When can I park on the left. Parking of vehicles according to traffic rules. All signs are subdivided into several groups.

21.03.2017

Parking is not only parking, but also an action aimed at the correct positioning of the car relative to other vehicles. Residents of megalopolises regularly face such a problem and do not always cope with it successfully. Below we will consider what traffic rules you need to know, as well as what are the features of horizontal and vertical parking.

Where can I park my car?

The first thing to learn is the requirements for where you can leave the car for longer than five minutes. There are three such conditions - no closer than five meters before or after the intersection, fifty meters from the railway crossing or at a distance of less than 15 metro from the trolleybus (bus) stop. In addition, the traffic rules list the signs that can be used to draw conclusions about the possibility of parking or stopping, as well as the acceptable way of parking - parallel or perpendicular.

If there are no prohibition signs, and there are no special lines (including yellow markings), parking is allowed on the side of the road, on the right side of the road (if it is one-way), and also in parallel. During the trip, a long stop for rest or an overnight stay can be made by turning to the sign of the camping, resting place.

Where can I park my car?

If you open section 12.4 of the rules of the road, you can find the entire set of recommendations for stopping. The main rule that a car owner must learn is that it is forbidden to park a car if it creates an obstacle for road users (cars, public transport and pedestrians). It is forbidden to park the car:

  • at the site intended for the stop of fixed-route taxis;
  • on a track with limited visibility, in front of or around bends;
  • before intersections and crossings;
  • on sections of the route where the distance between the curb and the dividing strip is less than 3 meters;
  • at crossings, overpasses, tramways and in other places where the movement of different types of transport is organized.

The above rules are typical not only for long-term parking (parking), but also for stopping for a short time. It is also forbidden to park the car in places that are intended for disabled people and equipped with special signs. Special attention should be paid to the days on which parking / stopping can be allowed or prohibited. As a rule, they are divided into even and odd.

How do I park my car in the yard?

Parking rules for the courtyard deserve special attention. Contrary to popular belief, there are nuances here as well. For example, the distance from a car to a nearby building should be at least 10 meters. At the same time, it is prohibited to park the car on the territory of the playground or on the lawn. If the parking area is designed for up to 50 cars, a fence is not required. Otherwise, a fence must be present. In addition, if a truck has a mass of 3.5 tons or more, then it must not be thrown. There is one more rule. It is forbidden to leave the car anywhere if it interferes with the movement of the vehicle or blocks the entry / exit.

Penalties

Parking rules are spelled out for a reason, but with the aim of ensuring traffic safety. In this case, the car owner must adhere to the established rules. Otherwise, he will face a large fine. So, if a car stops at a railway crossing, you can run into a fine of 1000 rubles or confiscation of the car for up to six months. If the driver did not follow the marking rules, he will have to pay from 1.5 to 3 thousand rubles (depending on the region). In the absence of the owner on the spot, the car can move to the penalty area. An even greater punishment awaits the driver if his car has taken a place intended for persons with disabilities. In this case, the fine will be 3-5 thousand rubles. For violations of parking rules, you will have to pay 500-2500 rubles (again, depending on the region).

Further in the special sections, various types of violations are considered in relation to stopping / parking at intersections or crossings. If the driver ignored the traffic rules, and even created an obstacle for other road users, one cannot get away with a fine - you will have to pay for a tow truck or a penalty area. Some of the largest fines are for parking in residential areas or on lawns.

How do I park my car in front?

Above, we examined the basic rules of traffic rules. Now you can move on to the features of the location of the machine. The easiest option is to park your car in front. This scheme is most in demand for places near shopping centers, supermarkets, underground garages and paid parking lots. The peculiarity of the option lies in the simplicity of the technique, so even a driver with little experience can cope with the task. And such parking takes a little time. The algorithm of actions is as follows:

  • Drive up to the parked car so that the distance between the vehicles is about 1.5 meters. In this case, the car should be level, the wheels are aligned;

  • Start moving diagonally towards the curb. In this case, the angle of entry should be no more than 35-40 degrees. Watch the right side of the hood. The distance from the front of the vehicle to the side of the vehicle should be about 50 cm;

  • Continue driving until about 30-50 cm remains to the curb, after which smoothly roll the steering wheel to the left, setting the car near the curb;

  • Align the car in one line, for which you move so that the rear part is gradually brought to the curb. This stage is the most difficult and requires certain driving skills. Now align your vehicle completely, referring to the dimensions of the vehicle installed in the front.

If you follow the parking rules, the position of the car in front can be considered complete. In doing so, take into account the distance that must be in stock for the maneuver. Optimally, about four meters is required.

The advantage of this method is the convenience of entry and exit. It is recommended to resort to it when the density of cars is low and there is enough free space. If we are talking about a large metropolis, this type of parking is unlikely to work (primarily due to the need to save work space).

In conclusion, it is worth highlighting a few tips:

  • To avoid a collision with another vehicle when entering, remember that the radius of the path for the rear wheels is much smaller than for the front wheels. If this factor is not the case, you can accidentally hook another car. The rear wheels "cut off" the corner. Therefore, the wheel should turn towards the parking lot only when the bumper of the car on the side has already passed the central pillar of your vehicle;

  • To make things easier, initially ask a friend or the parking person to help coordinate. So, two or three attempts are enough to get the required driving skills and confidence;

  • At the initial stage, you can use special parking sensors to simplify the parking process.

An important point is the entrance to the place of interest. It is important to reduce the speed in advance in order to select a section suitable for the length in time. Drive in the far right lane and push against the curb. If a car drives out in front of you, stop the car and turn on the right turn signal. This will show other road users that the seat is already taken. At the same time, remember that according to the traffic rules, it is necessary to provide the leaving vehicle with a place to maneuver and only then proceed to parking, taking into account the above rules.

How do I park my car in reverse?

If everything is more or less clear with the front parking, and it is not difficult to learn how to perform the considered manipulations, then in the case of reversing everything is different. To learn such a formulation of the TS, knowledge of certain points and practice is required. In addition, a person must navigate in space and have a good imagination. This option is more complex and more time consuming. On the other hand, the advantage of this method is undeniable - lower requirements for the distance between cars, as well as the ability to quickly leave your seat.

Let's consider the main types:

1. Parallel parking. This version of the vehicle is considered the most difficult. When positioned correctly, the parked vehicle is in line with other cars, and the wheels are parallel to the curb. This method is often found on the streets, near offices or shops, as well as at the entrances to residential high-rise buildings. To successfully implement this type of parking, the distance between cars should be 100-120 cm longer than the length of your vehicle.

  • Slow down and find a suitable location for the car. Then go through it and stop at the same level with the vehicle ahead. The distance between your car and another vehicle should be somewhere between 50-100 cm. The wheels are level;

  • Start slowly backward and observe the image in the side mirror. As soon as the rear bumper of the car standing behind appears in it, stop;

  • Twist the steering wheel to the right side to the limit, then continue driving. Look in the left mirror and control the position of the rear car. As soon as its right headlight appears in the mirror, as well as the front part, press the brake;

  • Align the steering wheel and then continue driving in reverse. At the same time, keep under control the distance to the front car (do this in the side view mirror on the right side). First, a lantern on the right should appear in the mirror, and then it leaves the viewing area;

  • Turn the steering wheel to the right side until it stops and continue to slowly move back. When doing this, look in the rear-view mirror. It is important here to control the distance between your car and the vehicle installed at the back and front. If you make a mistake, there is a high risk of bumper contact. If the car does not enter the turn for various reasons (for example, due to incorrect calculation of the distance), it is worth returning to the starting position and trying to find another place;

While the car is moving along the highway, the driver tries to follow the rules of the road (SDA), and completely forgets about them when it comes time to stop and park the car. What this is connected with is not entirely clear. It is likely that while driving, a deterrent may be the risk of meeting a traffic police patrol, or the possibility of getting into the field of view of a surveillance camera.

But the fact remains, only it comes to parking, all knowledge of traffic rules disappears somewhere, memory gaps appear. There is simply no other explanation for what is happening on the streets.

Transport vehicles are parked wherever technical specifications allow car. At the same time, drivers are completely indifferent to whether the car will interfere with others. The main concern is to park as close as possible to the final destination of the trip.

But after all
the amount of fines for "incorrect" parking, no less than for other offenses
, and often much more serious. Plus, the analysis of the offense with the traffic police inspectors is always accompanied by wasted nerve cells, and a lot of negative emotions.

It's pretty easy to rid yourself of this - read, understand the nuances and firmly remember what the traffic rules say about those places where parking is prohibited, and strictly follow what you read. By the way, the word “parking” is synonymous with the word "parking". Recently, it began to be applied in traffic rules. Previously, sign 6.4 was called "Parking lot", now it has been renamed into "Parking lot", the meaning has not changed.

Places where parking is prohibited (parking)

1. Parking is prohibited, wherever the rules of the DD prohibit stopping

The two terms - "stop" and "parking", imply the intentional cessation of movement. But the difference between them is only five minutes.

If after stopping movement, the vehicle did not move, less than five minutes, then this, according to traffic rules, is considered a stop. If this time is 5 minutes or more, then it is called a parking lot. Thus, initially you should remember where you cannot stop.

Traffic rules prohibit stopping:

  • Under the sign prohibiting stopping - "Stopping prohibited" (3.27).
  • In places where the vehicle will impede the free movement of trams (on or near tram tracks).

Fine, for a stop and parking, on the tram line is one and a half thousand rubles... For St. Petersburg and Moscow, the amount of the fine is twice as much - three thousand rubles.

  • At the intersection of the carriageway with the railway.

The size of the fine for a stop, and, accordingly, parking at the crossing will be 1 thousand rubles... But, in addition to the fine, there is a risk of losing your driver's license for at least three months, and if the offense is committed again. Then the driver threatens to be left without a license for a year.

  • If the distance between the opposite side of the road and the parked vehicle is less than three meters. A dividing lane and solid marking line, in this case, is also considered the edge of the road, and the distance is measured to the lane or line.

For a violation, the minimum blow to the driver's pocket will be RUB 1,500... This is only if the offender did not interfere with other vehicles, otherwise the amount of the fine will increase to 2 thousand rubles. (For St. Petersburg and Moscow - three thousand in both cases).

2. Parking under the “No parking” sign. (3.28)

This sign, like all the others, is valid only on the side of the road where it was installed. For example, on a road where only one-way traffic is allowed, and the sign is installed on the right side of the road, then its effect on the left side does not apply, and parking there is allowed.

The territory on which this sign is valid ends with the nearest intersection encountered in the direction of travel. But here it should be noted that adjoining dirt roads, or exits from adjoining territories, or some other sections, are not considered intersections.

If the sign is used together with 1.10 markings (dashed yellow line), then its effect is determined by the length of this markup. The "No parking" sign expires when you enter or leave a settlement.

If a plate (8.2.2.) Is attached under the sign, then the action of the sign is limited to the distance indicated on the plate. Plates 8.2.3 and 8.2.4 also define the coverage area of the sign.

When a sign prohibiting parking is installed together with any of the plates 8.4.1-8.4.8, this means that the prohibition applies only to the mode of transport indicated on the plate.

The actions of this sign do not apply:

Parking in areas that fall under the action of the signs "Stop is prohibited" and "Parking is prohibited" is punishable by a fine in the amount of 1,500 rubles, for Moscow and St. Petersburg - 3 thousand rubles.

3. Parking on the carriageway

On the carriageway, if the road passes outside the settlement, and is marked with the sign "Main road" (2.1), the fine is 1,000 rubles.

4.Parking at the railway crossing

At the railway crossing, and 50 meters from it. Violators are subject to a fine of 1 thousand rubles, if the violation is repeated, the driver is deprived of the right to drive the vehicle for a period of 1 year.

In addition to the above, you should remember a number of important points..

If a parked car is an obstacle to the movement of other vehicles or pedestrians- this is considered a violation of the vehicle parking rules. A fine for such parking is provided in the amount of 3 thousand rubles, plus the vehicle is sent to the parking lot by a tow truck.

You can often see parked car right on the lawn... The traffic rules do not prohibit such parking. However, it is an offense to damage lawns, flower beds, trees, etc. The amount of the fine for this is determined by the local authorities. On average in the regions it is 500 rubles.

Sidewalk parking is not a rare occurrence either. Certainly, there is such a thing as "near sidewalk parking", but such places are marked with a sign, with an explanatory sign, how exactly it is allowed to park vehicles. Unauthorized parking on the sidewalk, in addition to the fine, may result in the evacuation of the vehicle. Moreover, even if the car is on the sidewalk with only one wheel, this will already be regarded as a violation of the rules for placing the vehicle in the parking lot. Two wheels on the sidewalk can make things worse.

Such a parking lot can be regarded by a traffic police inspector as driving on sidewalks, and will cost the owner of a parked car - 2 thousand rubles. In addition, the vehicle can be detained and sent to an impound parking lot.

In conclusion, I would like to remind, those who like to park the vehicle, where parking is prohibited.

What in addition to a fine for parking violations, tow truck services, as well as the parking of a vehicle in a car parking lot, are paid separately

To regulate traffic and ensure the maximum level of safety for all road users, both drivers and pedestrians, a system of road signs has been developed."Stopping prohibited" signwhich will be discussed in more detail in the current material.

What will become clear after reading: what the sign looks like, the area of the restriction, as well as the fines acting on its basis.

What does it look like Stop prohibited sign

In order to comply with the traffic rules and not create emergency situations, you should focus on the regulatory signs. Every driver must understand that all the restrictions on the road are set in this place for a reason and are designed to ensure safety. The same applies to the stop prohibition sign, if the action is prohibited, it means that a car that has violated the prohibition can become an obstacle to movement or maneuver, and therefore hypothetically creates an emergency situation.

What does the regulator look like?Description of the sign "Stop prohibited"looks something like this: the sign is a circle with a blue background, the edges of which have a red frame, and it itself is crossed out by intersecting red lines crosswise. It is worth noting that the parking prohibition sign has a similar look. Except that the striking out diagonal line is one, and not two intersecting, as in the first case.

What is the difference between parking and stopping. Parking means stopping a car for a period of more than 5 minutes, while a stop, according to the rules, lasts less than 5 minutes. Thus, in a place where parking is prohibited, the driver can slow down for 5 minutes, usually this time is enough to, for example, drop a passenger. In a stop-stop zone, even such an action would be a violation.

Stop prohibited sign. Coverage area

The restricted zone has its own boundaries. The driver must understand exactly where he cannot stop, and where he can already.Zone of validity of signs stopping and parking is prohibiteddepends on accompanying signs that complement the main delimiter.

The first thing the driver should remember is that the stopping restriction applies only to the side of the carriageway on which the sign is located. This means that on the other side of the road, the driver may well make a stop, if there are no restrictions there.

How long does the area of action of a prohibiting sign that has met on the way and has no additions extend? There are several options.

  • To the nearest intersection or traffic light. At the same time, the rupture of the dividing part of the road is not an indicator for the completion of the restrictive zone, since it is not an intersection.
  • Until a sign that removes all previous restrictions.
  • Until the end of the settlement, if there are no intersections or other signs that remove restrictions along the route.
  • If after Stop prohibited signthere is a yellow marking along the edge of the road, it denotes the area of effect of the restriction and you cannot stop until it ends.

Moreover, zone of action of the sign "Stop is prohibited"define the accompanying signs. There may be several such signs.

  • If the sign is accompanied by a sign with an arrow forward (up), this means the start of the restriction and the driver can stop before the sign, but will no longer be able to stop after it.
  • If the forward (up) arrow sign is supplemented with a distance, for example, 100 m, this means that stopping the next 100 meters is impossible. And for example, after 150 meters it is already quite acceptable.
  • If the prohibition sign is accompanied by an arrow in both directions, it means that the driver is within its range. That is, stopping is prohibited both before and after the sign, and somewhere earlier there was a corresponding limiter, notifying of the beginning of the prohibited zone.
  • If the sign is supplemented with an arrow back (down), then this means the end of the prohibition. The driver can stop after the sign, but has no right to stop in front of him.

In addition, the sign can be supplemented with plates with different types of transport (plates 8.4.1-8.4.8), which means that the stopping prohibition applies to this particular type of transport. If the sign is accompanied by sign 8.18 (crossed out wheelchair), then the ban on this category of drivers does not apply.

Exceptions to the rule

Who and under what circumstances can stop in the coverage areaStop prohibited sign... As you know, there are exceptions for each rule, this case only confirms this. There are a number of situations in which a stop in the zone of the sign will not be counted as a traffic violation.

  1. Emergency stop due to deterioration of the driver's health or vehicle breakdown. In this case, it is necessary to turn on the alarm and install a pointer on the roadway.
  2. Route transport has the right to make a stop at the place provided for this, despite the fact that there is a restriction on this interval.
  3. Stop prohibited signhas no effect if the vehicle is braked by a traffic police officer. In this case, the driver is obliged to stop at any place, regardless of traffic restrictions.

These are all situations that are not covered by the regulatory sign. In other cases, the driver is obliged to follow the rules and make stops only in an admissible place.

Sanctions for violation of restrictions

Traffic rules sign "Stopping prohibited"is designed to regulate traffic and for violation of restrictions certain fines and sanctions are provided.

Today, for violation of this rule, a fine is provided in the amount of 500 to three thousand rubles. If the driver stops in a place accessible for stopping only for disabled people, and he himself is not, then the fine can be increased to 5 thousand rubles.

If a car left in the wrong place interferes with traffic, then it will be evacuated and placed in a parking lot, which will further add costs to the car owner.

Both stopping and parking are deliberate cessation of movement, that is, they are made at that moment and in the place that the driver himself has chosen.

They must be carried out in such a way that, if possible, do not interfere with other road users.

Stop- deliberate stopping of the movement of the vehicle for a period of up to 5 minutes, as well as for more, if it is necessary for the embarkation or disembarkation of passengers or loading or unloading the vehicle.

Parking- deliberate stopping of the movement of the vehicle for more than 5 minutes for reasons not related to the embarkation or disembarkation of passengers or loading or unloading of the vehicle.

It's important to know!
Any embarkation and disembarkation of passengers or unloading and loading of a vehicle, which is carried out without interruption, regardless of its duration, is considered a stop. If boarding, disembarking, loading or unloading is not carried out, then a stop longer than five minutes is considered a parking lot.

Unintentional stopping of movement

Forced stop- termination of the movement of a vehicle due to its technical malfunction or danger caused by the transported cargo, the condition of the driver (passenger) or the appearance of an obstacle on the road.

A forced stop is always unintentional - it is due to a specific reason that does not allow you to continue moving. The driver cannot choose a suitable time and place for a forced stop - it happens regardless of his desire.

Therefore, the main duty of the driver in case of a forced stop is to immediately mark his vehicle so that other drivers can see it from afar, and then, if possible, roll it back or tow it to a safer place.

In addition to a forced stop, which usually implies a prolonged cessation of movement, there are several situations that do not fall under any of the three definitions given.

They do not refer to stopping, parking or forced stopping, and do not require any additional action from the driver.

We are talking about a short-term cessation of movement in the following cases:

  • when the prohibiting signal of the traffic light is turned on (or when the prohibiting signal of the traffic controller);
  • before a pedestrian crossing, intersection, tram stop, railway crossing, etc. - for the passage of people walking across the road, or a vehicle that takes advantage of the movement;
  • when driving in a traffic jam with stops and resumption of movement.

Parking methods

Stopping and parking of vehicles should be carried out on the right side of the road on the side of the road, and in its absence - on the roadway at its edge. It is allowed to park vehicles in one row, parallel to the edge of the carriageway.

Two-wheeled motorcycles, mopeds and bicycles are allowed to be parked in two rows.

We have considered the usual parking method, which is allowed for stopping and parking any vehicle in any place, except those where parking is prohibited or otherwise required.

Other parking methods mean:

  • parking across the road or at an angle;
  • parking with access to the sidewalk;
  • parking on the left side of the carriageway.

Stopping or parking at an angle to the edge of the carriageway or across the road is allowed where there is a local widening ("pocket"). In this case, you should park in such a way that the number of traffic lanes and their width do not decrease.

If there is sign 6.4 in such places with one of the plates 8.6: 8.6.1, 8.6.4, 8.6.5, the vehicle should be parked exactly as indicated on the plate, and only cars and motorcycles can be parked across the road.

If you have drawn marking lines showing the boundaries of parking spaces, you must comply with the requirements of these lines.

In the absence of signs and markings, the driver independently chooses the position of his vehicle in the parking lot so that it does not interfere with parking, entry and exit of other vehicles.

Parking on the sidewalk is allowed only for cars, motorcycles, mopeds and bicycles and only in places marked on the sidewalk with markings of parking spaces or sign 6.4 with one of the plates 8.6: 8.6.2, 8.6.3, 8.6.7, 8.6.8, 8.6 .9.

In the absence of such signs or markings, parking on the sidewalk, regardless of its width, is prohibited.

It's important to know!
Parking with full or partial (two wheels) driving onto the sidewalk is always prohibited for any buses, tractors and trucks, including those trucks that have a maximum permissible mass of less than 3.5 tons and are classified as Category B vehicles.

Stopping and parking on the left side of the road is allowed only in built-up areas and only if any of the two conditions are met:

  • the road has one-way traffic (at the same time, trucks with a permissible maximum weight of more than 3.5 tons are allowed only loading and unloading);
  • a two-way road with no tram tracks in the middle has one lane for movement in each direction. In this case, to drive to and from the left edge of the carriageway, the driver will have to cross only one oncoming lane.

Parking for an overnight stay or long-term rest outside settlements is allowed only outside the road or in specially equipped parking areas marked with signs "Parking" or "Resting place".

Places where stopping is prohibited

It's important to know!
If stopping is prohibited, then parking of vehicles is also prohibited. In places where only parking is prohibited, you can stop.

Stopping is prohibited in the following places:

  • in the zone of action of sign 3.27 and where along the edge of the carriageway markings 1.4 of yellow color are applied;
  • all along the highway 5.1 and "roads for cars" 5.3. The shoulder on such roads is intended only for a forced stop, and parking is allowed on special areas equipped outside the road and marked with signs 6.4 or 7.11;
  • on tram tracks, as well as in the immediate vicinity of them, if this interferes with the movement of trams;
  • at level crossings 1.1 A crossing zone is the distance between barriers or signs 1.3.1 (1.3.2);
  • in tunnels 1.31 and under any bridges, overpasses, overpasses;
  • on overpasses, bridges, overpasses, if there are one or two lanes for movement in this direction. In the presence of three or more passing lanes, both stopping and parking are allowed;
  • in places where a parked vehicle will force other road users to take a detour through a solid marking line or along a dividing strip. The width of the free section of the carriageway must be at least 3 m;
  • at pedestrian crossings and closer than 5 m in front of them (from the side of approaching vehicles);
  • in places with limited visibility (less than 100m in at least one direction) on the carriageway. At the same time, stopping and parking on the side of the road is not prohibited;
  • at intersections of carriageways and closer than 5 meters to either side of them. An exception is parking at a T-junction with a solid marking line at a distance of at least 3 m from it, or with a continuous dividing strip. With this configuration of the intersection, it is only possible to drive straight on it, therefore, bypassing the parked vehicle is made in the same way as on any other section of the road outside the intersection;
  • closer than 15 meters in both directions from the place of stopping of fixed-route vehicles or parking of passenger taxis. There is also an exception here - a short-term stop is allowed only for embarking and disembarking passengers, if this does not interfere with route vehicles and taxi cars;
  • in places where a stopped vehicle will block traffic lights or road signs for other drivers;
  • in places where a stopped vehicle will make it impossible to enter and exit or interfere with the movement of pedestrians.

Places where parking is prohibited

Parking is prohibited (and stopping is allowed) in the following places:

  • within the coverage area of the signs "No parking" 3.28, "Parking is prohibited on odd 3.29 or even 3.30 days of the month", "Restricted parking zone" 3.27, as well as in the presence of a yellow marking line 1.10 drawn along the edge of the carriageway;
  • outside settlements on the carriageway of roads marked with sign 2.1 Parking is not prohibited if the vehicle fits entirely on the side of such a road, and other drivers do not need to go around it;
  • closer than 50 meters to both sides of the railway crossings. A vehicle parked on either side of the road will obstruct the train's visibility to drivers approaching the crossing. Thus, stopping is prohibited only at the crossing itself, and parking is prohibited at the crossing and at a distance of 50 meters from it.

It's important to know!
The driver can leave his seat or leave the vehicle if he has taken the necessary measures to exclude the spontaneous movement of the vehicle or use it in the absence of the driver.

When leaving his vehicle after stopping, the driver must securely brake it with the parking brake.

When parking on a slope road, you need to turn the front wheels so that when the car tries to roll down, one of the wheels rests on the curb.

If there is no curb, the steering wheel is turned towards the curb. Do not forget to remove the key from the ignition, close the doors and set the car on the burglar alarm.

In accordance with this document, such aspects as the duties of drivers and pedestrians, the rules for training driving, the rules for maneuvering, as well as the rules for stopping and parking, are regulated.

Where it is possible and where it is forbidden to stand and stop, how to correctly perform these maneuvers, what liability is provided for non-compliance with the rules, read on.

Definition

The introduction of the terms "stopping" and "parking" is made in Chapter 1, Article 1.2 of the SDA. According to this document:

  • a stop is an intentional termination of further movement for a period of up to 5 minutes or more, if an increase in the time interval is necessary for embarking / disembarking passengers or loading and unloading operations. That is, the stop is made solely to conduct certain actions;
  • parking is also called an intentional stopping of movement for a period of time more than 5 minutes. Moreover, the termination of movement in this situation is in no way connected with the loading / unloading of the vehicle or the embarkation / disembarkation of passengers.

What is the difference between a stop and a parking in traffic rules

Many, especially novice drivers, constantly confuse these two concepts, which leads to an incorrect interpretation of the traffic rules, and as a result, the occurrence of many emergency situations.

To clearly distinguish between a stop and a parking, you need to know the main differences between the two concepts:

  • the first difference is the timing of the maneuver. Stopping is made for a short period of time (up to 5 minutes), while parking is a longer maneuver. However, a stop can also be made for a longer interval, if in a limited period of time they do not have time to complete all the actions provided for by the rules;
  • the second difference is the purpose of the maneuver. Parking can be done for any purpose (going to the store, leaving the vehicle at night or working hours, visiting a doctor, and so on). A stop is made with only two purposes: 1 goal is the embarkation or disembarkation of passengers at the destination and 2 goal is the loading or unloading of goods.

It should be borne in mind that any parking in the first stage is a stop. For this reason, the same rules are established for the two considered maneuvers.

Signs and their area of action

When performing any type of maneuvering, including stopping and / or parking, you should first of all be guided by road signs. A detailed description of the signs is indicated in Appendix 1 to the SDA.

All signs are subdivided into several groups:

  • prohibitory signs, that is, signs that categorically prohibit the performance of any action;
  • warning signs (signs that warn the driver about a possible danger);
  • priority signs are used to determine priority movement;
  • prescriptive signs, information signs, etc.

To consider the issue of the rules for parking and stopping motor vehicles, all signs can be conditionally divided into prohibiting and permissive.

Permissive

Signs permitting stopping and / or parking include:

Parking (sign number 6.4)

This road sign is installed in front of the entrance to a special site, which, in accordance with the scheme of the settlement, is set aside for parking.

The coverage area of this sign is limited to the perimeter of the parking area. Parking can be either paid or free. As a rule, a turnstile is installed before entering a paid parking lot.

It should be borne in mind that in the coverage area of this sign, the territory, as a rule, is divided into separate parking boxes, limited by solid marking lines.

In some boxes or at the entrance to the line of boxes (on a pole) a sign "Disabled" may be installed.

This means that these parking spaces can only be occupied by disabled drivers who have supporting medical documents.

If such a box is occupied by another driver, then this will entail the imposition of an administrative fine.

Regulated parking area (5.29)

This sign marks a section on the carriageway where you can stop, including for a long period of time.

The sign is valid until the sign of the end of the regulated parking zone (5.30), regardless of the presence / absence of intersections. Additionally, the considered signs can be supplemented with plates indicating the correct location of the car on the roadway in the coverage area.

If the car is not parked as indicated on the plate, then the driver is subject to administrative punishment.

Resting place (7.1)

The sign is installed outside the boundaries of the settlement and designates the zones that are intended for the rest of drivers (passengers).

Prohibiting

Where is it prohibited to stop and park vehicles under traffic rules? Prohibitory signs include:

  • stop is prohibited (3.27). This sign prohibits both stopping and parking. The sign does not apply to route vehicles and cars used by the driver as a passenger taxi. The coverage area within the settlement is limited by the nearest intersection, and outside the settlement - by the intersection (if any) or together with the end of the village boundaries. The second option for the end of the zone of action of road sign 3.27 is a sign of the cancellation of the prohibition of all restrictions (3.31);

  • no parking (3.28). The requirements of this sign may be violated by drivers who are disabled of I or II groups, taxis, provided that the taximeter is working, which determines the size of the fee, cars belonging to the Russian Post (the car must have a white stripe located diagonally against a blue background). The validity of the sign extends to the territory to the nearest intersection (outside the settlement), to the end of the settlement (in the settlement), to the sign of canceling the restrictions (3.31) or to the end of the distance indicated on the plate located below the main prohibiting sign;

  • parking is prohibited on odd days of the month (3.29). As in the previous case, the effect of the sign does not apply to disabled drivers, taxis and auto postal services. The coverage area is to the intersection or the end of the settlement, to the cancellation sign or the expiration of the specified distance;

  • stop is prohibited on even numbers (3.30). The area of validity of the sign and the existing exceptions are completely similar to signs 3.28 and 3.29.
  • Additionally, you must submit:

    • sign 3.31, which cancels all restrictions imposed by other road signs;

    • Rules

      Detailed rules for performing maneuvers such as stopping and parking are discussed in chapter 12 of the traffic rules.

      In the town

      It is allowed to park the car in the city, if there are no prohibition signs and other restrictions are not provided for by the traffic rules, on the right side of the road and on the left side of the carriageway, if the following conditions are met:

      • the road has one lane for movement in each direction;
      • the carriageway is not separated by tram lines;
      • in one-way traffic.

      It should be remembered that these rules apply exclusively to cars and trucks, weighing up to 3.5 tons.

      Vehicles with a larger mass have the right to stop on the left side only for unloading and / or loading.

      The methods of setting up a car are determined by the following rules:

      • road transport is allowed to be parked in one row parallel to the carriageway, if there are no signs indicating the correct placement of the transport and the corresponding road markings;

      • two-wheeled vehicles can be parked in two rows;
      • cars, mopeds, bicycles and motorcycles can be placed on the edge of the sidewalk if it borders on the roadway.
      • It should be remembered that there are separate zones where the “stop” and “parking” maneuvers are limited, regardless of the presence / absence of prohibition signs.

        On the bridge

        Stopping and, accordingly, parking is prohibited on bridges if there are less than 3 separate lanes in each direction of traffic.

        Similar rules apply to such sections of the road as:

        • overpasses;
        • overpasses;
        • tunnels.

        Additionally, restrictions are imposed on stops and parking under these structures, since insufficient visibility can cause an emergency.

        At or in front of a public transport stop

        Stopping / parking is prohibited in places where public transport stops, including light taxis, as well as at a distance of 15 m to the indicated zones or in places indicated by the sign of the presence of a stop complex.

        An exception is the embarkation / disembarkation of passengers, provided that this maneuver does not interfere with fixed-route taxis and other vehicles.

        On Pavement

        Parking and stopping are not permitted on sidewalks if this would interfere with the free movement of pedestrians.

        In extreme cases, it is allowed to stop at the edge of the sidewalk and then only for a certain type of vehicle (two-wheeled vehicles without side trailers and cars).

        At the crossroads

        Another area of the ban is the crossroads of highways. The considered maneuvers are not allowed to be performed both at the intersection itself and at a distance of 5 m before it.

        An exception is the opposite side of the carriageway, provided there are more than three traffic lanes and / or a dividing strip.

        Additional restrictions are imposed on stopping on tram lines and near these objects, if a standing car will interfere with the passage of trams and close signs, traffic lights and other important factors for assessing the traffic situation.

        Crosswalk

        For the unimpeded movement of pedestrians, the rules introduced a restriction on parking / stopping at pedestrian crossings and a distance of 5 m to them.

        These rules make it possible to reduce the number of accidents involving pedestrians, since a sufficient visibility zone for both the driver and the person crossing the carriageway is an additional guarantee of protection.

        Outside the settlement

        Outside the boundaries of the settlement, stopping / parking is prohibited in all the previously indicated places, as well as on the edge of the carriageway.

        Long-term parking, for example, for the purpose of overnight stay, is allowed only in specially equipped places (zone of action of the sign “Resting place) or outside the carriageway.

        Stopping (parking) outside the boundaries of any settlement is also prohibited on dangerous sections of the road, provided the visibility is less than 100 m. As a rule, such sections are indicated by signs indicating the direction of dangerous turns.

        Separate requirements apply to a stop (parking) that takes place on motorways. Since the maximum speed of movement on these sections of the road has been increased (up to 110 km / h), the level of danger also increases.

        In this regard, stopping and parking on motorways is allowed only in specially designated places, indicated by permissive signs.

        On the sidelines

        The possibility of stopping and / or parking on the side of the carriageway is determined by other rules discussed earlier in this article.

        It all depends on a specific area (settlement or other section of the route) and additional conditions (presence / absence of signs, direction signs, and so on).

        At railway crossings

        Another high-risk area is level crossings. According to statistics, about a third of all road accidents occur on these sections of the road.

        To reduce the number, it was decided to introduce a ban on stopping / parking vehicles in the following zones:

        • directly at the railway crossing;
        • at a distance of 50 m before and after the move (only parking is prohibited.

        A short stopover for the purpose of disembarking or boarding passengers is permitted by the rules).

        The definition of a railway crossing zone is carried out:

        • by signs (single-track and multi-track railways);

        • by barriers (if any).
        • For invalids

          Due to the difficult life situation, namely health problems, some categories of drivers who are disabled groups 1 and 2 have some relaxation in the rules.

          Drivers of these categories have the right to stop and make long-term parking in the area of action of road signs 3.28, 3.29., 3.30 (parking is prohibited, parking is prohibited on odd numbers, parking is prohibited on even numbers, respectively).

          In addition, special parking spaces are allocated for disabled drivers. Such places can be marked:

          • road markings;

          • a sign placed near the area.
          • In some large cities, near socially significant facilities, parking lots are located, which are intended exclusively for drivers with disabilities. These parking areas are marked with special signs.

            It should be remembered that these privileges can only be used by those drivers who have the appropriate medical certificate.

            For trucks

            For trucks, the same stopping and parking rules apply as for cars. Automobile transport of this type must not stop and / or park at pedestrian crossings, in tunnels, at a bus stop, and so on.

            An exception is the left side of the road, which can be used by trucks to stop solely for loading and unloading operations in a short period of time.

            Penalties for breaking the rules

            How long can you stop if the stop sign is prohibited without breaking the rules? How much will you have to pay for these violations?

            Answers to these and many other questions related to administrative offenses can be obtained by looking at the following table:
