Parking rules after a stop. Where are stopping and parking prohibited? Why are the current rules invented?

Finding a parking space in the city is very difficult. Often, a driver, even one who is familiar with traffic rules, violates the parking rules due to the fact that he could not find a free space where it is allowed to park vehicles.

What is the punishment for such situations? And where in urban conditions, according to the rules of the road, can a private car be parked?

Places where parking is allowed

In the traffic rules in paragraph 12, all cases concerning parking rules are explained.

According to legal regulations, vehicles can be left for five minutes or longer:

  • at a distance of 5 meters and further from the pedestrian crossing;
  • at a distance of 15 meters and further from a public transport stop;
  • 50 meters from the railway crossings.

The same paragraph lists the road signs that determine the territory where you can park your private car. In particular, it is allowed to leave the car on the carriageway so that its side part is parallel to the general traffic flow.

These signs are often supplemented by various designations that determine:

  • how the car can be parked (parallel, perpendicular);
  • stopping place (sidewalk, roadway) and more.

In cases where there are no additional signs in the permitted place (special markings, etc.), then you can park the car as follows:

  • parallel to the sidewalk line at the edge of the carriageway;
  • near the curb located on the right side of the road (if the highway is one-way, then it is allowed to leave it on the left);
  • drove onto the sidewalk.

These rules apply to cases of short-term stoppages. It is prohibited to leave the car on the side of the road overnight. By the way, it was toughened up.

Prohibitions

In the same paragraph of the SDA, a fairly large list of places is listed where you cannot leave the car unless absolutely necessary:

  1. Railway crossings, bridge structures and so on.

At railway crossings, stopping is always prohibited.

It is allowed to temporarily park on the bridge and overpass, as well as in the tunnel, provided that these sections of the motorway provide for more than three lanes in one direction.

  1. Markup.

According to the traffic rules, it is forbidden to leave the car closer than three meters to the dividing line and the opposite part of the motorway. The essence of this point boils down to the following: between the parked car and the other side of the road, there must be so much free space that there is enough space for the passage of vehicles.

  1. Pedestrian crossings.

You must not leave the car in front of the "zebra" (the distance should be more than five meters) and directly on it. It is allowed to park vehicles behind the crossing.

This rule was introduced so that pedestrians stepping on the carriageway immediately fall into the field of view of other motorists.

  1. Tram rails.

Parking is prohibited both directly on the tracks and next to them, provided that the car creates obstacles for the free movement of the tram.

There is one nuance that is not provided for by this paragraph of the rules: is parking allowed on abandoned tracks? Most likely, the right choice will not tempt fate or leave transport here.

  1. Places with limited visibility.

According to the rules, you cannot leave the car in places with limited visibility:

  • at sharp turns;
  • before lifting the road.

Transport must remain visible within 100 meters or more.

  1. Crossroads.

Stopping is permitted at a distance exceeding five meters from the intersection (intersection of carriageways).

  1. Road signs.

It is forbidden to leave vehicles in places where they cover road signs and traffic lights. Also, you must not park your car if it interferes with the normal passage of other cars, including the entrance to the local area, and the movement of pedestrians on the sidewalk.

  1. Cycle paths.

According to the rules of the DD, it is forbidden to leave vehicles in places specially designated for the movement of cyclists.

Bus stops

The bus stop sign is installed in places where a public transport stop is provided:

  • buses;
  • trolleybuses;
  • route taxis.

According to the traffic rules, this territory is additionally limited by a special yellow broken line.

Drivers of other cars are prohibited from stopping city vehicles near the point:

  • make turns;
  • move backward;
  • park.

The last point provides for an exception: the driver has the right to make a short stop to pick up / drop off passengers, provided that he does not interfere with public transport.

Parking in adjoining territories

Parking rules in courtyards or in adjoining territories are similar to those described above.

That is, you cannot leave the car in the immediate vicinity of the building: the distance between them must be more than 10 meters.

Also prohibited:

  • park your car on lawns and playgrounds;
  • to enter the adjoining territory by means of transport, the mass of which exceeds 3.5 tons.

In addition, when organizing a parking space, you must be guided by the following standards:

  • if the parking lot holds up to 50 cars inclusive, then it remains free:
  • if the parking space is designed for more than 50 cars, it must be surrounded by a fence.

Another important nuance that many drivers forget about:

  • in adjoining territories, pedestrians have the right of preferential movement.

Penalties

For violation of traffic rules in accordance with the current Code of Administrative Offenses, the following sanctions are provided:

  1. 1.5 thousand rubles (only for Moscow and St. Petersburg) for non-compliance with the requirements of the established signs or applied markings. Also, in such situations, it is provided for the removal of vehicles to the impound.
  2. Stopping in places designated for parking cars of persons with disabilities is punishable by a fine of 3-5 thousand rubles.
  3. 1 thousand rubles for parking directly on the railway track. Also, for this offense, a driver's license can be withdrawn for no more than 6 months.
  4. Failure to comply with the parking rules - 500 rubles. In Moscow and St. Petersburg, the fine for such an offense is 2.5 thousand rubles.

If the car was left directly at a pedestrian crossing or next to a public transport stop, then its driver will have to pay up to 1-1.5 thousand rubles. In the capital, the fine for this offense is 3,000 rubles.

Vehicles often make a stop - forcedly or in the event of a breakdown. There are areas where parking or stopping is unacceptable.

Failure to comply with these rules provides for liability in the form of a penalty. What are these places, and what is the amount of the penalty?

Important points

Stopping cars in the wrong areas is a frequent violation of drivers. For this they face punishment in the form of a fine.

In order not to get into an unpleasant situation and not receive a fine, you must carefully read the requirements for stopping and parking vehicles.

The vehicle owner is obliged to remember the main principle - parking and stopping are permissible on the right side of the track - on the edge.

Due to various circumstances, the driver has the right to stop and stand only on such a site (if there is no prohibition and other requirements of the traffic police).

If the settlement does not have a roadside, then it is permissible to stop or park at the edge of the roadway.

There are times when it is permissible to brake and stand on the left side of the track. This:

If it is a truck, then it is allowed to stop under such conditions only for loading or unloading cargo.

The purpose of such requirements is to ensure maximum safety of both standing vehicles and those moving around.

It is better not to occupy the side of the road outside the boundaries of the settlement - it can become a section that will make it possible to dodge an accident involving several vehicles.

It is permissible to park vehicles only in a single lane and only parallel to the roadway. Privileges - for vehicles with two wheels.

Only passenger cars or mopeds and bicycles are allowed to park at the angle of the carriageway or on the sidewalk. This is unacceptable for other vehicles.

There are situations in which the vehicle is stationary, but this is not considered a stop or a parking. These are the cases:

  • turning on the prohibiting signal of a traffic light or traffic controller;
  • in front of a pedestrian path, an intersection, a stop, if it means the passage of people or vehicles;
  • traffic jams.

There is no penalty in such cases.

Basic concepts

Stop Planned interruption of the movement of vehicles for a period of up to 5 minutes or more - for disembarking or boarding people, loading cargo
Parking Suspension of driving, not related to disembarkation of people or loading of cargo
Parking A specially designated and equipped section, which is considered part of the track, and adjacent to the sidewalk, shoulder
Traffic Laws A set of rules that regulate the obligations of private road users (drivers, pedestrians) and contain requirements for safe movement on the highway

Validity of the Road Traffic Regulations

Stopping is a deliberate stopping of the movement of a vehicle for a period of up to 5 minutes, as well as for more, if it is necessary for boarding or disembarking passengers, or loading or unloading a vehicle.

Parking is a deliberate stopping of the movement of a vehicle for more than 5 minutes. for reasons not related to the embarkation or disembarkation of passengers, or the loading or unloading of a vehicle.

To ensure safe traffic and high traffic capacity, proper adherence to stopping and parking regimes is essential.

It is allowed to park vehicles in one row parallel to the carriageway. Two-wheeled vehicles (motorcycles without a side trailer, mopeds, bicycles) can be parked in two rows due to their small dimensions.

As an exception, parking at an angle to the edge of the carriageway is permitted in several cases:

1. The road has a local widening of the carriageway.

2. There are special areas on the roads, marked with sign 5.15 (parking place). At such sites, markings may be used to show the boundaries of the parking lot.

3. Sign 5.15 is installed on the road together with sign 7.6.1.-7.6.9. (Way of parking the vehicle.)

Stopping or parking on the sidewalk (partial or full) is allowed only for cars and motorcycles parallel to the carriageway in one row (motorcycles without a side trailer in two rows).

Rules for stopping and parking outside the village.
1.Only on the side of the road (high permitted speed, few lanes.)
2.Only on the right side in the direction of movement of vehicles. (On the left side of the road, standing cars will pose a great danger, especially in the dark or in conditions of insufficient visibility. The front parking lights are white, the rear ones are red, misinform the drivers of oncoming vehicles. park on specially designated sites or outside the road, since, especially at night, a car on the side of the road poses a danger to the movement of other vehicles.

On motorways, stopping and parking is allowed outside the road, only at special areas marked with signs 5.15 or 6.11 (resting place). This is an exception due to the high permitted speed, which excludes vehicle detours and provides greater visibility for drivers.

Stopping and parking rules in the village

As an exception, stopping and parking in a settlement is also permitted on the left side of the road in two cases:
1. On roads with two-way traffic, with one lane in each direction, in the absence of tram tracks in the middle. (Excluding U-turns, which in such sections can lead to the creation of emergency situations).
2. On one-way roads. (Lack of oncoming cars).

A driver who has stopped or parked must remember that his car should not interfere with the movement of other vehicles and block the visibility of the traffic situation.

Stopping and parking is prohibited:
1. On tram lines and in the immediate vicinity. The tram has limited maneuverability, which will prevent it from further movement.
2. At level crossings. Stopping is fraught with danger.
3. In tunnels, on overpasses, bridges, overpasses and under them (if traffic in one direction has less than 3 lanes). On such sections, the carriageway is narrow, sidewalks and roadsides may be absent. There is insufficient visibility in the tunnels. All of this can lead to congestion or an emergency.

4. In places where the distance between the solid marking line and the stopped vehicle is less than 3 meters. A solid marking line is drawn on sections of the road where it is dangerous to enter the oncoming lane. In this case, the driver traveling in the same direction is forced to break the rules by crossing the solid marking line.

5. At pedestrian crossings and closer than 5 meters in front of them. A pedestrian crossing is primarily intended for pedestrian traffic and must be clearly visible by the driver in order to avoid hitting a pedestrian.

6. On the carriageway near dangerous turns and convex fractures of the longitudinal profile of the road (ups and downs) when the visibility of the road is less than 100 meters in at least one direction.

7. At the intersection of carriageways and closer than 5 m from them, with the exception of the side opposite to the side passage of three-way intersections / intersections that have a solid marking line or a dividing strip. Stopping at an intersection can disorganize uninterrupted traffic on it. In this case, congestion is inevitable. A vehicle that stops closer than 5 meters to the intersection will close traffic lights and road signs, and will close the visibility of the intersection.

As an exception, stopping is allowed in front of the side passage of three-way intersections with a continuous marking strip or a dividing strip. In this case, turning to the left is prohibited and the stopped vehicle does not interfere with the movement of other vehicles.

8. Closer than 15 m from the stops of route vehicles or taxis, and in their absence - from the stop indicator, if this interferes with their movement (except for stopping for picking up and disembarking passengers, if this does not interfere with the movement of route vehicles). A stop closer than 15 m will interfere with minibuses, trolleybuses, as well as taxis arriving or departing from the designated route stops.
9.In places where the vehicle will block traffic signals, road signs from other drivers, or make it impossible for other vehicles to move (enter or exit) or interfere with the movement of pedestrians.

No parking:
Closer 50 m from railway crossings and outside settlements on the carriageway of roads marked with sign 2.1 "main road".

A vehicle standing close to level crossings forces other drivers to drive into the oncoming lane to detour. This can lead to congestion and accidents.

By opening the car door during a stop, the driver must make sure that this action is safe. An open door should not interfere with the movement of other vehicles and pedestrians.

The driver can leave his seat or leave the vehicle if he has taken the necessary measures to exclude the spontaneous movement of the vehicle or its use in the absence of the driver. To do this, use the parking brake, turn on the gear, unscrew the front wheels and rest them on the curb, place anti-roll shoes or other objects under the wheels. Leaving the car unattended, it is necessary to raise the windows, close all doors with a key, turn on the anti-theft device or burglar alarm.

To regulate traffic and ensure the maximum level of safety for all road users, both drivers and pedestrians, a system of road signs has been developed."Stopping prohibited" signwhich will be discussed in more detail in the current material.

What will become clear after reading: what the sign looks like, the area of the restriction, as well as the fines acting on its basis.

What does it look like Stop prohibited sign

In order to comply with the traffic rules and not create emergency situations, you should focus on the regulatory signs. Every driver must understand that all the restrictions on the road are set in this place for a reason and are designed to ensure safety. The same applies to the stop prohibition sign, if the action is prohibited, it means that a car that has violated the prohibition can become an obstacle to movement or maneuver, and therefore hypothetically creates an emergency situation.

What does the regulator look like?Description of the sign "Stop prohibited"looks something like this: the sign is a circle with a blue background, the edges of which have a red frame, and it itself is crossed out by intersecting red lines crosswise. It is worth noting that the parking prohibition sign has a similar look. Except that the striking out diagonal line is one, and not two intersecting, as in the first case.

What is the difference between parking and stopping. Parking means stopping a car for a period of more than 5 minutes, while a stop, according to the rules, lasts less than 5 minutes. Thus, in a place where parking is prohibited, the driver can slow down for 5 minutes, usually this time is enough to, for example, drop a passenger. In a stop-stop zone, even such an action would be a violation.

Stop prohibited sign. Coverage area

The restricted zone has its own boundaries. The driver must understand exactly where he cannot stop, and where he can already.Zone of validity of signs stopping and parking is prohibiteddepends on accompanying signs that complement the main delimiter.

The first thing the driver should remember is that the stopping restriction applies only to the side of the carriageway on which the sign is located. This means that on the other side of the road, the driver may well make a stop, if there are no restrictions there.

How long does the area of action of a prohibiting sign that has met on the way and has no additions extend? There are several options.

  • To the nearest intersection or traffic light. At the same time, the rupture of the dividing part of the road is not an indicator for the completion of the restrictive zone, since it is not an intersection.
  • Until a sign that removes all previous restrictions.
  • Until the end of the settlement, if there are no intersections or other signs that remove restrictions along the route.
  • If after Stop prohibited signthere is a yellow marking along the edge of the road, it denotes the area of effect of the restriction and you cannot stop until it ends.

Moreover, zone of action of the sign "Stop is prohibited"define the accompanying signs. There may be several such signs.

  • If the sign is accompanied by a sign with an arrow forward (up), this means the start of the restriction and the driver can stop before the sign, but will no longer be able to stop after it.
  • If the forward (up) arrow sign is supplemented with a distance, for example, 100 m, this means that stopping the next 100 meters is impossible. And for example, after 150 meters it is already quite acceptable.
  • If the prohibition sign is accompanied by an arrow in both directions, it means that the driver is within its range. That is, stopping is prohibited both before and after the sign, and somewhere earlier there was a corresponding limiter, notifying of the beginning of the prohibited zone.
  • If the sign is supplemented with an arrow back (down), then this means the end of the prohibition. The driver can stop after the sign, but has no right to stop in front of him.

In addition, the sign can be supplemented with plates with different types of transport (plates 8.4.1-8.4.8), which means that the stopping prohibition applies to this particular type of transport. If the sign is accompanied by sign 8.18 (crossed out wheelchair), then the ban on this category of drivers does not apply.

Exceptions to the rule

Who and under what circumstances can stop in the coverage areaStop prohibited sign... As you know, there are exceptions for each rule, this case only confirms this. There are a number of situations in which a stop in the zone of the sign will not be counted as a traffic violation.

  1. Emergency stop due to deterioration of the driver's health or vehicle breakdown. In this case, it is necessary to turn on the alarm and install a pointer on the roadway.
  2. Route transport has the right to make a stop at the place provided for this, despite the fact that there is a restriction on this interval.
  3. Stop prohibited signhas no effect if the vehicle is braked by a traffic police officer. In this case, the driver is obliged to stop at any place, regardless of traffic restrictions.

These are all situations that are not covered by the regulatory sign. In other cases, the driver is obliged to follow the rules and make stops only in an admissible place.

Every driver should know, seemingly undeniable. But very often we see how these rules are violated. Of course, if we are talking about avoiding traffic jams in the oncoming lane, then malicious intent does not raise questions. But much more often drivers break the law either through inattention, or because they forgot about the necessary points from the book. Parking and stopping in this sense is the biggest risk group, because the overwhelming majority of violations committed by drivers in the city relate to this aspect of road traffic. An improperly parked vehicle is not only a headache for the owner. If stopping and parking is prohibited in a particular place, it means that a car left here will interfere with other road users. This threatens the owner not only with a fine, but with much more serious consequences. For example, an accident, if another driver does not react to his car. Moreover, the insurance company will not be on the side of the victim, because they violated the traffic rules. That is why it is important to know and, more importantly, follow the rules for parking and stopping vehicles.

How to do it right

Both are cessation of movement. Difference in duration: up to 5 minutes - more than this time interval - already parking. You need to stop on the right side of the road. If there is a roadside suitable for parking, then by not driving into it, you are breaking the rules. When there is no roadside, the traffic rules instruct you to use the carriageway or, if this is shown by a sign, the sidewalk. Moreover, under the carriageway is meant, of course, its edge, and not “to leave the car in the middle of the road”, this, of course, is a gross violation. If the road is one-way and there are no tram rails on it, or, for example, the road is single-lane (say, in a village outside the city this happens quite often), then a passenger car can be parked on the left side. We remembered the tram tracks for a reason. If you park on the left hand side, block the way for passengers to pick up and drop off. Note that in this case it is prohibited to stop and park vehicles. And also note that parking on the left side of the road in the direction of travel is allowed for cars, and even then not always. For trucks weighing more than three and a half tons, even if all the above conditions are met, only unloading and loading is allowed on the left side. Be careful, this is a critical moment! In addition, stopping on the left side in the direction of travel on a single-lane road is allowed only in a populated area. Outside it, parking and stopping should only be on the right side.

As we have already said, traffic rules involve stopping and parking on the side of the road, if any. And we casually mentioned that in some cases, you can use the sidewalk for this. The corresponding sign with a plate can unambiguously indicate this. The sign on a blue background depicts, and under the sign schematically depicts a parking method. Based on this pictogram, you can draw a conclusion on how to properly stop or leave your vehicle in the parking lot. This plate depicts a passenger car. Two-wheeled vehicle owners can park in 2 rows. Therefore, when you see cars parked in the second row, you should know that their owners consider themselves motorcyclists. Stopping and parking in such a parking zone is made according to the marking lines, if there is no scheme under the sign. Perhaps there will be a so-called widening of the carriageway, popularly known as a "pocket". If it is, and you are not staying in it, then you have violated the traffic rules and the inspector may well summon you to an unpleasant conversation.

How wrong

On the carriageway of the roadway, sections and places where the rules prohibit stopping and parking of vehicles are marked in a special way or are explicitly listed. It is generally forbidden to stop on tram rails or close to them, so as not to interfere with the tram, at railway crossings, in tunnels and on overpasses, as well as on the side of the road, if the distance between the edge of your direction of the road and the side of the car is less than three meters. Interfering with a tram or blocking railway tracks - this does not require explanation, as it seems to us. And the clearance of less than 3 meters for the passage of other cars also contradicts common sense and a sense of ownership. Also, you cannot park at pedestrian crossings and are closer than 5 meters to them in both directions. The rules also prohibit parking your vehicle at an intersection and 5 meters from it. And of course, let's not forget about the 30-meter rule: 15 meters from the stop in both directions, traffic rules are prohibited from standing for any vehicle. Also, the rules exclude exits from courtyards and a lane for cyclists from permitted places.

As for parking, it is prohibited where stopping is also prohibited, which is logical. In addition, it is also prohibited to leave a car outside settlements on the carriageway of the roadway marked with a corresponding sign, as well as less than 50 meters from the railway crossing. Please note that the no parking sign does not prohibit stopping! You, no doubt, have seen such signs: 1 or 2 red diagonal stripes on a blue background. If there is one, then parking is prohibited, if two are criss-cross, then, accordingly, a stop. So, if you had to stop for less than 5 minutes in the area of \ u200b \ u200bthe sign that prohibits parking, then the traffic rules are on your side.

Force Majeure

If you had to make a forced stop, for example, due to a malfunction of the car, then you must take some action. They will be aimed primarily at warning other drivers and ensuring their safety in the event that you cannot move your vehicle to an authorized parking space. It is necessary to turn on the "emergency gang", which should be in every car, and the car itself must be secured against spontaneous rolling away, that is, put on the handbrake or support the wheels if it is faulty. After you complete these steps, you can walk away from the vehicle, say, for parts or for help. In general, the rules say that you must remove your vehicle from the roadway as soon as possible so as not to interfere with traffic with your presence.

Finally

Parking and stopping rules are not complicated, there are not so many of them, but they are not followed very often. Everywhere you can see gross and not so violations, motivated by the fact that, they say, my car does not bother anyone. It is possible that right now this is so, but the situation on the road may change during the parking period. After all, in no place is it forbidden to stop for no reason. To avoid unpleasant communication with the traffic police inspector, observe traffic rules and be careful and attentive.
