License plates by regions in Ukraine. How are the letters on the numbers of cars deciphered? Letter designation of car numbers in Ivano Frankovsk

Registration plates Russian Federation - a special symbolic sign (No.) made (applied) on metal (or from other material) plates (forms) or a vehicle (TC) used to register cars, motorcycles, trucks, special, construction equipment and weapons, trailers.

Installed on the front and back parts equipment (for trailers and motorcycles - only at the rear).

In the Russian Federation, most registration plates are standard plates of the 1993 model, the form of which is determined by GOST R 50577-93. The license plates of route vehicles, military vehicles, vehicles of diplomatic missions, vehicles of the Ministry of Internal Affairs, trailers, construction equipment and motorcycles have a format and / or dimensions slightly different from the standard.

Combinations on standard license plates are built according to the principle - 3 letters, 3 numbers. The letters represent the license plate series and the numbers represent the number. GOST for use on signs allowed 12 Cyrillic letters that have graphic analogues in the Latin alphabet - AND, AT, E, To, M, H, O, R, FROM, T, At and X. On the right side of the license plate, in a separate quadrangle, are located: in the lower part - the flag of the Russian Federation with the inscription ENG, and at the top - the code designation of the subject of the Russian Federation, where the car was registered. Moreover, the letters are smaller in font size than the numbers.

All used numbers are registered. Each administrative region has its own number, common to all cars registered in this region. The total number of sets of license plates that can be produced for each subject of Russia is determined by GOST and is 1 million 726 thousand 272 (= 12?? (10? -1), there cannot be a number of three zeros).

Initially, only numbers from 01 before 89 , according to the number of regions of the Russian Federation as of January 1, 1993. However, the number of registered cars is increasing every year, and there is a shortage of license plates with valid combinations. For this reason, in a number of subjects of Russia, additional code designations have been introduced that can be used on signs; first, the issuance of region codes from the ninth decade began ( 9x) (except code 92), and then moved on to three-digit region codes. Three or more region codes are used by Moscow (codes 77, 99, 97, 177, 199, 197, 777), Moscow Region (50, 90, 150, 190, 750), Krasnoyarsk Territory (24, 84, 88, 124), St. Petersburg (78, 98, 178), Krasnodar Territory (23, 93, 123), Perm Territory (59, 81, 159) and Sverdlovsk Region (66, 96, 196), while Krasnoyarsk and Perm Territory got codes for 8 "inherited" from other constituent entities of the federation included in their composition. 19 entities use two area codes. The first region code starting with 9 began to be issued from July 1998, and the first three-digit code - from February 2005 (in both cases - in Moscow). After the mergers of regions that took place in 2005-2008, the issuance of most of the numbers with region codes from the eighth ten (starting with 8 ) has been discontinued.

Numeric codes used on registration plates, from 01 to 89 initially coincided with the numbers of regions - subjects of the Russian Federation in the order they are listed in Art. 65 p. 1 of the Constitution of Russia as amended at the time of the creation of the standard for state license plates. Full list digital codes is fixed by the Order of the Ministry of Internal Affairs of the Russian Federation of February 19, 1999 No. 121 "On State Registration Plates Vehicle”and, subsequently, by Order of the Ministry of Internal Affairs of the Russian Federation of March 28, 2002 No. 282 (as amended on August 29, 2011) “On state registration plates of vehicles”. In particular, it establishes: “On registration plates of vehicles classified as type 1, it is allowed to use the number 1 in the three-digit region code as the first digit of the code.” Order of the Ministry of Internal Affairs of the Russian Federation of June 26, 2013 N 478 Moscow "On Amending the List of Digital Codes of the Russian Federation Regions Used on State Registration Plates of Vehicles and Other Special Products Necessary for Admission of Vehicles and Their Drivers to participation in road traffic, approved by order of the Ministry of Internal Affairs of Russia dated March 28, 2002 N 282 "new three-digit region codes are being introduced in the Russian Federation. They will start with the number 7.

New car numbers in Ukraine now have more combinations. They consist of eight characters, including two letters on the right and left. These letters represent the series and region code, respectively. Another innovation - license plates of the first, third and fifth types can be purchased for permanent use and deposited with the regional or central Service Center of the Ministry of Internal Affairs (former MREO) for up to five years. They are assigned to the owner, when buying new car, after its registration in Service Center they are passed back to him.

The history of the emergence of new license plates

Car plates of Ukraine of a new type were approved in 2004. They comply with State Standard 4278:2004 "License Plates of Vehicles". In addition, the previous standard DSTU 3650-97 is valid in the country. Some car owners still drive cars that have old Ukrainian numbers machines.

Some drive with Soviet license plates, which took place back in the Soviet Union. They are distinguished either by a white background and black letters and numbers, or, conversely, by a black main field with light symbols.

After the collapse of the USSR, the country became independent. Therefore, a new State Standard was required, which regulates the numbers of cars in Ukraine. The government in 1994 approved DSTU 25/88-94, which was valid until 2004. It differed little from the old regulations, the only innovation was the national yellow-blue flag.

When registering and registering, it is necessary to receive new Ukrainian car numbers that correspond to modern requirements. Old signs are almost never found today; rare motorists have them. Therefore, the discussion below will focus on license plates put into circulation after 1997.

License plate types

In Ukraine, there are ten types of license plates that belong to a certain type of vehicle:

  1. Bus, automobile transport and trailers.
  2. Vehicles from the first category for one-time trips.
  3. Special transport for the transportation of protected persons.
  4. Vehicles belonging to the diplomatic corps, as well as members of their families and service personnel.
  5. Motor vehicles, including strollers.
  6. Transit signs for motorcycles.
  7. Personal numbers made to order.
  8. Heavy equipment for Agriculture and construction, including trailers.
  9. Military transport belonging to law enforcement agencies and the Ministry of Emergency Situations.
  10. Motor transport owned by law enforcement agencies and the Ministry of Emergency Situations.

License plates up to 2004

Until 2004, only Latin letters were applied to the numbers of Ukrainian cars. This was necessary because the country joined the international Convention on Road Traffic. Operated since 1997 state standard, which excluded the Cyrillic alphabet.

The 7-digit numbers of cars by region that were previously in the Soviet Union were replaced by 10-digit numbers with the car number, region code, series and national flag. In contrast to the standard white or black background, the signs belonging to the police had a blue background, the Armed Forces had a black background, and the transit license plates had a red or green background with black characters.

New license plates

In 2004, the old ones were replaced by new car numbers by regions. They comply with the DSTU 4278:2004 standard. It is planned that they will gradually replace the old DSTU 3650-97. In addition to eight-digit symbols, they are distinguished by the image of the national flag and coat of arms, as well as the obligatory presence of the abbreviated name of Ukraine in Latin - UA.

Transit license plates also look different now. Dark black characters stand out against a dark red background. The license plates of the police and the Armed Forces have a blue and black background. For minibuses, a yellow color is specially allocated, black symbols are applied to it. Motor vehicles now have license plates in the shape of a square.

The new Gosstandart legitimized personalized license plates, which vehicle owners make according to their own design. Letters, some symbolism are applied to such signs. Such license plates are issued by the traffic police as a duplicate to the main autonumbers. They can only be in Ukraine, in other states they are invalid.

Another innovation of the new standard is the assignment of license plates to the car owner. This means that when replacing a vehicle, he has the right to attach old signs to new car or motor vehicles.

Until 2000, transit signs were made in the form of a national flag with the Latin letters UA and the inscription "transit". After 2000, these license plates were common, only the color background was blue, not white as before. In 2001, the standard changed. Today transit signs look green. Also, innovations include the emergence of special autonumbers - senior officials, public transport, power structures and special equipment.

However important changes the new Gosstandart did not introduce. The main points remain the same. Car numbers by region are almost no different from the old regulation, which was introduced in 2004.

License plate colors

License plates can be distinguished by the color of the background, which indicates which type of transport the car or motorcycle belongs to:

  1. White - vehicles owned by ordinary car owners.
  2. Blue - law enforcement agencies, which include the police.
  3. Black - Armed Forces, Ministry of Emergency Situations.
  4. Yellow - public transport.
  5. Red - transit license plates.

License plates, which are installed on the vehicles of the diplomatic corps, must have a letter designation - D. Also on such signs there is a code of a country or an international organization. The last three digits indicate the serial number of the car.

License plates of law enforcement agencies

The Ukrainian law enforcement agencies have autonomies at their disposal, which differ significantly from the signs owned by citizens and representatives of the diplomatic corps. They use other letter designations - Latin characters A, B, E, K, H, P, C, T, I, M, O, X. All of them are combined with numbers from 1 to 9.

State special transport uses a combination of G2. It should be noted that the G1 designation previously corresponded to the National Guard, but after the disbandment, this combination remained free.

The SBU and SSSZZIU also have their own numbers at their disposal, on which the symbols C, P, T and the number 6 are applied. SBU employees drive in their cars with signs under the C6 code. The Ministry of Internal Affairs of the country uses the numbers F4 and F5. The first combination is for vehicles and the second for trailers. The Ministry of Emergency Situations of Ukraine has autonomers with the designation Ch1, Ch2 and Ch3.

The border troops of Ukraine use Yu for their license plates, and the final figure indicates the location of the military unit. Designed for the Defense Assistance Society letter combination I1.

In 2007, special car numbers were no longer used by representatives of law enforcement agencies. Some of these designations have passed into use by employees of government departments. Most of the reserved license plates can be seen in Kyiv, because it is here that all government bodies of Ukraine are located.

Personal (individual) car numbers

At the request of the motorist to order individual numbers for a vehicle at the Central or Regional Service Center of the Ministry of Internal Affairs (former MREO) or online on the hsc.gov.ua website. There you can also get detailed information about the procedure for ordering, registration, payment and obtaining individual car numbers.

Changes since 2018

In 2018, the Ministry of Justice of the country introduced a standard for auto numbers for passenger transport. These changes were approved quite recently, they supplemented the current DSTU 4278:2012. Now car signs Kyiv are designated by the letters KA along with the previously approved AA. Numbers from the Crimea will be referred to as KK.

Basically, innovations are based on the fact that the first character in license plates in the regions of Ukraine is replaced by another letter. So, the letter A is replaced by K, B - H, and C - Latin I. Previously, the letter designation I was valid only in Kyiv, Poltava and their regions. Today this letter has appeared in the license plates of Cherkassy, Chernihiv, Sevastopol, Chernivtsi and their regions.

Owners of cars with old numbers do not need to worry. They do not need to change their old signs for new car numbers. Below you can see comparison table license plates of the regions - old and new. It indicates exactly how the license plates have changed, which letter designation is valid today.

In 2004, license plates on all types of Ukrainian cars were changed. Now the numbers will first indicate the region of Ukraine, then a series of numbers and at the end an alphabetic series. So, now license plates in Ukraine look like this:

Decryption of this type rooms:

  • The first two letters are the designation of the region of Ukraine;
  • A series of 4 digits is directly a digital series;
  • The last two letters are a letter series.

On the numbers until 2004, the area was indicated by numbers from 01 to 26, but now they are indicated by Latin numerals. In order to know and distinguish, they just need to be remembered. It is also worth noting the distinctive sign, when the place of the letter designation of the region indicates the value "II". This means a national number.

Below is a transcript of the new and old license plates:

  • For route transport

There are two types of license plate background - white and yellow. White numbers will be installed on all private civilian vehicles, and yellow, as in most countries, on urban route transport.

  • transit numbers

Upon receipt of temporary plates, a different type of signs will be issued for cars. Firstly, the background will be red, and the date of issue will be indicated in a special place on the left side. According to these obvious differences, it will be possible to quickly understand and understand whether it is overdue or not.

Special numbers are also allocated for diplomatic missions, embassies and international organizations. A series of them always begins with the letter "D". Then the country that owns the representative office is indicated - from 001 to 199, or an intergovernmental organization - from 200 to 299, or a consulate - from 300 to 399. Then a series serial number TC consisting of 3 digits.

  • special numbers

On government vehicles, as well as for the state guard, the Verkhovna Rada, etc. special numbers will be installed. The digital series will consist of two or three digits and will range from "00" and "000" to "999". Thus, it will be a limited series, up to 1000 pieces.

All possible types of license plates with decoding are presented below.

For vehicles of the armed forces, a black background is adopted, as in many states.

In Russia, the main part of registration plates of the 1993 model, in accordance with GOST R 50577-93. Differences in format and / or size from the standard ones are: license plates of route vehicles, military vehicles, vehicles of diplomatic missions, vehicles of the Ministry of Internal Affairs, trailers, construction equipment and motorcycles.

Standard rooms consists of 3 letters and 3 numbers. The letters represent the license plate series and the numbers represent the number. An example is the description of the license plate on this page, A 421 UO 74 According to GOST, 12 Cyrillic letters are allowed for use, which have graphic analogues in the Latin alphabet (A, B, E, K, M, N, O, R, C, T , Y, X). On the right side of the license plate, separated by a vertical black line, are located: the flag of the Russian Federation and the inscription "RUS", in the upper code designation of the subject of the Russian Federation where the car was registered.

All license plates used are registered. Each administrative region has its own number, common to all vehicles registered in this district. The total number of sets of registration plates that can be produced for each subject of Russia is determined by GOST and amounts to 1726272 pieces.

Initially, only numbers from 01 to 89 were used as region codes, according to the number of regions of the Russian Federation as of January 1, 1993. However, the number of registered cars is increasing every year, and there are not enough license plates with valid combinations. For this reason, in a number of subjects of Russia, additional code designations are introduced that can be used on signs; first, the issuance of region codes from the ninth ten (9x) (except for code 92) began, and then they switched to three-digit region codes. Three or more region codes are used by Moscow (codes 77, 99, 97, 177, 199, 197, 777), Moscow region ( , 90, , 190), Krasnoyarsk Territory (24, 84, 88, 124), St. Petersburg ( 78, 98, 178), Krasnodar Territory (23, 93, 123), Perm Territory (, 81,) and Sverdlovsk Region (66, 96, 196), while the Krasnodar and Perm Territories received another code "inheritance" from included in their composition of other subjects of the federation, 19 subjects use two area codes. This page contains the number from the subject of the Russian Federation: Chelyabinsk region.

After the introduction of the current GOST, the numbers of the previous samples were not withdrawn, for this reason, cars with Soviet license plates can still be found on the roads of Russia: the 1980 model of the year - from four numbers and three letters on a white background, and even the 1958 model of the year - from two two-digit numbers separated by a hyphen, followed by three letters on a black background. yellow numbers Model 1947 is very rare, often sham on vintage cars. On our site, the main part of the registration plates are the numbers of private vehicles (A 421 UO 74). To post information about the car number, a photo of the vehicle, its Make and Model (
