaces according to the general rules.

A resident permit is formally free, but for round-the-clock use of the service for a year you will have to pay 3,000 rubles, but compared to parking prices, this amount is insignificant. It is issued to Muscovites and its radius covers parking lots according to registration. You can leave your vehicle free of charge under a resident agreement in such parking lots from 20.00 to 8.00.

Days and places of free parking

Available to car owners free parking in the center of Moscow on the following days:
