Stopping and parking of cars is one of the regular conditions of vehicles, in which it is required to comply with certain rules for stopping and parking, specified in clause 12 of the SDA. Violators will be fined for non-compliance with the instructions.

Rules for stopping and parking vehicles

12.1 Stopping is allowed for vehicles on the side of the road on the right side of the road lanes or on the edge of the roadway if the roadside is not provided for. If the situation is suitable for case 12.2, then parking and stopping on the sidewalk is allowed... If there is a roadside, stopping not at this section, but at the edge of the carriageway, will be considered a traffic violation.

Parking on the left side of the road is allowed only when the carriageway is located in a built-up area on a road with a single lane for both directions or when there is one-way traffic on it. In this case, signs 5.23.1 or 5.23.2 must be present, there must be no continuous markings and tram tracks. Allowed only for two-lane roads. On a three-lane road, stopping on the left side is prohibited.

12.2 It is permissible to park the vehicle parallel to the edge of the carriageway in one row, and if the vehicle has two wheels, then it is allowed to use two rows. To determine the method of installing the vehicle in the parking lot, use a special sign 6.4 plus plate 8.6.1 - 8.6.9. Additionally, appropriate markup may be present.

Only bicycles, mopeds, motorcycles, cars can stand on the edge of the sidewalk, the border of which is next to the carriageway. This rule is valid in the presence of sign 6.4 and a plate from the list:

  • 8.4.7;
  • 8.6.2;
  • 8.6.3;
  • 8.6.6 - 8.6.9.

The stop permit does not apply to trucks. The absence of the 6.4 mark automatically removes all permissions specified in this clause.

12.3 For a stopover for the night or rest outside the boundaries of the settlement, special areas are provided, which are located in the zone of operation of signs 6.4 and 7.11.

12.4 In what places is it prohibited to stop:

  • on the territory of railway crossings, on bridges, overpasses, overpasses if there are less than three lanes for traffic in one direction, under the indicated objects;
  • in the area of ​​tram tracks, both on the rails themselves and nearby, if this interferes with the normal operation of the tram;
  • in those places where the free distance between the dividing solid marking line, the opposite edge of the roadway or the dividing strip and the vehicle that has made a stop remains less than three meters;
  • on the bike path;
  • at the intersection of carriageways, as well as closer than 5 meters from the edge of the crossed carriageway, after subtracting the side opposite the side passage of the intersections of three sides, which have a dividing strip or a solid marking line;
  • in the area of ​​the carriageway of the roadway next to dangerous turns, convex fractures of the longitudinal profile of the road, if the visibility on it at least in one direction is less than 100 m;
  • in places where the location of a stopped vehicle will obstruct the driver's view of traffic lights, road signs, or will impede or terminate the access of other vehicles or obstruct the passage of pedestrians;
  • less than 15 m from the stops of fixed-route vehicles or the parking place of a passenger taxi. An exception is the embarkation or disembarkation of passengers, provided that the process does not interfere with other traffic participants.

12.5 Parking is prohibited, where stopping and parking is openly prohibited, within a radius of 50 m from railway crossings, as well as outside settlements on the carriageway marked with sign 2.1. If only parking is prohibited, then stopping for a short time is permitted.

12.6 Forced stopping of vehicles, where stopping of transport is prohibited, the driver must take all measures to ensure that his car is removed from the prohibited zone.

12.7 Do not open doors when it can interfere with other road users.

12.8 You can leave the vehicle after stopping when the driver is convinced that spontaneous vehicle movement or an attempt to use the vehicle in the absence of the driver will not occur.

12.1. Stopping and parking of vehicles is allowed on the right side of the road on the side of the road, and in its absence - on the carriageway at its edge and in the cases established by paragraph 12.2 of the Rules - on the sidewalk.

On roads with one-way traffic, you can park the vehicle on the left and right. But on the left it is allowed to place only in settlements. At the same time, trucks with a permissible maximum weight of more than 3.5 tons are allowed to stop on the left side only for loading and unloading.

On a one-way road that passes outside the built-up area, it is allowed to park the car only on the right side.

12.2. It is allowed to park the vehicle in one row parallel to the edge of the carriageway. Two-wheeled vehicles without a side trailer may be parked in two rows.

The way a vehicle is parked (parking) is determined by sign 6.4 and road marking lines, sign 6.4 with one of the plates 8.6.1 - 8.6.9 and road marking lines or without them.

The combination of sign 6.4 with one of the plates 8.6.4 - 8.6.9, as well as road marking lines, allows the vehicle to be parked at an angle to the edge of the carriageway if the configuration (local widening) of the carriageway allows such an arrangement.

Parking on the edge of the sidewalk bordering the carriageway is allowed only for cars, motorcycles, mopeds and bicycles in the places marked with sign 6.4 with one of the plates 8.4.7, 8.6.2, 8.6.3, 8.6.6 - 8.6.9.

Trucks must not be parked at the edge of the sidewalk, regardless of the permitted maximum weight.

Parking of any vehicles on the sidewalk in places where there is no sign with one of the above plates is prohibited.

12.3. Parking for the purpose of long-term rest, overnight stay and the like outside the settlement is permitted only on designated sites or outside the road.

12.4. Stopping is prohibited:

  • on tram tracks, as well as in the immediate vicinity of them, if this interferes with the movement of trams;
  • at level crossings, in tunnels, as well as on overpasses, bridges, overpasses (if there are less than three lanes for movement in this direction) and under them;
  • in places where the distance between the solid marking line (except for the edge of the carriageway), the dividing strip or the opposite edge of the carriageway and the stopped vehicle is less than 3 m;

  • at pedestrian crossings and closer than 5 m in front of them;

  • on the carriageway near dangerous turns and convex fractures of the longitudinal profile of the road when the visibility of the road is less than 100 m in at least one direction;
  • at the intersection of carriageways and closer than 5 m from the edge of the crossed carriageway, with the exception of the side opposite the side passage of three-way intersections (intersections) that have a solid marking line or a dividing strip;
  • closer than 15 meters from the places of stopping of route vehicles or parking of passenger taxis, indicated by markings, and in its absence - from the indicator of the place of stopping of route vehicles or parking of light taxis (except for a stop for boarding or disembarking passengers, if this does not interfere with the movement of route vehicles vehicles or vehicles used as a passenger taxi);

Stopping is the deliberate cessation of movement, i.e. the driver intended (wanted) to stop. In all places listed in clause 12.4 of the SDA, it is precisely the deliberate stopping of traffic that is prohibited.

If the stop in the indicated places is forced, then the driver must turn on the hazard warning lights and put up an emergency stop sign. After these actions, he must remove the vehicle from the place where stopping is prohibited as soon as possible.

The driver is obliged to follow the same procedure if the forced stop happened in the zone of action of the sign “Stop prohibited” and (or) in the place where the solid yellow line prohibiting stopping passes.

12.5. Parking is prohibited:

  • in places where stopping is prohibited;
  • outside settlements on the carriageway of roads marked with sign 2.1;
  • closer than 50 m from railway crossings.

Parking is prohibited in all of the listed places in clause 12.4 of the SDA.

Outside settlements, parking is permitted on the side of the road, i.e. not prohibited.

At railway crossings, the prohibition zone applies to both sides of the railway crossing.

12.6. In case of a forced stop in places where stopping is prohibited, the driver must take all possible measures to remove the vehicle from these places.

In case of a forced stop in a place where stopping is prohibited, the driver must turn on the hazard warning lights and put up an emergency stop sign. But the first thing he must do is to take all measures to remove the vehicle from a potentially dangerous place.

12.7. It is forbidden to open the doors of the vehicle if it will interfere with other road users.

12.8. The driver can leave his seat or leave the vehicle if he has taken the necessary measures to exclude the spontaneous movement of the vehicle or use it in the absence of the driver.

It is forbidden to leave a child under the age of 7 years in the vehicle during its parking in the absence of an adult.

In order for the car not to roll spontaneously, the parking brake (handbrake) and preferably first or reverse gear must be engaged. Where there is a curb, you can unscrew the wheels and rest them against it.

The ban on leaving a child under 7 years old in the car was introduced by the Decree of the Government of the Russian Federation N 761, and is valid (introduced in the SDA).

"Stop is prohibited" - looks like a blue circle with a red outline, and the same color with two diagonal lines crossed out. This road restriction is very strict.

"No parking" - a blue circle with a red outline, and the same color with a single crossed out diagonal line from right to left. Compared to the previous sign, this one is much simpler. Its limitations are easy to remember.

Stop and parking signs remain in effect until the first designated intersection. This is the intersection of roads on which the technical elements of the organization of the movement of the priority group are installed.

So clause 17.2 of the SDA clearly says:

  • "In the residential area, through traffic, training driving, parking with a running engine, as well as parking of trucks with a permissible maximum weight of more than 3.5 tons outside of specially designated and marked with signs and (or) markings are prohibited."

That is, the main and most frequent violation on this point is truck parking and parking with a running engine. The Code of Administrative Offenses of the Russian Federation has established additional parking bans, which also apply to courtyards. Usually the passages here are narrow, and therefore those who parked manage to interfere not only with the passage of other cars, but also ordinary pedestrians and mothers with strollers, let alone technical services. However, part 8 of Art. 20 .4 of the Administrative Code establishes a verticality for violation of fire safety rules. The Code of Administrative Offenses of the Russian Federation also does not define the courtyard territory, but establishes responsibility for violation of traffic rules in a residential area in Art. 12.28 Administrative Code of the Russian Federation
