Where can I park my car?

Paragraph 12.4 of the SDA is fully devoted to this problem. The most basic rule is to park, and indeed to stop, you do not need to where it will create obstacles for other drivers of pedestrians, trams and trolley buses.

Let's list the main places:

  • tram lines, railway crossings, overpasses, tunnels, bridges - in a word, all those engineering structures where there is active traffic, or car routes intersect with the routes of other types of transport;
  • on those intervals of the road where the distance from the edge of the sidewalk (shoulder) to the dividing line is less than three meters;
  • on and before crossings, intersections;
  • on the intervals of the track with limited (less than 100 m) visibility, in front of or behind dangerous turns;
  • in the stop area of ​​minibuses, trams, etc.

Please note that all of the above is true for both stops and parking.

You also need to pay attention to various road signs: parking / stopping is prohibited (for example, on even / odd days). You cannot park your car in places designated for disabled people or marked with special signs.

Among other things, you need to avoid parking where your car will block the view of drivers of other vehicles.

About parking in the yards

There are special rules that we discussed earlier.

Let's recall them again:

  • the distance from the parked car to the building wall is at least ten meters;
  • it is forbidden to park on lawns, playgrounds;
  • if the parking area is designed for up to 50 vehicles, it can be open, but if more than 50, it must be separated by a fence;
  • you cannot leave trucks weighing more than three and a half tons.

It must be remembered that pedestrians have priority in the adjacent areas - in the courtyards of residential buildings.

Parking fines not according to the rules

To delve into this topic, you need to open the Administrative Code, there we will find all the information we are interested in:

  • parking at a railway crossing - 1000 rubles or confiscation of a VU for 3-6 months. (12.10);
  • failure to comply with the requirements of signs or markings - 1,500 (3,000 rubles for Moscow and St. Petersburg), it is also envisaged to be sent to the penalty area (12.16 hours 4-5);
  • occupied a parking space for vehicles belonging to people with disabilities - 3,000-5,000 (12.19 h.2);
  • violation of stopping and parking rules - 500 rubles (in Moscow and St. Petersburg - 2,500) (12.19 h. 1 and 12.19 h. 5).

Further, in the sections of Article 12.19 of the Administrative Code, violations of parking and stopping are considered - at crossings, intersections, places of arrival of route transport. Please note that for capital cities the fine is 3,000, and for regions it is 1,000-1,500.

If you not only parked not according to the rules, but also created problems for other participants of the DD, then you will not get off with one fine - evacuation is provided for by law with all the ensuing consequences: payment for a tow truck, penalty areas, plus a fine.

Particularly noteworthy are fines for parking on lawns and in residential areas. Each region has its own amount of the monetary penalty. In addition, there are various services through which citizens can complain about violating drivers. So try not to leave your car where it will interfere with others.

It is also worth noting that most courtyards are not suitable for such a large amount of vehicles, so it makes sense to take care of paid parking, from which your car will definitely not be stolen.

In what places is it generally prohibited to stop?

The places where it is prohibited to stop (and, consequently, parking) are clearly regulated by traffic rules. According to clause 12.4 of the Rules,stop is prohibited:

  • on tram tracks, as well as in the immediate vicinity of them, if this interferes with the movement of trams;
  • at level crossings, in tunnels, as well as on overpasses, bridges, overpasses (if there are less than three lanes for movement in this direction) and under them;
  • in places where the distance between the solid marking line (except for the edge of the carriageway), the dividing strip or the opposite edge of the carriageway and the stopped vehicle is less than 3 m;
  • at pedestrian crossings and closer than 5 m in front of them;
  • on the carriageway near dangerous turns and convex fractures of the longitudinal profile of the road when the visibility of the road is less than 100 m in at least one direction;
  • at the intersection of carriageways and closer than 5 m from the edge of the crossed carriageway, with the exception of the side opposite to the side carriageway of three-way intersections (intersections) that have a solid marking line or a dividing strip;
  • closer than 15 meters from the places of stopping of route vehicles or parking of passenger taxis, indicated by the markup 1.17, and in its absence - from the indicator of the place of stopping of route vehicles or parking of light taxis (except for a stop for embarking and disembarking passengers, if this does not interfere with the movement of route vehicles or vehicles used as a passenger taxi);
  • in places where the vehicle will block traffic signals, road signs from other drivers, or make it impossible for other vehicles to move (enter or exit), or interfere with the movement of pedestrians;
  • on the lane for cyclists.

Moreover, stopping is prohibited on sections of the road with markings 1.4: according to the new GOST R 51256-2018, this is a solid single yellow line located along the edge of the carriageway.

In the above excerpts from the Ruleswe have highlighted those requirements, violation of which the driver cannot avoid when stopping by an inspector... For example, if a traffic police officer is located in front of a pedestrian crossing, then it is worth stopping behind a "zebra" so as not to violate traffic rules. But if the inspector stops the driver on a section of road with limited visibility, narrow carriageway or yellow markings 1.4, it is virtually impossible to fulfill his demand without breaking the rules. But is this legal, and can the inspector write out a fine for a violation committed on his own instructions?

Can an inspector stop a driver in a place where stopping is prohibited?

An inspector can indeed stop a driver in a place where stopping is prohibited, but there must be good reason for this. Clause 88 of the administrative regulations of the State Traffic Safety Inspectorate clarifies that “it is not allowed to stop vehicles on sections of roads where their stopping is prohibited by traffic rules, except for cases when such a stop is associated with the need to suppress a crime, an administrative offense, take administrative and regulatory actions, prevent real threats of harm to life, health and (or) property of road users, as well as cases of designation of the place of stopping by a patrol car with special light signals, other means of regulation and organization of road traffic ”.

Simply put, a traffic police officer can stop a driver if, for example, there is an accident ahead in conditions of limited visibility or there is another potentially dangerous situation, or if the stopping place is indicated by a patrol car with a "flashing light" on.

Can the inspector issue a fine for stopping at a prohibited place

But to punish the driver for breaking the rules when stopping at his own request in a prohibited place, the inspectorcan not... The fact is that all responsibility for what happens if he stops a car in the "restricted area" falls entirely on his shoulders. The same clause 88 of the regulation indicates that "if it is necessary to stop vehicles in places where their stopping is prohibited by traffic rules, the employee takes measures to ensure road safety in this place." Therefore, you can safely stop at the request of the inspector on such sections of the road, while following his instructions to ensure safety.

On the one hand, it may seem that parking problems cannot arise. Knowing how to stop correctly is essential. However, this opinion is erroneous and it is quite possible to run into. For what? For parking in the wrong place, at least. In order not to violate traffic rules, it is important to consider the issue of parking in more detail.

Parking rules: on the roadway, in yards and in the parking lot

Parking rules on the roadway are violated most often. So as not to become one of the offenders, the following provisions should be adhered to:

  • it is allowed to stop away from at a distance of 5 meters;
  • you can stop right after the pedestrian crossing;
  • at the edge of the carriageway (only parallel to the edge);
  • no closer than 5 meters from the turn at the intersection;
  • near signs that regulate parking by odd or even numbers;
  • anywhere on the carriageway, if the driver's vision covers at least 100 meters of the road ahead;
  • at a distance of 15 meters from stops;
  • on the side of the right side (if there is no shoulder, parking is possible at the edge of the carriageway);
  • at the edge of the sidewalk, if there is a sign (applies only to cars, mopeds, motorcycles and bicycles).

You can also leave the car for a long time in places outside the settlement, if they are equipped with a corresponding sign. It is forbidden to leave a car on the road for such a purpose, as well as on the side of the road. There are special parking lots, equipped separately.

Reverse parking correctly

It is very important to know how to reverse park correctly. To do this, first of all, you need to adjust the rear-view mirrors. The main thing is to make sure that the sky is not visible, while the cars and the road are clearly visible.

When it comes to perpendicular parking, it's important to start here. First, you need to drive up so that the right corner of your car is in the middle of the car behind which you plan to park. In this case, the distance should remain about 50 centimeters. Now we can gradually align, turning gently. At the same time, stops are allowed to assess the real state of affairs in the form of the distance between your car and the one we are trying to bypass.

Parallel parking rules

How do I reverse park when parallel parking? Very easy if you follow the instructions. Correct maneuvering is especially important in the city, since parallel parking assumes a neat drive between two cars:

  1. we drive between two cars so that the right wheel is as close to the curb as possible, but not close to it. In this case, the left corner of your car should approach the right corner behind the standing car.
  2. Turn the steering wheel to the right until it stops. Drive up to the vehicle in front.
  3. Turn the steering wheel to the left and drive back a little.

If you do not need to park backwards, you should adhere to the following chronology of actions:

  • choose a place that will be one and a half meters larger than the width of your car;
  • we drive up ahead so that the car is on the same level with the car in front. It is important to take into account that the interval should not be more than 60 centimeters;
  • we pass it back until the back of the rear seat is on the same level with the bumper of the car in front;
  • turn the steering wheel to the right until the car is at an angle of 45 degrees to the sidewalk;
  • we turn the ruble to the left, pass it forward and stop.

Parking rules for the disabled

Each disabled person or a person who is engaged in the transportation of a disabled person of 1 and 2 categories can install a sign "Disabled" on the front or rear window of the car.

The main difference between traffic rules for disabled people regarding parking rules is that a disabled person can ignore such signs:

  1. "Movement Prohibition";
  2. "The movement of motor vehicles is prohibited."

Also, appropriate markings are made for disabled people and additional signs are installed in places where areas are provided exclusively for privileged parking.

Disabled people can use special parking spaces free of charge, and they must be allocated at least 10% of the total number of spaces in the parking area.

Wrong parking fines

  • For parking on site for disabled people relies a fine of 5,000 rubles.
  • For officials others are provided - 3000 - 5000 rubles.
  • Legal entities in case of violation of the parking rules, you will have to pay 10 times more - 30,000 - 50,000 rubles.
  • If the motorist has parked on tram tracks, the fine will be 1,500 rubles.
  • 1000 rubles parking will cost closer than 15 meters to a public transport stop. In addition, the car will be evacuated. For Moscow and St. Petersburg, the amount of the fine is increased to 3,000 rubles.

  • Penalty for parking or stopping on the lawn will be from 1000 to 5000 rubles.
  • Penalty for stop and parking on the sidewalk or closer than 5 meters before the pedestrian crossing is 1000 rubles(3000 for St. Petersburg and Moscow).

However, knowledge of parking rules does not always save motorists who want to park wherever it is convenient for them. Convenience often ends up paying fines and evacuating.

Stopping and parking of cars should be done on the right, on the side of the road, if it is not observed - on the carriageway. For this, yellow markings are applied.

The left shoulder is used if:

How to park your vehicle should be determined by the signs that are used to regulate the driver's actions:

  • 6.4 + markup
  • 6.4 and 8.6.1-8.6.9 + marking (with this combination, setting at an angle is possible).

Long-term parking, for example, for an overnight stay, is only permitted in special areas (12.3).

You can park far from everywhere (12.4), the list of which is prohibited:

  • rails (these include proximity to them that can interfere with movement)
  • railway crossings
  • overpasses, bridges, overpasses, viaducts and under them *
  • sections of the road where the width of the direction is less than 3 meters (lines that indicate the edge of the carriageway do not count)
  • at the pedestrian crossing (not less than 5 meters away); at the same time, you can not stand in front of him, so as not to obstruct the view for drivers, but you can behind him
  • near bends, bends in the road, which make it impossible to see 100 meters in any direction
  • at intersections (except for T-shaped intersections with a solid line)
  • bike lane

For a high-quality assimilation of traffic rules, one should understand in terms of:

  • bridge - a structure that provides traffic over a water obstacle
  • an overpass is actually a bridge, but it is being built over other roads, ravines, and other obstacles (except water)
  • overpass - a complex of spans on supports, which are constructed for the purpose of bypassing or crossing areas where it is impossible to build a road on the surface, or traffic flows.

An overpass and a viaduct are types of overpasses that can be used in various combinations.

12.5 paragraph "Rules of the Road" continues the theme of prohibitions and indicates that you must not park the car:

  • in the above places, as well as where there is a prohibition sign
  • on a road where it is indicated that this is the main road
  • closer than 50 m from railway crossings - to exclude obstacles for full visibility to train drivers.

If, for objective reasons, the driver had to stop the car in places where this cannot be done, he should try to drive away from them as quickly as possible (12.6).

Before leaving the car, make sure that the door being opened will not interfere with movement (12.7). Before leaving your car, you should make sure that all measures have been taken to park it safely: the brake is on, the ignition keys are removed, etc.

The rules for evacuating a car to a parking lot for improper parking provide for substantial fines (from 500 to 2000 thousand rubles). The driver will have to pay for driving the car himself - up to 7 thousand rubles. If the car is category D, then the violation will cost 25-27 thousand. This is if the owner took it immediately, otherwise the daily cost of staying in the parking lot will be added to the payment.

Amendments to the rules on privileged parking

Discount parking is provided for disabled people, however, in order to use them, you must present a certificate of disability (it is shown by the disabled driver himself or by a person accompanying him). A special sign must be attached to the machine. These are the rules (2.1 SDA), adopted in February 2016.

Mandatory disability document - a measure taken to reduce the number of people willing to park for free. But it does not completely solve the problem - for example, if a citizen took a disabled person to the station, from where he left, of course, with his documents. In any case, according to the new rules, the sign and the benefits arising from it can be used only if the disabled person drives the car himself or is next to the driver and is ready to present a document confirming the right to the benefit.

A car that unreasonably occupies a place in a parking lot for disabled people can be evacuated to the impoundment parking lot, and the owner is fined for violating the rules of stopping and parking (5,000 thousand rubles).

Apartment owners have the right to improve their yard, and a properly organized parking space is included in this concept. To set up a site on the adjacent territory of an apartment building, it is necessary to draw up an application, under which there will be at least 2/3 of the signatures of the total number of owners. Compliance with its sanitary standards is indicated in the SES Regulation, which provides all the necessary criteria to preserve the normal ecology of the surrounding space.

How much does it cost to deliver a car in Moscow

Parking on the territory of the capital is regulated by Resolution No. 289. Paid areas have been introduced in Moscow, which simultaneously solve the problem of parking and the safety of the vehicle. Parking problems arise most often because novice drivers do not feel the size of their car and cannot calculate their relationship with free space.

A mistake, which is also quite common, is orientation when parking backwards only by using mirrors. Turning your head reveals more.
