Stopping a vehicle is a maneuver that will take no more than five minutes in order to load and unload any items and (or) disembark and disembark passengers.

Parking or parking is a longer-term maneuver, over five minutes, and is intended for purposes other than stopping purposes.

In order for any chauffeur to understand whether it is allowed to stop or park his car in this particular place, you need to do two things:

If you plan to park your car outside the parking sign, you can do so on the side of the right side of the road. Road signs "Stopping prohibited" and "Parking prohibited"

The very first acquaintance with road signs for each driver begins at a driving school. And the largest amount of time is devoted to prohibiting signs. This is partly due to human psychology: he needs to know exactly what is forbidden, so that as few variations as possible arise on the theme: what is not forbidden is allowed!

It should be noted that there are only 4 signs that prohibit parking and stopping, according to traffic rules:

  • 27, prohibiting stopping and parking (parking) of cars;
  • 28, which prohibits only parking (parking) of cars;
  • 29, prohibiting parking (parking) of cars on odd days of the month;
  • 30, prohibiting parking (parking) of cars on even days of the month;

Appearance of signs

The appearance of all prohibition signs is united by a round shape with a red rim. However, for signs prohibiting stopping and parking, not a white background is used, as for everyone else, but a bright blue (to attract attention).

The “STOP IS FORBIDDEN” sign is indicated by two crossed red stripes on a blue background. This appearance was designed to associate a prohibition that a person can show with his hands by crossing them and holding them in front of him. From a psychological point of view, this gesture means a prohibition, categorization, danger.

The NO PARKING sign is a circle with one red stripe on a blue background. This presentation of information warns of a part of the prohibition. It prohibits only a long parking maneuver. This sign is not as categorical as the previous one.

The sign "PARKING FORBIDDEN ON ODD NUMBERS OF THE MONTH" looks like the sign "PARKING FORBIDDEN", ​​supplemented by the Roman numeral "I", which means odd days of the month.

The sign "PARKING IS FORBIDDEN BY EVEN NUMBERS OF THE MONTH" is made in the same way, but supplemented by the Roman two "II", which means even days of any month.

Rules for the use of signs

Sign 3.27 "STOPPING FORBIDDEN" does not allow all vehicles, except for route vehicles, to stop on this section of the road, even for such a short time interval as 5 minutes. Accordingly, if you cannot stop, then you cannot park the car for a longer time. Therefore, this sign prohibits stopping and parking. This sign is valid only on the side of the road where it is installed. It can be duplicated by a yellow solid line of the marking.

Sign 3.28 "PARKING FORBIDDEN" prohibits vehicles from parking (parking), but at the same time does not prohibit a short stop of the vehicle for the purpose of unloading, loading, disembarking and disembarking passengers (up to 5 minutes). This sign is valid only on the side of the road where it is installed. It can be duplicated by a yellow dashed line marking applied to the curb or the edge of the carriageway. As an exception, postal machines, cars driven by disabled people (1-2 gr.) Sign 3.29 “PARKING FORBIDDEN ON ODD NUMBERS OF THE MONTH” and sign 3.30 “PARKING FORBIDDEN ON ODD NUMBERS OF THE MONTH” indicate that parking is prohibited on odd and even days of the month, respectively. However, it does not prohibit making short stops, no more than five minutes. These signs are valid only on the side of the road where they are installed. Exceptions when parking within the range of these signs can be cars of the Russian Post, (1-2 gr.), Which can operate them independently or intended for their transportation, including disabled children, as well as taxi cars with a taximeter turned on.

If these two signs are installed at the same time, it means that on both sides of the road it is possible to stop (park) all vehicles from 19-00 to 21-00. And from 21-00 the sign of another day (even or odd) begins to operate.

Signs with additional plates

All four road signs that regulate the fulfillment of parking and stopping requirements can be installed in conjunction with signs 8.2.3 and 8.2.4. If you see sign 8.2.4 together with one of the prohibition signs regulating stopping and parking, be aware that you and your vehicle are within its coverage area. And plate 8.2.3 says that the end of the prohibition zone has come.

In addition, the signs "NO STOPPING" and "STOPPING FORBIDDEN" can stand on certain sections of the road together with signs 8.4.1 - 8.4.8, which indicate the type of transport that falls under the influence of these signs.

The black and white drawings clearly show that we are talking about a specific type of vehicle:

  • 4.1: trucks with or without a trailer, weighing more than 3.5 tons;
  • 4.2: trucks and tractors with trailers and semi-trailers, and all vehicles involved in the towing process;
  • 4.3: all vehicles of category "B", that is, cars and trucks weighing up to 3.5 tons;
  • 4.4: route vehicles only;

  • 4.7: all types of bicycles, including hybrid ones;
  • 4.8: all vehicles with informative signs "Dangerous goods".

Sign 3.27 "NO STOPPING", the only one of the four above signs, can be installed with sign 8.18 (it is called "Except for the disabled"), which says that cars for disabled people can stop (park) in the area of ​​the sign. We are talking about vehicles that can be driven by a disabled person himself, or intended for the transport of persons with disabilities, including minors.


Area of ​​validity of signs

In the rules of traffic rules there is such a concept as the zone of action of signs. Unless otherwise specified, prohibitory signs 3.27-3.30 extend to the nearest intersection in the direction of travel.

  • signs that inform about the beginning of settlements (5.23.1, 5.23.2, 5.25);
  • signs that inform about the end of settlements (5.24.1, 5.24.2, 5.26);

The difference between parking and stopping a car

The difference between parking and stopping lies in two essential points:

  1. During the maneuver:
  • if you are going to stop the car for a short time up to 5 minutes, then this is a stop;
  • any actions for a time exceeding 5 minutes will be considered parking (parking).
  1. For the purpose of the maneuver:
  • if the purpose of stopping your vehicle is unloading-loading of any things, objects, objects and (or) getting into the car or disembarking passengers from it, then this is a stop;
  • if your actions after stopping the car engine differ from loading-unloading, disembarking-landing, then this is a parking lot (parking).

For a clear definition of the concept of "Stop", both points must coincide, both the goal and the time. Everything else is treated as a parking lot. That is, if you stopped for up to 5 minutes, but sit in the car (do not load things and you do not have passengers entering (leaving) the car or out of it), then you are in the parking lot. If you are engaged in unloading and loading operations or picking up and disembarking people for more than 5 minutes, this is also a parking lot.

Where is parking prohibited according to traffic rules?

Parking is strictly prohibited in places that are specially designed for vehicles of persons who have received the status of a disabled person for health reasons (groups 1-2, disabled minors), both for independent movement and for their transportation (transportation).

And the rest of the prohibitions on parking cars apply equally to parking and stopping. Since PARKING (PARKING) IS FORBIDDEN WHERE STOPPING IS FORBIDDEN. Indeed, if it is forbidden to stop even for a very short period (5 minutes), then all the more it is impossible to stop the car for a longer time.

Namely:

  • you must not leave the car in the lane that is intended for cyclists;
  • it is forbidden to stop and park the car on the pedestrian zebra crossing and closer than 5 m on both sides of it;
  • it is prohibited to park on tram lines and in the vicinity of them (this may interfere with their following);
  • at railway crossings and closer than 50 m from them;
  • on bridges, overpasses, tunnels, overpasses that have less than 3 lanes in one direction and under them;
  • at official stops of public and route transport, taxi stands marked with special signs and closer than 15 meters on both sides of them;
  • you must not park your car at intersections (except for T-shaped intersections) and 5 meters from the edge of the intersected roadway;
  • the car must not be parked in such a way that the visibility of traffic lights, road signs is blocked, thereby interfering with the passage (arrival, departure) of other vehicles and the passage of pedestrians;
  • you must not park in places where a standing car will not be visible on the road from a distance of less than 100 meters (sharp turns of the road, specific features of the landscape);
  • if a stationary car is parked in such a way that there is less than 3 m between it and the continuous (dividing) lane, then you must not stop.

Where is it prohibited to stop according to traffic rules?

The main points of prohibitions on stopping are described in the previous paragraph, according to the rule: "If stopping is prohibited, then parking is also prohibited."

Road markings prohibiting parking or stopping

Sign 3.27 can be duplicated by road markings: a solid yellow line drawn on the edge of the carriageway.

Sign 3.28 can be duplicated by road markings: a dashed yellow line drawn on the curb or edge of the carriageway.

Driver's responsibility for violation of parking and stopping rules

Violations of the parking and stopping rules, in accordance with the requirements of signs 3.27-3.30, are punishable by a fine of 500 rubles.

However, in addition to this, there are other penalties for the following violations of parking (parking) rules, namely:

12.2. It is allowed to park the vehicle in one row parallel to the edge of the carriageway. Two-wheeled vehicles without a side trailer may be parked in two rows.

The way the vehicle is parked (parking) is determined by sign 6.4 and road marking lines, sign 6.4 with one of the plates 8.6.1 - 8.6.9 and road marking lines or without them.

The combination of sign 6.4 with one of the plates 8.6.4 - 8.6.9, as well as road marking lines, allows the vehicle to be parked at an angle to the edge of the carriageway if the configuration (local widening) of the carriageway allows such an arrangement.

Parking on the edge of the sidewalk bordering the carriageway is allowed only for cars, motorcycles, mopeds and bicycles in the places marked with sign 6.4 with one of the plates 8.4.7, 8.6.2, 8.6.3, 8.6.6 - 8.6.9.

Trucks must not be parked at the edge of the sidewalk, regardless of the permitted maximum weight.

Parking of any vehicles on the sidewalk in places where there is no sign with one of the above plates is prohibited.

12.3. Parking for the purpose of long-term rest, overnight stay and the like outside the settlement is permitted only on designated sites or outside the road.

For recreation outside the village, special areas are organized. They are indicated by signs or .

12.4. Stopping is prohibited:

  • on tram tracks, as well as in the immediate vicinity of them, if this interferes with the movement of trams;
  • at level crossings, in tunnels, as well as on overpasses, bridges, overpasses (if there are less than three lanes for movement in this direction) and under them;
  • in places where the distance between the solid marking line (except for the edge of the carriageway), the dividing strip or the opposite edge of the carriageway and the stopped vehicle is less than 3 m;

  • at pedestrian crossings and closer than 5 m in front of them;

  • on the carriageway near dangerous turns and convex fractures of the longitudinal profile of the road when the visibility of the road is less than 100 m in at least one direction;
  • at the intersection of carriageways and closer than 5 m from the edge of the crossed carriageway, with the exception of the side opposite the side passage of three-way intersections (intersections) that have a solid marking line or a dividing strip;
  • closer than 15 meters from the places of stopping of route vehicles or parking of passenger taxis, indicated by the markings, and in its absence - from the indicator of the place of stopping of route vehicles or parking of light taxis (except for a stop for picking up or disembarking passengers, if this does not interfere with the movement of route vehicles vehicles or vehicles used as a passenger taxi);
  • in places where a vehicle will block traffic lights, road signs from other drivers, or make it impossible for other vehicles to move (enter or exit) (including on cycle or cycle paths, as well as closer than 5 m from the intersection of a cycle or cycle path with carriageway), or interfere with the movement of pedestrians (including at the junction of the carriageway and sidewalk at the same level, intended for the movement of people with limited mobility);
  • on the lane for cyclists.

Stopping is the deliberate cessation of movement, i.e. the driver intended (wanted) to stop. In all places listed in clause 12.4 of the SDA, it is precisely the deliberate stopping of traffic that is prohibited.

If the stop in the indicated places is forced, then the driver must turn on the hazard warning lights and put up an emergency stop sign. After these actions, he must remove the vehicle from the place where stopping is prohibited as soon as possible.

The driver is obliged to follow the same procedure if the forced stop happened in the zone of action of the sign “Stop prohibited” and (or) in the place where the solid yellow line prohibiting stopping passes.

12.5. Parking is prohibited:

  • in places where stopping is prohibited;
  • outside settlements on the carriageway of roads marked with sign 2.1;
  • closer than 50 m from railway crossings.

Parking is prohibited in all of the listed places in clause 12.4 of the SDA.

Outside settlements, parking is permitted on the side of the road, i.e. not prohibited.

At railway crossings, the prohibition zone applies to both sides of the railway crossing.

12.6. In case of a forced stop in places where stopping is prohibited, the driver must take all possible measures to remove the vehicle from these places.

In case of a forced stop in a place where stopping is prohibited, the driver must turn on the hazard warning lights and put up an emergency stop sign. But the first thing he must do is to take all measures to remove the vehicle from a potentially dangerous place.

12.7. It is forbidden to open the doors of the vehicle if it will interfere with other road users.

The requirement to be prudent in opening doors applies to both drivers and car passengers. Before opening the doors, they said that it would not interfere with other drivers and pedestrians.

12.8. The driver can leave his seat or leave the vehicle if he has taken the necessary measures to exclude the spontaneous movement of the vehicle or use it in the absence of the driver.

It is forbidden to leave a child under the age of 7 years in the vehicle during its parking in the absence of an adult.

In order for the car not to roll spontaneously, the parking brake (handbrake) and preferably first or reverse gear must be engaged. Where there is a curb, you can unscrew the wheels and rest them against it.

The ban on leaving a child under 7 years old in the car was introduced by the Decree of the Government of the Russian Federation N 761, and is valid (introduced in the SDA).

Stopping is a deliberate stopping of the movement of a vehicle for a period of up to 5 minutes, as well as for more, if it is necessary for boarding or disembarking passengers, or loading or unloading a vehicle.

Stopping or parking on the sidewalk (partial or full) is allowed only for cars and motorcycles parallel to the carriageway in one row (motorcycles without a side trailer in two rows).

Rules for stopping and parking outside the village.

Stopping and parking rules in the village

As an exception, stopping and parking in a settlement is also permitted on the left side of the road in two cases:
1. On roads with two-way traffic, with one lane in each direction, in the absence of tram tracks in the middle. (Excluding U-turns, which in such sections can lead to the creation of emergency situations).
2. On one-way roads. (Lack of oncoming cars).


A driver who has stopped or parked must remember that his car should not interfere with the movement of other vehicles and block the visibility of the traffic situation.

Stopping and parking is prohibited:
1. On tram lines and in the immediate vicinity. The tram has limited maneuverability, which will prevent it from further movement.
2. At level crossings. Stopping is fraught with danger.
3. In tunnels, on overpasses, bridges, overpasses and under them (if traffic in one direction has less than 3 lanes). On such sections, the carriageway is narrow, sidewalks and roadsides may be absent. There is insufficient visibility in the tunnels. All of this can lead to congestion or an emergency.

4. In places where the distance between the solid marking line and the stopped vehicle is less than 3 meters. A solid marking line is drawn on sections of the road where it is dangerous to enter the oncoming lane. In this case, the driver traveling in the same direction is forced to break the rules by crossing the solid marking line.

5. At pedestrian crossings and closer than 5 meters in front of them. A pedestrian crossing is primarily intended for pedestrian traffic and must be clearly visible by the driver in order to avoid hitting a pedestrian.

6. On the carriageway near dangerous turns and convex fractures of the longitudinal profile of the road (ups and downs) when the visibility of the road is less than 100 meters in at least one direction.

7. At the intersection of carriageways and closer than 5 m from them, with the exception of the side opposite to the side passage of three-way intersections / intersections that have a solid marking line or a dividing strip. Stopping at an intersection can disorganize uninterrupted traffic on it. In this case, congestion is inevitable. A vehicle that stops closer than 5 meters to the intersection will close traffic lights and road signs, and will close the visibility of the intersection.

As an exception, stopping is allowed in front of the side passage of three-way intersections with a continuous marking strip or a dividing strip. In this case, turning to the left is prohibited and the stopped vehicle does not interfere with the movement of other vehicles.

8. Closer than 15 m from the stops of route vehicles or taxis, and in their absence - from the stop indicator, if this interferes with their movement (except for stopping for picking up and disembarking passengers, if this does not interfere with the movement of route vehicles). A stop closer than 15 m will interfere with minibuses, trolleybuses, as well as taxis arriving or departing from the designated route stops.
9.In places where the vehicle will block traffic signals, road signs from other drivers, or make it impossible for other vehicles to move (enter or exit) or interfere with the movement of pedestrians.

No parking:
Closer 50 m from railway crossings and outside settlements on the carriageway of roads marked with sign 2.1 "main road".

In some cases, this time interval may be higher, but at the same time the concept of "stopping" will still apply to the car. At the same time, there must be supporting facts in the form of prolonged unloading or loading of things, disembarkation or embarkation of passengers.

Why you need to follow the parking rules

If you carefully study the traffic rules, figure out where you can not park, and where you can stop without problems, regardless of the total amount of time during which your car will be completely immobilized, then you will protect yourself from unpleasant communication with traffic inspectors and payment of unforeseen fines.

And also observance of not only traffic rules, but also parking will save your vehicle from damage. An incorrectly stopped "iron comrade" is sometimes simply ready to be torn apart by passers-by. It is unlikely that you will get a lot of positive if you suddenly find scratches on the surface of the car, broken or cracked glass. And also another vehicle parked in the same place, only a little earlier than you, can harm your car.


If your car has actually blocked another vehicle and therefore prevents it from leaving, an angry and terribly rushing driver may simply push your car out, providing a kind of "hello" mark on its body as a terrible dent. By the way, in this case, even filming the situation on a CCTV camera, DVR will not help you get compensation for such damage. Administrative responsibility rests with the driver who parked his car incorrectly.

Where can I park

To find out the answer to your question regarding parking rules, you should carefully read Section 12 of the traffic rules. You can only stop on the right side of the carriageway near the side of the road. If you really want to show your "uniqueness" and stop on the left side by the side of the road, then in the traffic rules you will find such permission, but with some restrictions. Indeed, you can stop your car at the left side of the road, but only if the road has one lane and is one-way. And also tram rails should not be present on it.

In some cases, it is also possible to park next to the sidewalk, it is important to find specially installed road signs permitting such actions. In particular, a large blue square with a white English letter P indicates that vehicles are allowed to park in the area. At the same time, it does not hurt at all to pay attention to the additional accompanying sign, placed in most cases below the main sign. It will show how exactly parking should be carried out:

  • with a stop at the side of the road;
  • with the collision of the right wheels to the side of the road;
  • with a drive in completely to a part of the side of the road;
  • other.

If the surrounding space you are interested in is not accompanied by permits, but at the same time you do not see signs prohibiting parking, then you can act at your own discretion, unfortunately, sometimes you have to take risks if you are not careful enough.

Ban on stopping the vehicle

If you come across a sign on your way, which is a blue circle with a red frame and a red line diagonally, know that it forbids you to stop in this place. Sometimes this sign can have some additions. In the center there may be a white Roman numeral I or II. In the first case, the sign prohibits stopping on odd days of the month, and in the second case, on even ones.

It is forbidden to park on the sidewalk. Passenger cars are allowed in some cases, but under one important condition. If the vehicle stops on the sidewalk, but, despite this, there is at least one meter of free space for the unhindered movement of pedestrians, then such a stop is allowed, the driver of the car will not have any negative consequences. If the sidewalk is narrow, you should not park on it.


If you are driving a car on a main road outside the village, then we also do not recommend you to make a stop, since such actions are also prohibited by traffic rules. You cannot choose a parking space that is a short distance from a railway crossing. If there is a need to make a stop in this case, then stop 50 meters before the crossing or after driving 50 meters after it.

Of course, it is forbidden to stop at a tram stop or tracks, and it is also forbidden for a car to stand next to them, especially if the vehicle interferes with other vehicles to move safely.

If there is a public transport stop nearby, you should stop your transport at a distance of at least 15 meters from it. You should also drive off at least five meters from the pedestrian crossing, or do not reach it if you need to stop at this place.


Under the complete ban, as a result of which it is prohibited in any case to slow down and be at any time, places fall at an intersection, near a sharp turn or rise.

If you really need to know how many meters you need to drive from the intersection to be able to park, you need to read the traffic rules again. We are ready to inform you immediately so that you do not waste time searching. Drive at least five meters from the intersection before stopping your vehicle.

Of course, it is strictly forbidden to drive, and even more so to park in the oncoming lane, since such actions provoke an emergency. The ban also includes places located near road signs. By stopping vehicles near them, you unwittingly create an obstacle for the early detection of signs by other road users, thereby again provoking emergency situations.

If it is very important for you to park your car inside the yard space, there are also some additional requirements to consider. In particular, transport must not be stopped at a distance of less than 10 meters from the entrance to the entrance, store. And also the distance limitation applies to stopping near garbage containers. In this case, the distance from them to the vehicle must be at least 5 meters.

There are also other prohibitions regarding parking. In particular, the vehicle is not allowed to stay for more than five minutes with the engine running. Otherwise, residents living in this entrance have every right to call the appropriate services or record the fact that you have violated the parking rules in the yard. This will, of course, be followed by administrative responsibility and the imposition of fines on you.


If you drive a personal vehicle and you are interested in near your home and place of work, then in most cases such a problem will be solved by you for the very first time, on all subsequent days you will act along the path already beaten by you. It's a different matter when you are driving a taxi, in this case you do not know the area where the call came from, so you have to park the taxi while the passengers go down and take their places in the cabin. To prevent road inspection officers from being able to fine taxi drivers for incorrect parking of a taxi, it is recommended that drivers also strictly comply with all the requirements prescribed in section 12. The only exceptions are places accompanied by the sign "Taxi stand", in this case drivers of private vehicles do not have the right to apply for vacant parking spots, but taxis can freely use such an additional benefit for themselves.

Punishment for an administrative offense

Many drivers have already experienced the consequences of improper parking, when after that they had to enter into an unpleasant dialogue with road inspectors, and then pay the assigned fines. You should not blindly follow those drivers who often say convincingly such phrases: "I park where I want and how I want." Such actions cannot go unpunished indefinitely. Sooner or later, the driver will come to the attention of law enforcement officers and it will be impossible to avoid punishment. It is for this reason that we recommend that you follow the stopping and parking rules. We also advise you to study the question of what penalties are imposed on drivers of vehicles that have been parked in a prohibited place.

Penalties

Within the city limits, on the square, on the streets, you can find places where parking is allowed. Such drivers must necessarily have supporting documents with them. If not the driver is disabled, but the passenger, then the driver must have special permits. In the event that a car is found in such a privileged parking lot, the driver of which does not have such a privileged right, a fine may be imposed on him, the amount of which reaches 3-5 thousand rubles.

If for some reason you stopped at a railway crossing, you will have to pay a fine in the amount of one thousand rubles. In the event of a gross or repeated violation of this rule, the driver's license may be withdrawn for at least six months.

For non-observance of parking rules, the amount of the fine may differ depending on the locality, region, this administrative offense was committed. Interested in what amounts will have to say goodbye to, we draw your attention to the fact that the minimum fine will be equal to five hundred rubles for such an offense. If such a fact is recorded in the capital, five hundred rubles will not be enough, you will have to pay about two and a half thousand rubles.

The driver will be assigned to pay a fine of about one and a half thousand rubles, for a similar violation in the capital you will have to fork out twice as much.

The consequences will be much more deplorable if the driver not only chose a place that is prohibited from parking, but also by such actions the driver created obstacles for the safe movement of other road users, then the vehicle takes a tow truck and transports it to the penalty area. In this case, the driver will have to pay a fine for incorrect parking, calling a tow truck, keeping the vehicle in the penalty area. The amount will turn out to be quite impressive, so do not rush to leave your car without making sure that you are parking correctly.

Some drivers are willing to argue that it was simply impossible to find a free parking space. However, such heated debate will lead nowhere. It is recommended that such drivers worry about booking a place in a paid parking lot. In this case, it is possible not only to avoid penalties, but also to be completely calm for your car, since it will be in a safe place under protection.

So, when purchasing a vehicle, you should carefully study all sections of the traffic rules, there is no superfluous information in them. If you ignore the study of the section in which all the parking rules are spelled out, you should expect a "meeting" with unpleasant situations, followed by disastrous consequences. Definition

The introduction of the terms "stopping" and "parking" is made in Chapter 1, Article 1.2 of the SDA. According to this document:

  • a stop is an intentional termination of further movement for a period of up to 5 minutes or more, if an increase in the time interval is necessary for embarking / disembarking passengers or loading and unloading operations. That is, the stop is made solely to conduct certain actions;
  • parking is also called an intentional stopping of movement for a period of time more than 5 minutes. Moreover, the termination of movement in this situation is in no way connected with the loading / unloading of the vehicle or the embarkation / disembarkation of passengers.

What is the difference between a stop and a parking in traffic rules

Many, especially novice drivers, constantly confuse these two concepts, which leads to an incorrect interpretation of the traffic rules, and as a result, the occurrence of many emergency situations.

To clearly distinguish between a stop and a parking, you need to know the main differences between the two concepts:

  • the first difference is the timing of the maneuver. Stopping is made for a short period of time (up to 5 minutes), while parking is a longer maneuver. However, a stop can also be made for a longer interval, if in a limited period of time they do not have time to complete all the actions provided for by the rules;
  • the second difference is the purpose of the maneuver. Parking can be done for any purpose (going to the store, leaving the vehicle at night or working hours, visiting a doctor, and so on). A stop is made with only two purposes: 1 goal is the embarkation or disembarkation of passengers at the destination and 2 goal is the loading or unloading of goods.

It should be borne in mind that any parking in the first stage is a stop. For this reason, the same rules are established for the two considered maneuvers.

Signs and their area of ​​action

When performing any type of maneuvering, including stopping and / or parking, you should first of all be guided by road signs. A detailed description of the signs is indicated in Appendix 1 to the SDA.

All signs are subdivided into several groups:

  • prohibitory signs, that is, signs that categorically prohibit the performance of any action;
  • warning signs (signs that warn the driver about a possible danger);
  • priority signs are used to determine priority movement;
  • prescriptive signs, information signs, etc.

To consider the issue of the rules for parking and stopping motor vehicles, all signs can be conditionally divided into prohibiting and permissive.

Permissive

Signs permitting stopping and / or parking include:

Parking (sign number 6.4)

This road sign is installed in front of the entrance to a special site, which, in accordance with the scheme of the settlement, is set aside for parking.

The coverage area of ​​this sign is limited to the perimeter of the parking area. Parking can be either paid or free. As a rule, a turnstile is installed before entering a paid parking lot.

It should be borne in mind that in the coverage area of ​​this sign, the territory, as a rule, is divided into separate parking boxes, limited by solid marking lines.

In some boxes or at the entrance to the line of boxes (on a pole) a sign "Disabled" may be installed.

This means that these parking spaces can only be occupied by disabled drivers who have supporting medical documents.

If such a box is occupied by another driver, then this will entail the imposition of an administrative fine.

Regulated parking area (5.29)

This sign marks a section on the carriageway where you can stop, including for a long period of time.

The sign is valid until the sign of the end of the regulated parking zone (5.30), regardless of the presence / absence of intersections. Additionally, the considered signs can be supplemented with plates indicating the correct location of the car on the roadway in the coverage area.

If the car is not parked as indicated on the plate, then the driver is subject to administrative punishment.

Resting place (7.1)

The sign is installed outside the boundaries of the settlement and designates the zones that are intended for the rest of drivers (passengers).

Prohibiting

Where is it prohibited to stop and park vehicles under traffic rules? Prohibitory signs include:

  • stop is prohibited (3.27). This sign prohibits both stopping and parking. The sign does not apply to route vehicles and cars used by the driver as a passenger taxi. The coverage area within the settlement is limited by the nearest intersection, and outside the settlement - by the intersection (if any) or together with the end of the village boundaries. The second option for the end of the zone of action of road sign 3.27 is a sign of the cancellation of the prohibition of all restrictions (3.31);

  • no parking (3.28). The requirements of this sign may be violated by drivers who are disabled of I or II groups, taxis, provided that the taximeter is working, which determines the size of the fee, cars belonging to the Russian Post (the car must have a white stripe located diagonally against a blue background). The validity of the sign extends to the territory to the nearest intersection (outside the settlement), to the end of the settlement (in the settlement), to the sign of canceling the restrictions (3.31) or to the end of the distance indicated on the plate located below the main prohibiting sign;

  • parking is prohibited on odd days of the month (3.29). As in the previous case, the effect of the sign does not apply to disabled drivers, taxis and auto postal services. The coverage area is to the intersection or the end of the settlement, to the cancellation sign or the expiration of the specified distance;

  • stop is prohibited on even numbers (3.30). The area of ​​validity of the sign and the existing exceptions are completely similar to signs 3.28 and 3.29.
  • Additionally, you must submit:

    • sign 3.31, which cancels all restrictions imposed by other road signs;

      Detailed rules for performing maneuvers such as stopping and parking are discussed in chapter 12 of the traffic rules.

      In the town

      It is allowed to park the car in the city, if there are no prohibition signs and other restrictions are not provided for by the traffic rules, on the right side of the road and on the left side of the carriageway, if the following conditions are met:

      • the road has one lane for movement in each direction;
      • the carriageway is not separated by tram lines;
      • in one-way traffic.

      It should be remembered that these rules apply exclusively to cars and trucks, weighing up to 3.5 tons.

      Vehicles with a larger mass have the right to stop on the left side only for unloading and / or loading.

      The methods of setting up a car are determined by the following rules:

      • road transport is allowed to be parked in one row parallel to the carriageway, if there are no signs indicating the correct placement of the transport and the corresponding road markings;

      • two-wheeled vehicles can be parked in two rows;
      • cars, mopeds, bicycles and motorcycles can be placed on the edge of the sidewalk if it borders on the roadway.
      • It should be remembered that there are separate zones where the “stop” and “parking” maneuvers are limited, regardless of the presence / absence of prohibition signs.

        On the bridge

        Stopping and, accordingly, parking is prohibited on bridges if there are less than 3 separate lanes in each direction of traffic.

        Similar rules apply to such sections of the road as:

        • overpasses;
        • overpasses;
        • tunnels.

        Additionally, restrictions are imposed on stops and parking under these structures, since insufficient visibility can cause an emergency.

        At or in front of a public transport stop

        Stopping / parking is prohibited in places where public transport stops, including light taxis, as well as at a distance of 15 m to the indicated zones or in places indicated by the sign of the presence of a stop complex.

        An exception is the embarkation / disembarkation of passengers, provided that this maneuver does not interfere with fixed-route taxis and other vehicles.

        On Pavement

        Parking and stopping are not permitted on sidewalks if this would interfere with the free movement of pedestrians.

        In extreme cases, it is allowed to stop at the edge of the sidewalk and then only for a certain type of vehicle (two-wheeled vehicles without side trailers and cars).

        At the crossroads

        Another area of ​​the ban is the crossroads of highways. The considered maneuvers are not allowed to be performed both at the intersection itself and at a distance of 5 m before it.

        An exception is the opposite side of the carriageway, provided there are more than three traffic lanes and / or a dividing strip.

        Additional restrictions are imposed on stopping on tram lines and near these objects, if a standing car will interfere with the passage of trams and close signs, traffic lights and other important factors for assessing the traffic situation.

        Crosswalk

        For the unimpeded movement of pedestrians, the rules introduced a restriction on parking / stopping at pedestrian crossings and a distance of 5 m to them.

        These rules make it possible to reduce the number of accidents involving pedestrians, since a sufficient visibility zone for both the driver and the person crossing the carriageway is an additional guarantee of protection.

        Outside the settlement

        Outside the boundaries of the settlement, stopping / parking is prohibited in all the previously indicated places, as well as on the edge of the carriageway.

        Long-term parking, for example, for the purpose of overnight stay, is allowed only in specially equipped places (zone of action of the sign “Resting place) or outside the carriageway.

        Stopping (parking) outside the boundaries of any settlement is also prohibited on dangerous sections of the road, provided the visibility is less than 100 m. As a rule, such sections are indicated by signs indicating the direction of dangerous turns.

        Separate requirements apply to a stop (parking) that takes place on motorways. Since the maximum speed of movement on these sections of the road has been increased (up to 110 km / h), the level of danger also increases.

        In this regard, stopping and parking on motorways is allowed only in specially designated places, indicated by permissive signs.

        On the sidelines

        The possibility of stopping and / or parking on the side of the carriageway is determined by other rules discussed earlier in this article.

        It all depends on a specific area (settlement or other section of the route) and additional conditions (presence / absence of signs, direction signs, and so on).

        At railway crossings

        Another high-risk area is level crossings. According to statistics, about a third of all road accidents occur on these sections of the road.

        To reduce the number, it was decided to introduce a ban on stopping / parking vehicles in the following zones:

        • directly at the railway crossing;
        • at a distance of 50 m before and after the move (only parking is prohibited.

        A short stopover for the purpose of disembarking or boarding passengers is permitted by the rules).

        The definition of a railway crossing zone is carried out:

        • by signs (single-track and multi-track railways);

        • by barriers (if any).
        • For invalids

          Due to the difficult life situation, namely health problems, some categories of drivers who are disabled groups 1 and 2 have some relaxation in the rules.

          Drivers of these categories have the right to stop and make long-term parking in the area of ​​action of road signs 3.28, 3.29., 3.30 (parking is prohibited, parking is prohibited on odd numbers, parking is prohibited on even numbers, respectively).

          In addition, special parking spaces are allocated for disabled drivers. Such places can be marked:

          • road markings;

          • a sign placed near the area.
          • In some large cities, near socially significant facilities, parking lots are located, which are intended exclusively for drivers with disabilities. These parking areas are marked with special signs.

            It should be remembered that these privileges can only be used by those drivers who have the appropriate medical certificate.

            For trucks

            For trucks, the same stopping and parking rules apply as for cars. Automobile transport of this type must not stop and / or park at pedestrian crossings, in tunnels, at a bus stop, and so on.

            An exception is the left side of the road, which can be used by trucks to stop solely for loading and unloading operations in a short period of time.
