What is a technical passport for a car. When do you need to restore PTS? The procedure for restoring a registration certificate in case of loss

The vehicle passport, also called the TCP, is a document that is issued either by the manufacturer or at customs (in the case of importing a car from another country). It is also issued when the car is registered, if there is nowhere to enter the new owner of the transport. PTS can also be obtained at vehicles designed individually. You only need to submit documents to US with a request to assign VIN designs.

But the registration certificate, which is most often called a technical passport, is issued to the owner of the car in the traffic police battalion at the place of registration. The data sheet contains all the information about the car, including color, body number, owner data, technical characteristics of the car. This paper is the main document, this is her certificate.

What is indicated in the data sheet?

The most important thing is the brand of the car and its model. Then color goes, an identification number, as well as body and engine numbers (after the adoption of the law that motors are considered, this column, the engine number is not needed). It is also mandatory to indicate what type of body the car has (sedan, hatchback, station wagon), year of manufacture of the car and state registration plate.

Of course, there are also such parameters as the permitted mass of a car with and without a load, engine power in kilowatts and horses, as well as its working volume. On the back of the registration certificate there is information about the owner. Address of residence, first name, last name, patronymic, and there is also a column for special marks. If there are any changes in the design, and they are indicated there.

How to get and replace a registration certificate?

If you purchased a car or changed the color of the old one, or moved to another place, while the registration changed, or changed your last name, you need to replace the registration certificate. The procedure takes quite a bit of time. You will need:
- PTS (original);
- your civil passport;
- old registration certificate (if registration or surname has changed);
- receipt of payment of state duty;
- OSAGO insurance;
- a document confirming the right of ownership (when buying, this is a contract of sale, in other cases it is a TCP, which contains your data);
- Application for replacement of registration certificate.

With these documents, you need to contact the traffic police at the place of residence. You will also have to pay for the replacement service, provide a receipt to the secretary. Traffic police officers will check the car for whether it is mortgaged in the bank, whether it is listed as stolen. If the car is completely clean, they will make a new registration certificate for you, with which you will go home. But if the car is listed as stolen, you will have to figure it out.

The registration certificate is a mandatory document provided by the driver during the check to the traffic police officer, which is a certificate of registration of the vehicle. It is not allowed to drive a car without it, because the loss of a registration certificate is one of the most unpleasant situations for the car owner. Not all car owners know how to restore a registration certificate for a car at the lowest cost, how much such a procedure costs. At the same time, it’s one thing when you just lost it, it’s completely different when your TP was stolen from you.

What is the danger of theft of TP

Often, the driver's registration certificate for the car is located next to other registration documents. The kidnapper can use the stolen for . This has several rather unpleasant consequences:

  • you will receive warnings of violations, penalty receipts by mail;
  • scammers can issue a loan based on stolen documents, your car will become collateral.

It is possible to restore the TP, having received a duplicate, in the authorities traffic police. Here are some tips on how to quickly and with minimal cost restore registration certificate.

The procedure for restoring a registration certificate in case of loss

If you dropped a TP somewhere, wait a couple of days, perhaps they will find it and return it to you. In order not to sit idly by, you can advertise in the media, on sites that publish such things. If your activities were not successful, the document was not returned to you, proceed to the restoration procedure. It is quite difficult, so get ready to overcome various difficulties.

The procedure for issuing a duplicate registration certificate is similar to registering a car. You will need:

  • contact the traffic police, the nearest branch from you, taking your passport, TIN;
  • fill in the application form for the production of a duplicate TP according to the existing template;
  • take bank details for paying the fee, find out the amount;
  • deliver the car to the observation deck (preferably on a tow truck, it is not allowed to drive a vehicle without a TP);
  • during the inspection, the traffic police officer checks the numbers of the units with the entries in the documents for the car, makes an appropriate mark in the application;
  • then you need to hand over all the documents, wait until the verification passes.

Initially, you will receive a temporary TP, issued for 3 months, while a permanent one is being made, however, usually the process of making a permanent document takes less time.

The cost of a duplicate of the registration certificate

How much does a registration certificate cost, you can ask the inspector. Usually, you can restore a registration certificate for an amount of about 800 rubles, you will need to pay for forms and commissions.

Restoration of a registration certificate through an online application to the website of public services

If you are registered on the public services website, do not rush to issue a duplicate (for some time you are not going to drive your car), and you don’t want to waste your energy, time standing in lines, you can through the site. This is done in the following order:

  • find the link "Electronic services" on the website of public services;
  • follow the link to the "Ministry of Internal Affairs of the Russian Federation";
  • then select "Registration of a new or used vehicle";
  • on the page that opens, find "Obtaining a duplicate registration certificate";
  • there you will see the link "Type of payment";
  • follow the link, enter information in the required fields, carefully check the completed data;
  • after sending the application, you will receive a letter with a code by mail, it should be entered in the required field;
  • the application is registered, you go to the traffic police to receive a duplicate of the registration certificate.

Of course, the whole process will take quite a long time. But on the other hand, you will not need to waste your energy on running around the state structures during working hours.

The procedure for obtaining a registration certificate in case of its theft

Theft of documents is a crime. Restoring a document is possible with a lot of time. Of course, you can not indicate that the TP was stolen, declare its loss due to your own negligence, inattention. If you indicate that the TP was stolen from you, then the police initiate a criminal case. Search activities take a long time, for about six months you will not be able to drive a car, because you have an incomplete one. So, the recovery procedure is as follows:

  • you should approach the police station with an identity document;
  • bring evidence, if any, that the TP was stolen;
  • write a statement, indicating in it the conditions under which the TP was stolen, possible suspects;
  • a criminal case is initiated;
  • go to the traffic police department and there write an application for the issuance of a duplicate TP due to its theft;
  • upon completion of the investigation, a duplicate of the registration certificate will be issued.

If the case dragged on, then after six months you can get a duplicate, as in case of loss.

Many car owners do not indicate the theft of the TP in the application: this procedure restoring a document takes quite a long time, but it is impossible to operate the car during the search process. The procedure for searching for stolen TPs is not debugged, sometimes it drags on for a long time. If during the period of the search for documents, they were used in illegal transactions, then you legally still have to bear responsibility. There is another option for restoring the TP, it will cost significantly more, but it will save time and eliminate the need to repeatedly communicate with the police.

Alternative option for obtaining a duplicate of the registration certificate

If the registration certificate for the car was stolen and, possibly, will be used for illegal purposes, you can carry out a recovery procedure that does not quite follow the letter of the law, but will protect you from the legal side of the actions of fraudsters.

  • You claim the loss of the TP and restore it according to the above procedure;
  • then contact the nearest traffic police department at your place of residence;
  • there you apply for a change of numbers (renew to your spouse or again to yourself);
  • pay fees for the reissuance operation, new numbers;
  • get license plates, a new registration certificate - not a duplicate, original;
  • marked in the PTS.

It is undesirable to say that it was stolen if you are not sure about it. The complaint must be written to the supervisor. Be sure to pay the stamp duty.

It is also necessary to bet on an expert, the less he is busy, the faster the check will pass and the closer the queue will be to him. Attach all copies of certificates and payment receipts.

By going to court, as a rule, the court decides in favor of the owner, but when the car is stolen or there are suspicions, the court will never decide in your favor. Be careful when buying a car.

The vehicle passport, or abbreviated title, is the main document of the car. The passport contains basic information about the car: its technical characteristics, unit numbers, information about all the owners of the car and the timing of its registration and deregistration in the traffic police.

PTS form approved regulations, a passport is produced according to legal requirements to its approved form. can be found on the Internet in the search for images.

The vehicle registration certificate must contain 24 types of information:

  2. Type of vehicle, that is, its belonging to the class of cars, trucks or motorcycles.
  3. Car make and model. If the car is foreign-made, the make and model can be written in Latin letters.

  24. Engine type (diesel or carburetor).

This information is typical for a car that was bought new.

If the car was purchased with hands, information about all its previous owners should be reflected in its PTS. It also indicates the change specifications vehicles, if any, as well as information on the issuance of duplicate titles.

Purpose of TCP

Car passports were introduced for the following purposes:

  • Control over cars imported into the territory of the Russian Federation and control over their compliance with the environmental class.
  • Ordering and control over everything allowed for implementation traffic by road
  • The fight against theft and other illegal actions with vehicles

The law establishes that the following types of cars must be provided with a vehicle passport:

  • Complete vehicles, which include cars regardless of body type, trucks regardless of tonnage and Shuttle Buses regardless of passenger capacity
  • Trailers for trucks and cars registered and having state. numbers
  • Chassis included with the vehicle

When buying a car, its documents, including the TCP, are transferred along with other papers with a sales contract.

If you buy a car from the hands, you can see duplicate TCP. This is suspicious, you need to find out what is the reason and where is the original passport.

When importing a car from abroad, the PTS, as we mentioned, is issued by customs in cases where:

  1. If the car is imported into Russia individual for personal use, transit to the territory of another state, for re-import or for refusal in favor of the state, the Title is issued after the customs clearance procedure.
  2. If customs clearance in your case it is not provided, the title is issued after passing through customs control.
  3. When imported vehicles are transferred to federal ownership.
  4. If the car was produced on the territory of the Republic of Belarus and is imported from Belarus.
  5. If the car was first exported from Russia to Belarus, and then imported back and transferred to free circulation in Russia.
  6. If the car is subject to penalties for the obligations of the owner.

What needs to be done to obtain a title for a car that is imported from abroad?

In this case, the owner applies to the customs authorities with a statement in which he describes the following data:

  • The country in which the car was made.
  • Circumstances of vehicle purchase.
  • Documents confirming these data.

Registration of a title at customs implies that the owner of the car has an environmental certificate confirming the Euro-4 class.

Customs accepts your application, checks the attached documents and, if no contradictions are found, draws up and issues the Title.

What is the registration of the PTS in a simplified manner? To obtain a TCP under this scheme, it is enough to fill out and obtain permission from the customs authority. An employee of the customs authority checks all the specified data, prints out the TCP, signs, seals and issues the document to the owner.

When importing a car from the territory of the Republic of Belarus, customs clearance is not required due to the existence of an agreement between the states. In this case, a mark is placed in the TCP about passing customs control and a seal is affixed.

Customs restrictions can be lifted at the request of the owner, in this case, in the column of the TCP "Special marks" opposite line 17 or 20, an appropriate entry must be made. This entry is also sealed.

Registration of a car and obtaining a PTS

In order to register a car, you need to take with you all the documents necessary for registration, come to the nearest traffic police department and put the car on the observation deck. What documents will you need?

  1. Your application for registration.
  2. A document that confirms your ownership of the vehicle.
  3. transit numbers.
  4. Vehicle passport.
  5. Passport of the owner of the car.
  6. Receipt of payment of the state fee for the issuance of a vehicle registration certificate.
  7. A receipt confirming that you have paid the required amount as a state fee for the issuance of state license plates.
  8. Receipt of the state duty for making changes to the TCP, which was issued earlier.
  9. Third party liability insurance policy (OSAGO).
  10. If registration is carried out for the owner by his representative - a power of attorney.

PTS replacement - restoration of PTS in case of loss or damage

If the Title is lost, stolen, damaged, if the owner has changed his passport data and, finally, if there is no more space left in the vehicle passport to make entries about the new owner, the Title must be replaced. In this case, the owner of the car is issued a duplicate of the title.

A duplicate is issued in the same way as the original TCP, at the traffic police department. To issue a duplicate title, the owner will need to present the following set of documents:

  1. An old TCP, if it is not lost and is available, even if it is damaged.
  2. OSAGO insurance policy.
  3. Passport of the owner of the car.
  4. Application for issuance of a duplicate PTS.
  5. A document that can confirm the fact of a change in the personal data of the owner (Certificate of marriage or divorce).
  6. Vehicle registration certificate.
  7. Receipt of payment of state duty.

When the traffic police officer gives you a duplicate of the TCP, he must put down in the column "Special Marks" a record of all the previously issued TCP for this car.

For the issuance of a duplicate, you will have to pay a state duty in the amount of 800 rubles. This fee can be paid both at any branch of Sberbank, and at the traffic police department itself.

A duplicate of the vehicle passport must be issued immediately upon application, on the same day on which the owner submits an application for replacement. However, in some cases, when the inspector has doubts, for the resolution of which it becomes necessary to carry out an additional check of documents, the issuance period may be extended up to 30 days.

However, this happens in a vanishingly small number of cases. If we take into account that the PTS should not be with the driver all the time, then with, for example, there is no urgent need to instantly change the car's passport. This document is required when selling a car, so do not forget to change it so as not to be detected an unpleasant surprise at the most inopportune moment.

So, we figured out what the TCP looks like on the car and what entries it includes. If you receive a duplicate of the TCP due to the theft of this document from you, you must file an official statement with the police about the theft, and when applying for a duplicate of the TCP to the traffic police, you will have to present a certificate of closing the criminal case on the theft. Without such a certificate, a duplicate title will not be issued to you. This point must be taken into account when applying for a replacement TCP. Meanwhile, the TCP does not have an expiration date, and when the TCP is restored and a duplicate is issued, the duplicate has the same legal force as the original TCP.
