The program for recycling old cars began at the end of 2010 and was valid until December 31, 2010, but was soon extended until the end of 2011. After its end, the situation on the vehicle market worsened, and therefore it was extended from 09.2014 and is valid to the present day.

According to preliminary forecasts, it will be in effect until the end of 2016. But the duration of the program may be reduced, and it is not known exactly how long it will be valid. It depends on how many vehicles will be scrapped.

The recycling of old cars is funded by the state. Initially, approximately 11 billion rubles were allocated for these purposes. This money was divided into compensation for dealers who provided discounts, for vehicle transportation and for organizational needs. Since the campaign was extended until the end of 2011, another 5 billion rubles were allocated for it.

Not all older vehicles qualify for this program. Cars are accepted for recycling Russian assembly from a special list. 50% of the vehicle fleet falls under this requirement.

Conditions under which a vehicle is accepted for recycling:

  • The owner of a vehicle can only be an individual.
  • The vehicle must be complete.
  • The period of ownership of the car is at least 1 year (previously the minimum period of ownership was 6 months).
  • The vehicle weight is no more than 3.5 tons.
  • The car is registered.
